Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, November 17, 1998 at
9:30 a.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chair;
Syd Nelson, Vice-Chair; Andy Lindquist, Virginia Portmann, and Bill Stone present.
Approval of Agenda
Motion by Lindquist, second by Nelson, and unanimously carried to approve the County Board
agenda of November 17 1998 with the following additions:

Motion by Stone, second by Nelson, and unanimously carried to approve the County Board
minutes of November 3, 1998 as mailed.

Contract Approval -Consulting Services
Motion by Portmann, second by Lindquist, and unanimously carried to authorize the. Chair's
signature to execute a consulting service agreement between the County of Otter Tail and
Robert Block for Rural Addressing and GIS services for the period of July 1, 1998 through
July 1, 1999.
Contract Approval -Mapping Services
Motion by Portmann, second by Lindquist, and unanimously carried to authorize the Chair's
signature to execute an agreement between Otter Tail County and Cloud Cartographies, Inc. for
mapping services with cost not to exceed $4,000.

Contract Approval -Consulting Services
Motion by Partmann, second by Lindquist, and unanimously carried to authorize the Chair's n
signature to execute an agreement between the County of Otter Tail and The Barlow Group of '-
Fort Collins, Colorado to assist Otter Tail County by providing a technical and economic evaluation
of the Quadrant Resource Recovery Facility. The cost of the service is $27,650 with $10,000
being paid from a potential grant from the OEA and the remainder from the Solid Waste Joint
Powers Contingency Fund.
Planning Commission Recommendations
Conditional Use Permit -Susan Merci/:
Motion by Lee, second by Lindquist, and unanimously carried to approve a Conditional Use Permit
to bring in fill for approach for Susan Merci! on Pelican Lake (Sec. 11, Twp. 137, R. 43, 56-786,
Scambler Township) with conditions as recommended by the Planning Commission.
Conditional Use Permit -David Kaldahl/Fair Hills Inc:
Motion by Lindquist, second by Partmann, and unanimously carried to approve a Conditional Use
Permit (revised plan) for David Kaldahl, Fair Hills, on Pelican Lake (Sec. 4, Twp, 137, R. 42, 56-
786, Dunn Township) with conditions as recommended bythe Planning Commission:
Preliminary Plat -"Shady Nook Resort", Glenn & Yvonne Rogness:
Motion by Stone, second by Nelson, and unanimously carried to approve the preliminary plat of
"Shady Nook Resort" consisting of 5 residential lots on Pickerel Lake (Sec. 15, Maine Township,
56-475) with conditions as recommended by the Planning Commission.
Conditional Use Permit-GVT Inc: Q
Motion by Lee, second by Nelson, and unanimously carried to approve a Conditional Use Permit
for excavation on Horseshoe Lake (Sec. 10, Twp. 135, R. 43, 56-1587, Erhards Grove Township)
as presented on application and approved by the Planning Commission.
Conditional Use Permit -Jeffrey R. Pederson:
Motion by Lindquist, second by Partmann, and unanimously carried to approve a Conditional Use
Permit for Jeffrey R. Pederson on North Turtle Lake (Sec. 30, Twp. 133, R. 40, Everts Township)
with conditions as recommended by the Planning Commission.
Conditional Use Permit -Arne Langs;oen:
Motion by Lee, second by Lindquist, and unanimously carried to approve a Conditional Use Permit
for Arne Langsjoen on Lida Lake (Sec. 28, Twp. 136N, R. 42W, 56-747, Lida Township) with
conditions as recommended by the Planning Commission.
Conditional Use Permit -David & Beverly Skyberg:
Motion by Lee, second by Partmann, and unanimously carried to deny a Conditional Use Permit
for David & Beverly Skyberg to add to existing railroad tie seawall on Pelican Lake (Sec. 9,
Twp. 137, R. 42, 56-786, Dunn Township) as recommended by the Planning Commission.
Conditional Use Permit -Young Life Campaign:
Motion by Lee, second by Lindquist, and unanimously carried to deny a Conditional Use Permit for
Young Life Campaign to expand some buildings and build a new structure on _Pelican Lake_ (Sec. 2 Q

Motion by Lindquist, second by Partmann, and unanimously carried to approve the final plat of
"Shoreline Acres" on Silver Lake (Sec. 28 & 29, Twp. 146, R. 40, 56-302) as recommended by the
Land & Resource Director.
Final Plat -"Long Lake Shores" -Arthur Riestenberg
Motion by Nelson, second by Lindquist, and unanimously carried to approve the final plat of "Long
Lake Shores" on Long Lake (Sec. 28, Twp. 137, R. 40, 56-388) as recommended by the Land &
Resource Director.
Final Plat -"Long Lake Shores Second Addition"
Motion by Nelson, second by Stone, and unanimously carried to approve the final plat of "Long
Lake Shores Second Addition" on Long Lake (Sec. 28, Twp. 137, R. 40, 56-388, Hobart Township)
as recommended by the Land & Resource Director.
Discussion -Land Use Planning
Harley Windels, Chair of the Land Use Committee, spoke briefly of the committee's efforts in
educating the public regarding land use issues. Lengthy discussion occurred relative to the land
use referendum and planning issues. Commissioners noted appreciation of the Land Use
Committee members' efforts. The Chair requested a letter of thank you be sent to members.
TIF Meeting Scheduled
Auditor, Wayne Stein, reported that the City of Vergas has scheduled a public hearing for Monday,
·December 7, 1998 for the purpose of Considering the adoption of a Modification to the Tax
-Increment Financing Plan for TIF District 1-1. The substantive changes include the modification of
the project description and budget to include up to 16 additional units of assisted living.
Cost Allocation Study Agreement
Motion by Lindquist, second by Partmann, and unanimously carried to authorize the Chair's
signature to execute a 1998-1999 Agreement between Minnesota Counties Research Foundation
and Otter Tail County to provide professional consulting services subject to the approval of the
County Attorney. This is a two-year contract for providing for the development of cost allocation
plans based on 1998 and 1999 financial data. The preparation of these plans will result in cost
reimbursements to Otter Tail County in calendar years 2000 and 2001. The annual fee for the
preparation of the cost allocation plan is $10,600 and is prepared by DMG-Maximus, Inc.
Approval to Advertise for Publication Bids
Motion by Nelson, second by Lindquist, and unanimously carried to authorize the County Auditor to
advertise for bids for the County's 1999 publication requirements.
TIF Meeting Scheduled
The Fergus Falls Port Authority and the City Council will conduct a joint public hearing on Monday,
December 7, 1998 at 5:30 p.m. in the City Council Chambers to consider two modifications to Tax
Increment Financing District No. 1 1-8.
Truth In Taxation
The Auditor reported that the Truth In Taxation public hearing is scheduled for Thursday,
December 3, 1998 at 7:30 p.m. in the Commissioners room at the Courthouse.

Update -Courthouse Remodeling Project
Plant Manager, Rick Sytsma, and Project Construction Manager, Marlin Hoff, updated the board
on the courthouse remodeling project. Mr. Sytsma reported that demolition should be completed Q
next week and the overall project is ahead of schedule and under budget at this time. Mr. Hoff
briefed the board regarding a new type of above ground elevator shaft that will be used to prevent
pounding through rock that is below the courthouse building. Change orders for the proposal have
been very minimal. Contractors on the job have been doing a very good job.
Update -Detention Facility Remodeling Project
Detention Facility Administrator, John Halvorson, reported that the newly remodeled area recently
toured by the County Board is now being used. The jail remodeling project is now in phase 2 and
the project is scheduled for completion at the end of 1998.
Approval of Contract -SAP 56-610-10
Motion by Lee, second by Lindquist, and unanimously carried to authorize the Chair's signature to
execute a contract between Otter Tail County and Interstate Engineering, Inc. for engineering
services with respect to the bridge replacement project (SAP 56-610-10 -Pelican River and
CSAH 10).
Speed Zone Study Request for a Segment of CSAH No. 4
Otter Tail County Resolution No. 98 -62
UPON a motion by Lee, second by Partmann and unanimously carried, the Otter Tail County
Board of Commissioners adopts the following resolution:
WHEREAS, a group of residents has requested by petition that the County of Otter Tail take such
action as may be necessary in order to pursue a reduced speed limit of 35 mph speed zone
located in the area of the intersection of CSAH No. 4 and CSAH No. 31 East to the West limit of
the 30 mph speed zone in the Crystal-Lida Lakes resort area, AND
WHEREAS, the County of Otter Tail believes that a speed zone reduction would be beneficial in
this area.
NOW, THEREFORE, BE IT RESOLVED, that Otter Tail County does hereby request that the area
be studied by the Minnesota Department of Transportation to determine the need for a reduced
speed zone, if any.
BE IT ALSO RESOLVED, that Minnesota Department of Transportation proceed with establishing
a legal speed zone if the findings of the traffic study are supportive.
Adopted at Fergus Falls, Minnesota, this 1?1h day of November, 1998.

Motion by Lindquist, second by Stone, and unanimously carried to authorize the Chair's signature
to execute a Corrective Quit Claim Deed between the County of Otter Tail and Arnold Lofthus and
Howard and Gladys Krohn.
Closed to the Public
At 11 :31 a.m., Chairman Lee declared the meeting of the Otter Tail County Board of
Commissioners closed to the public for the purpose of discussing pending litigation relative to the
Girard Township matter pursuant to attorney-client privilege, M.S. 471.705 Subd. 1d. All seated
commissioners were present. At 11 :51 a.m., Chairman Lee declared a continuation of the closed
session for the purpose of evaluating the performance of Highway Engineer, Rick West, pursuant
to M.S. 471.705 Subd. 1d (d). A summary of performance conclusions will be provided at the next
regular board meeting.
Adjournment
At 12:10 p.m., upon conclusion of the performance evaluation, Chairman Lee declared the
Otter Tail County Board of Commissioners' meeting adjourned until 1 :00 p.m. on Tuesday,
November 24, 1998.
