Call to Order
The Otter Tail County Human Services Board convened Tuesday, November 10, 1998 at 9:30 a.m.
at the Otter Tail County Courthouse with Commissioners Virginia Portmann, Vice-Chair;
Malcolm Lee, Secretary; Andy Lindquist, and Bill Stone present. Chairman Syd Nelson was
absent due to inclement weather.
Approval of Agenda
Motion by Lee, second by Lindquist and unanimously carried to approve the
Board agenda of November 10, 1998 with the following addit_ion: ....

Motion by Stone, second by Lee and unanimously carried to approve the Human Services Board
minutes of October 27, 1998 as mailed.
Discussion -Court Services Advisory Board
Court Services Director, Chuck Kitzman, referred to a Minnesota Department of Economic Security
grant proposal. The proposal states that Otter Tail County is eligible for $11,647 in grant funds
with two stipulations; 1) a cash match of $1,294 and, 2) develop a Juvenile Crime Enforcement
Coalition made up of representatives from eight specific areas throughout the county. The current
Court Services Advisory Board may need to be changed to qualify for this grant and possibly, for
other future purposes. Lengthy discussion continued regarding the focus and mission of a new
potential advisory board. Commissioner Lee stated that there is a need for preventive services to
reduce the number of dropouts from high schools. Commissioner Portmann also stressed
prevention. Commissioners requested Mr. Kitzman to research the issue further and return to the
next Human Services board meeting.
Juvenile Temporary Hold Attendant Positions
Mr. Kitzman reported that DMG has evaluated the Juvenile Temporary Hold Attendant position and
placed the salary at grade 5.
Motion by Stone, second by Lee and unanimously carried to approve salary grade 5 for the
Juvenile Temporary Hold Attendant position as recommended by DMG and further, to place the
current Temporary Hold Attendants at grade 5-step 1, effective January 1, 1999.
Meeting Update
Mr. Kitzman reported on a recent DOC meeting and reviewed court services delivery system
proposals from different agencies.

Meeting Update
Human Services Director, John Dinsmore, reported on a recent training session given by the
Minnesota Association of Counties for new Human Services Administrators. Training focused on 0
how Social Services operates, budgeting and contracting with other agencies to provide services. ·
Mr. Dinsmore noted that some counties are moving towards market model contracting with the
county perceived as a buyer and thereby reducing costs. The RFP process may be an area to
explore after the first of the year.
Management Team Update
Mr. Dinsmore updated the board regarding weekly team meetings. He presented a booklet entitled
"Program, Priorities and Objectives & Management Philosophy Overview".
Minnesota Care Option
Mr. Dinsmore presented a recommendation relative to the MNCare Option applications. Otter Tail
County is willing to process applications and prefer the applications be processed at the local level,
however, cannot process the applications if the state does not provide reimbursement as the local
levy has already been set and allocated.
Motion by Lee, second by Stone and unanimously carried to approve the above recommendation
relative to the processing of MinnesotaCare Applications at the local level.
Volunteer Driver Grant & Contract
Motion by Stone, second by Lindquist and carried, with Lee abstaining, to authorize the
appropriate county officials' signatures to execute a contract between Otter Tail County Social
Services Department and West Central Area Agency on Aging subject to the incorporation of /-\
changes recommended by the County Attorney. The contract allocates $14,000 from WCAAA to \,;;/;/
Social Services for transportation for over age 60 individuals to medical appointments for the year
of 1999.
Merit System Position Reclassification
County Coordinator, Larry Krohn, reported that the state merit system authorized a study to review
clerk/typist positions. The outcome was combining two job classes into one and entitling the new
position as Office Support Specialist. The DMG rating for the new position is grade 7. Mr. Krohn
noted that a meeting will take place with the bargaining unit as has been done in the past for
reclassification matters.
Motion by Lee, second by Stone and unanimously carried to authorize the County Coordinator to
meet and confer with the bargaining unit to implement the aforementioned reclassification for
creation of a combined job classification with a title of Office Support Specialist at a salary grade 7.
Grant Funding Application -WCAAA
Motion by Lee, second by Stone and unanimously carried to approve an in-kind service to the
West Central Area Agency on Aging by making parking places available near the agency's place of
business.
Bills & Claims
Motion by Lee, second by Lindquist and unanimously carried to approve the Human Services bills
& claims as presented. Q

Appointment -Lakeland Mental Health Center
Motion by Stone, second by Lee and carried, with Lindquist opposed, to appoint Laurel Nelson of
Fergus Falls to the Lakeland Mental Health Center Board to replace the term of Bob Williams.
Ms. Nelson's appointment will end 12/31/2000.
Adjournment
At 10:25 a.m., Vice-Chair Portmann declared the meeting of the Otter Tail County Human Services
Board adjourned until 9:30 a.m. on Tuesday, November 24, 1998.

County Commissioners agreed to cancel the regularly scheduled County Board meeting· of
November 11, 1998 at 1 :00 p.m. because of inclement weather.
