HomeMy WebLinkAboutBoard of Commissioners - Minutes - 11/03/19980 0 Call to Order The Otter Tail County Board of Commissioners convened Tuesday, November 3, 1998 at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chair; Syd Nelson, Vice-Chair; Andy Lindquist, Virginia Partmann, and Bill Stone present. Approval of Agenda Motion by Lindquist, second by Partmann, and unanimously carried to approve the County Board agenda of November 3, 1998 with the following addition: Request for Final Plat Extension Approval of Minutes Motion by Nelson, second by Lindquist, and unanimously carried to approve the County Board minutes of October 27, 1998 as mailed. Sewer System Grant Information Land & Resource Director, Bill Kalar, reported on a letter received from the MPCA regarding potential grant funds for onsite septic system inspection/regulation. He reported that these grant funds will be part of the Natural Resources Block Grant that the Land & Resource Department applies for each year. Mr. Kalar will report additional information as it is received on the available grant funds. Permit Summary Mr. Kalar provided a comparison of permit applications processed between 1997 and 1998. He noted a large increase in sewage system permit applications. Request for Final Plat Extension Mr. Kalar requested an extension on behalf of Kurt Maethner for filing the final plat of "Maet-Boh" Development because of additional legal problems experienced with the property. Motion by Lindquist, second by Partmann, and unanimously carried to approve an extension for filing the final plat of "Maet-Boh" development until June 1, 1999. Huber Fees Jail Administrator, John Halvorson, provided comparisons of huber fees in other counties. He recommended the same fee schedule as is currently used in Stearns County. Motion by Nelson, second by Lindquist, and unanimously carried to approve the following huber fees for the Otter Tail County Detention Facility effective January 1, 1999: $12 per day incarcerated $ 8 per day incarcerated (works less than 20 hours per week or earns less than $6 per hour) • " r Otter Tail County Board of Commissioners November 3, 1998 Page2 Authorization for Advertising for Patrol Officers Chief Deputy, Mark Morris, stated that the Sheriff's Department may have some retirements in the 0 near future and requested authorization to advertise to develop an eligibility list for patrol officers. Motion by Partmann, second by Lindquist, and unanimously carried to authorize the Chief Deputy to advertise for the purpose of developing an eligibility list for the patrol officer position. Detention Facility Construction Tour At 9:50 a.m., the Otter Tail County Board of Commissioners toured the newly remodeled area of the jail which will be ready for residency of inmates in a direct supervision setting within a few weeks. The tour was completed at 10:25 a.m., at which time the Otter Tail County Board of Commissioners continued the County Board meeting. Time Sensitive Grant Program Otter Tail County Resolution No. 98-61 UPON a motion by-Portmann,second by Lindquist, and unanimously carried, the Otter Tail County Board of Commissioners adopted the following resolution: WHEREAS, Otter Tail County has applied for a grant from the Minnesota State Office of Environmental Assistance (OEA), under its Time Sensitive Grant Program; and WHEREAS, Otter Tail County is committed to implementing the proposed study as described in the grant application, if OEA funding is received; and Q WHEREAS, OEA requires that Otter Tail County enters into a grant agreement with OEA that identifies the terms and conditions of the funding award. BE IT RESOLVED THAT the Otter Tail County Board of Commissioners of Otter Tail County authorizes and directs the Otter Tail County Solid Waste Department to enter into a grant agreement with the OEA to carry out the study specified therein and to comply with all of the terms, conditions, and matching provisions contained therein. NOW, THEREFORE, BE IT RESOLVED that Otter Tail County fully supports the submission of a grant application to the OEA for a Time Sensitive Grant. All seated commissioners were present as well as the County Attorney, County Coordinator, and Recording Secretary. -. At 10:47 a.m., upon conclusion of the. closed session, Chairman Lee reconvened the regular County Board meeting. Land Use Planning Grant Application Commissioner Partmann requested an update from the County Attorney on the Land Use Planning Grant application recently submitted.
