CQrn·rr1issi6h~r~{Rc>Qttlfiflpor 1~s . • tu~sday,;Septerril:>el: t; 1/998 .· .. . . 9:30 a.,rffi • • .• Call to Order The Otter Tail County Board of Commissioners convened Tuesday, September 1, 1998 at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chair; Syd Nelson, Vice-Chair; Andy Lindquist, Virginia Portmann, and Bill Stone present. Approval of Agenda Motion by Stone, second by Lindquist, and unanimously carried to approve the County Board agenda of September 1, 1998 with the following additions: 10:30 a.m. -Land Use Study Advisory Committee Chairman, Harley Windels 10:35 a.m. -Discussion, Pelican Lake Improvement District and Pelican Chain Approval of Minutes Motion by Portmann, second by Lindquist, and unanimously carried to approve the County Board minutes of August 25, 1998 as submitted. United Way Campaign Highway Engineer and United Way Volunteer, Rick West presented United Way pledge cards to the commissioners. He requested approval to administer incentive drawings for county employees who are new participants or increase donations to the United Way Campaign. Commissioners requested that Mr. West submit his request to the Employees' Committee. Phelps Mill Park Signage Request Mr. West reported that the "Friends of Phelps Mill" have requested signs for the Phelps Mill Park to be installed at the intersection of State Highway 78 and County Road 72 north of Battle Lake. The cost per sign is $699 for a total estimated cost of $1,400. Discussion followed. Because this expense is not in the Phelps Mill Park budget, Mr. West will propose this addition to the year 2,000 budget and request some financial assistance with this expense from the "Friends of Phelps Mill". Speed Zone Studies Mr. West reported the recommendation of MnDOT for the CSAH 41 Speed Zone Study. Landowners had requested a reduction of speed. MnDOT recommended no change in speed, however, recommended additional signage be placed in advance of the bridge area for pedestrians. Mr. West reported that MnDOT recommended a reduction in speed on CSAH 35 near Ten Mile Lake from 35 mph to 30 mph and recommended removal of the current advisory speed signs in the area. Motion by Partmann, second by Stone, and carried, with Lindquist opposed, to concur with the above two MnDOT speed zone recommendations. Otter Tail County Board of Commissioners September 1, 1998 Page 2 Snowmobile Trail Agreements Land & Resource Director, Bill Kalar requested approval of three snowmobile trail agreements. Motion by Nelson, second by Stone, and unanimously carried to authorize the appropriate county Q officials' signatures to execute the following FY99 Snowmobile GIA Agreements between Otter Tail County and the State of Minnesota: Lake Runners -$14,500 Otter Trail Riders -$25,000 O.C.T.A -$22,000 Recess & Reconvene At 9:55 a.m., Chairman Lee recessed the meeting of the Otter Tail County Board of Commissioners for a short break. He reconvened the meeting at 10:05 a.m. Economic Development Abatement Policy County Attorney, David Hauser presented a proposed Otter Tail County policy on economic development tax abatement dated 8/27/98. Discussion followed regarding each portion of the proposed policy. The commissioners requested the following changes to the proposed policy: 1) A preface be include in the policy recognizing that the County is limited in economic development assistance because counties do not receive LGA funds such as municipalities are receiving. Additionally, the County tax system already provides a "phase-in" period before the full amount of tax is due and payable on newly constructed buildings. 2) No. 12 -include crowding potential and impact on natural resources. 0 3) No. 13 -add school districts as a LGU that could provide tax abatement. 4) No. 15 -include a statement that the information provided would be confirmed and reviewed by County officials. After review, County officials will make a recommendation to the County Board. Include a due date for applications of July 1st, prior to the first assessment year of the project. 5) No. 15a -include that an architect or engineer must complete the site plan. 6) No. 15b -include plan for safe movement of pedestrians crossing roadways. 7) No. 16 -should read "County" tax abatement. Commissioners requested that the County Attorney revise the proposed policy as recommended and bring it back for consideration at the next regular County Board meeting. Recess and Reconvene At 11 :00 a.m., Chairman Lee recessed the meeting of the Otter Tail County Board of Commissioners for a short break. He reconvened the meeting at 11 :05 a.m. Approval to Pay Bills Motion by Partmann, second by Lindquist, and unanimously carried to approve bills per Attachment A of the official minutes which include lodging payments as follows: Holiday Inn, St. Cloud Ramada Inn, Mpls./St. Paul County Assessor Officer Manager, Brenda Shoemaker Assessor's Assessment Tech. I, Twyla Neumann 0 • 0 0 0 Otter Tail County Board of Commissioners September 1, 1998 Page 3 Discussion -Land Use Study Advisory Committee Land. Use Committee Chair, Harley Windels briefed the County Board regarding upcoming public education meetings relative to countywide land use planning. Discussion took place regarding committee members' involvement after the referendum. The Chairman requested direction regarding additional expenses relative to the public meetings. The County Board authorized Committee Chair, Mr. Windels to make decisions regarding reimbursable expenses relative to land use issues. Pelican Lake Improvement District Request Commissioner Lee introduced discussion regarding a request to establish a Pelican Environmental District Group. The County Attorney noted the proposal includes the drainage of both Otter Tail and Pelican rivers. Funds are available through the Army Corps of Engineers to develop feasibility studies. The funds are 50/50 split between federal and local governments. There are no funds for building dams or structures in this program. The Army Corps of Engineers has estimated the cost of the proposed analysis at $100,000 -$200,000. Mr. Hauser explained that federal statute requires state involvement. The Chairman directed the County Attorney to send a letter to the Pelican Lake Improvement District that the project is worthwhile and should be directed to the Minnesota Department of Natural Resources because the DNR has authority regarding lake levels. He also directed that County levy limit information be included in the letter. Signature Approval in Lieu of Human Services Director Motion by Stone, second by Nelson, and unanimously carried to approve Social Service Supervisor/Manager from each Social Services Unit to sign contracts and other documents in lieu of a Human Services Director. Minnesota Office of Tourism Resolution Otter Tail County Resolution No. 98-47 UPON a motion by Partmann, second by Lee, and unanimously carried, the Otter Tail County Board of Commissioners adopts the following resolution: WHEREAS; the annual economic impact of domestic and international travel and tourism in Minnesota is $9.1 billion or approximately $25 million per day; and WHEREAS; travel and tourism provide over 170,300 Minnesotans with jobs and $3.7 billion in wages and salaries; and WHEREAS; travel and tourism employment growth is far out pacing total U.S. non-agricultural employment; and WHEREAS; tax receipts are $1.1 billion; and WHEREAS; over 24.9 million U.S. travelers and 1 million international travelers visit Minnesota each year; and WHEREAS; over the last decade, the combined domestic advertising budgets of state travel offices have increased by over 26%, while the Minnesota Office of Tourism's domestic advertising budget has fallen by 20%; and WHEREAS; Minnesota's visibility or "share of voice" in the marketplace has declined significantly while competitors such as Missouri, Michigan, and Illinois have significantly increased visibility; and Otter Tail County Board of Commissioners September 1, 1998 Page 4 WHEREAS; for every dollar spent on direct tourism advertising, the State of Minnesota realizes $79 of economic impact and $9.46 in tax receipts; and WHEREAS; the State of Minnesota invested over $286 million in capital bonding for tourism related projects this past year with no additional funding for marketing; and WHEREAS; the capacity for Minnesota to host visitors continues to increase statewide through growth in lodging, increased seasonal promotion and addition of new attractions; and WHEREAS; the Minnesota tourism industry, through 66 communities, has a self-imposed lodging tax to further market and promote Minnesota travel destinations on a local level; and WHEREAS; the tourism industry contributes significantly to both the economy and the quality of life in Minnesota; NOW, THEREFORE, BE IT RESOLVED that the advertising and marketing budget of the Minnesota Office of Tourism should be permanently increased by $5 million to make it more competitive in regional, national, and international markets.
