Call to Order
The Otter Tail County Human Services Board convened Wednesday, June 24, 1998 at 10:30 a.m.
at the Otter Tail County Courthouse with Commissioners Bill Stone, Chair; Syd Nelson, Vice-Chair;
Malcolm Lee, Virginia Partmann and Andy Lindquist present.
Approval of Agenda
Motion by Partmann, second by Nelson, and unanimously carried to approve the Human Services
agenda of June 24, 1998 as presented.
Approval of Minutes .
Motion by Partmann, second by Nelson, and unanimously carried to approve the Human Services
minutes of June 9, 1998 as submitted.
Resolution For Request For Proposal For Prepaid
Medical Assistance Program Health Services In Otter Tail County
Otter Tail County Resolution No. 98-39
UPON a motion by Partmann, second by Lindquist, and unanimously carried, the Otter Tail County
Board ofCommissioners adopts the following resolution:
WHEREAS, ·the Otter Tail County Human Services Board on November 25, 1997 passed a
resolution authorizing Otter Tail County Departments of Public Health and Social Services to work
with the Minnesota Department of Human Services to expand Prepaid Medical Assistance
Program (PMAP) for the non-disabled population on Medical Assistance into Otter Tail County with
an anticipated enrollment beginning January 1, 1999; and
WHEREAS, the Otter Tail County Departments of Public Health and Social Services developed a
County Development Team to work with the Minnesota Department of Human Services in planning
for the implementation of PMAP; and
WHEREAS, there is a need to send out a Request for Proposal to determine which health
networks will be providing health services in Otter Tail County under PMAP;
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Human Services Board approves
the Minnesota Department of Human Services sending out a Request for Proposal to allow the
. expansion. of Prepaid Medical Assistance Program (PMAP) for the non-disabledi,population on

Request for Dietician Temp Position
Diane Thorson requested authorization for a Dietician contract position to work with the aging
grant. The position will be funded from a grant through the West Central Agency. This contract
position will be for approximately 500 hours.
Motion by Lindquist, second by Lee, and unanimously carried to approve the contract Dietician
position as described above.
Request for Approval of Home Health Provider Contract Amendment
Social Services Supervisor, Tom Jensen requested approval to amend a Home Health Provider
Contract Amendment. He reported that the request is regarding the New Dimensions Home
Health Care 1993 contracting qualifications. The current contract is missing the alternative care
program; they are presently qualified to provide service through July 1, 1998.

Approval for Attendance to a National Conference
Tom Jensen requested approval for Dana McClaflin to attend a Conference on Mental Health
National Case Management in Las Vegas, NV on September 13-17, 1998. The State of
Minnesota is giving a presentation at the conference; Dana was a panel member that gave a
presentation at the Regency Support Conference in St. Cloud. The state is going to pay state's
registration fee and the remainder of expenses will come out of the Mental Health Initiative Fund.
Motion by Partmann, second by Nelson, and unanimously carried to approve Dana McClaflin to
attend the National Conference on Mental Health National Case Management in Las Vegas, NV.
Energy Assistance Program Contract Approval Request
Bill Johnson presented an update on the Energy Assistance Program. Presently, the program
does not have enough money to operate. Mr. Johnson presented an option of continuing the
current contract.
Motion by Lindquist, second by Nelson, and unanimously carried to approve the continuation of the
Energy Assistance Program Contract as presented by the Energy Assistance Program Manager as
requested.
Bills & Claims
Motion by Lindquist, second by Stone, and unanimously carried to approve the Human Services Q
bills and claims as presented.

Approval of Agenda
Motion by Lee, second by Nelson, and unanimously carried to approve the County Board agenda
of June 24, 1998 with the following addition:

Approval of Minutes
Motion by Lindquist, second by Nelson, and unanimously carried to approve the County Board
minutes of June 16, 1998 as submitted.
Risk Management Annual Report
Minnesota Counties Insurance Trust (MCIT) Representative, Sue Dahlhauser presented the Risk
Management Report for Otter Tail County. MCIT is not a standard insurance company; it is a joint
powers organization with Otter Tail County. Otter Tail County's contributions are based on
participation in the program. Money left over as a return is a dividend. Ms. Dahlhauser discussed
risk management, personal liability, auto liability, and worker's comp employee benefits consulting
and noted that these are valuable resources for the county. Detailed copies of the "Risk
Management Report for Otter Tail County" were provided.
Introduction of New Educator
Extension Educator, Bob Stommes introduced new educator Bill Saumer who started Monday,
June 15, 1998. Mr. Sau mer will be located at the New York Mills Office, replacing Denzil Cooper.
Ag Update
An Ag Update was reported by Bob Stommes and Bill Saumer passed out information on a
number of items. During the month of March they reported on a two-day workshop on Dairy
Nutrition (3/10 & 3/24) and a two-day workshop on Feed Systems (3/13 & 3/27). Both were held at
the Perham VFW. Discussion on plans for this summer and fall.
Mr. Stommes and Mr. Saumer also reported on Dairy Workshops including nutrition (Forages),
labor management, feeding systems, and milker school, and at the possibility of setting up a fall
Dairy Management Program and Milker's School. Discussion on the Alfalfa Scissors Cut Program.
Discussed horticulture activities in Perham, Master Gardener and Garden Club. Dairy problems
with hay losses -countywide were also reported.

There will be a Twilight Crops Tour (Small grains Tour) on Thursday July 2, 1998 at 6:30 p.m. at
the Dave Hasbargen Farm in Fergus Falls according to Mr. Stommes and Mr. Saumer. Dairy
Options Pilot Pmgram (DOPP) is scheduled for September 17, 1998. This is a four-hour safety net
training program for farmers.
A handout of information on the Roundup Ready Soybean Plot was distributed. Water Testing
Clinics for nitrates scheduled July 20, 1998 from 10:00 a.m. to 6:00 p.m. in Fergus Falls and on
July 21, 1998 from 10:00 a.m. to 1 :00 p.m. in Clitherall. Discussion on Farming Sandy Soils,
Perham • August 5, 1998 to include Marketing Strategies for crop Producers (coritracting) this
November through January.
Planning Commission Recommendations
Bill Kalar, Land and Resources Director, handed out Planning Commission Minutes of
June 17, 1998.

Motion by Lindquist, second by Partmann, and unanimously carried to deny a Conditional Use
Permit for Darrell and Marlene Gast (Sec. 14, Twp. 134 R. 40, Otter Tail Lake 56-242) as
recommended by the Planning Commission.

Motion by Partmann, second by Nelson, and unanimously carried to approve a Conditional Use
Permit for Nancy and Les Jones (Sec. 15, Twp. 132, R. 40, Clitherall Lake 56-238) with conditions
as recommended by the Planning Commission.

Motion by Lee, second by Lindquist, and unanimously carried to approve a Conditional Use Permit

of (River View) consisting of eleven (11) residential lots and one (1) block and a Conditional Use ·
Permit to construct a road to service the plat for Mervin Budke (Sec. 34, Twp. 134, R. 42, West
Red River Lake & Otter Tail River 56-711, 56-OTR). This approval is subject to conditions as

Permit for Taylor Investment Corporation (Sec. 32, Twp. 135, R. 39, Long Lake 56-0210) with
conditions as recommended by the Planning Commission.
Conditional Use Permit:
Motion by Lindquist, second by Partmann, and unanimously carried to approve a Conditional Use
Permit for the Otter Tail County Highway Department (Sec. 18, Twp. 132, R. 42, Chautauqua (Lye)
Lake 56-780) as presented.
Conditional Use Permit:
The establishment of a boat access benefiting the owners of 20 riparian and one non-riparian lot
on North Turtle Lake as set forth in Exhibit A. Exhibit B is a plat drawing of the affected property.
Exhibit C shows the location of the access which follows the north line of Lot 1 of Subdivision 117
to the point of intersection with the centerline of an existing road terminating at the shore of the
lake. North Turtle Lake does not have a public access for boat launching.
Motion by Partmann, second by Lindquist, and unanimously carried to deny Conditional Use
Permit (for the establishment of a boat access) for Taylor Investment Corporation on North Turtle
Lake (Section 30, Twp. 133, R. 40, Everts Township, 56-379) due to natural environment
concerns.
PROJECT STATUS UPDATE
County Engineer, Rick West provided the following project status update:
Construction
CSAH No. 10 Grade Raise (W. of Elizabeth) -Complete except for final paperwork.
1997 County Wide Seal Coat -Complete except for a small amount of white edge line striping
and final paperwork.
1998 County Wide Seal Coat -Contract awarded. Tentative construction start date_ is August 1,
1998.
CSAH No. 74 -Reconstruction (3.3 mi.) -Contract awarded. Utility relocate work is currently in
progress. Construction start planned for August 3, 1998.
CSAH No. 10 -6.2km (3.8 mi.) Bituminous Overlay -Complete except for striping and final
paperwork.
CSAH No. 52 -11.6km (7.2 mi.) -Bituminous Overlay -Contract awarded. Construction start
planned for mid July, 1998.
CSAH No. 66 -1.9km (1.2 mi.) -Bituminous Overlay -Contract awarded. Construction start
planned for mid July, 1998.
CSAH No. 75 -10.5km (6.5 mi.) -Bituminous Overlay -Contract awarded. Construction start
planned for mid July, 1998.
CSAH No. 76 -4km (3.0 mi.) -Bituminous Overlay -Contract awarded. Construction start
planned for mid July, 1998.
CSAH No. 31 -4.0 mi. Bituminous Overlay -Contract awarded. Construction start on June 25,
1998.
Cty. Hwy. 123 -3.0 mi. Bituminous Overlay -Contract awarded. Construction start on June 25,
1998.
Cty. Hwy. 125 -3.0 mi. Bituminous Overlay -Contract awarded. Construction start on June 25,

Design
Engineering design/plan preparation is in progress on the following projects: Q
CSAH No. 4 -Reconstruction (4 mi.) -Preliminary design in progress.
CSAH No. 29 -11.3km (7.0 mi.) -Bituminous Overlay, Grading and Bridge Removal -Design
complete. Plan being reviewed by Mn/DOT. R/W acquisition in progress.
CSAH No. 80 -Reconstruction and Bridge Replacement (2.0 mi.) -Design complete. Bid
opening scheduled for July 8, 1998.
CSAH No. 82 (Old TH 59 South) -Reconstruction (4.5 mi.) -Preliminary plans are complete.
Currently under review by County Highway Department.
CSAH No. 12 -Bridge Removal-Design and right of way acquisition in progress.
CSAH No. 15 -Reconstruction (1.5 mi.) -Design in progress.
CSAH No. 10 -Bridge Replacement over Pelican River in Elizabeth -Preliminary survey
complete.
CSAH No. 35 -Bridge Replacement over Star/Dead Lake Channel -Design in progress.
Paddock Township Bridge Replacements -Both over the Red Eye River -Design in progress.
Dead Lake Township Bridge Repl_acement over Star/Dead Lake Channel -Design in progress.
Pelican Township Bridge Replacement over Pelican River -Design in progress.
WETLAND BANKING
Rick West reported that in the last year we have had two requests from private parties regarding
purchasing wetland credits from the county's wetland bank. We don't have any opposition to this
as long as we recover our costs and these situations are minuscule, as we need these credits for
highway projects. One request is on Rush Lake and the second request is on Twin Lakes with Q
both requests approved by the County Planning Commission.
In the future before the Planning Commission will consider conditional use permits involving
wetland activities, the applicant(s) will have to demonstrate that they have worked through the
sequencing process as required by the Minnesota Wetland Conservation Act (WCA).
Motion by Nelson, second by Stone, and unanimously carried to approve sales of county wetland
credits to Mr. Neil Johnson and Mr. Phillip Foster.
GPS SERVICES.FOR S.P. 56-624-10, RECONSTRUCTION OF CSAH NO. 24,
WEST OF ERHARD
The County Engineer presented to the board two (2) quotations that were received for GPS
services on this project.

State Rail Bank Meeting Scheduled Q
Mr. West has been contacted by MnDOT on a forthcoming meeting on State Rail Bank Issues on
local trails. Meeting is scheduled for July 30, 1998 at 1 :00 p.m. in the Commissioner's room.

Request For Temporary Construction Easement

The Highway Engineer requested approval from the board to enter into a temporary occupancy
permit agreement with Burlington Northern Santa Fe Railroad (Tracking No. 98-24014) for a 10 ft.
wide by 500 ft. long temporary construction easement. The temporary easement is required for
Project SAP 56-680-03, CSAH No. 80 Reconstruction-Perham. The fee for this temporary
occupancy permit is $1,250.
Motion by Nelson, second by Stone, and unanimously carried to a issue a checkjn the amount of
$1,250 to Burlington Northern Santa Fe Railroad for the temporary construction easement as
described.
Contract Approval
Motion by Lindquist, second by Partmann, and unanimously carried to authorize the County
Auditor to enter into an agreement with the lnterTechnologies Group of the Department of
Administration through the Office of the Secretary of State for the production and mailing of Postal
Verification Cards, at a cost of $.24 per card, to individuals registering to vote in Otter Tail County
during the period of July 1, 1998 through June 30, 1999.
Acquisition of Tax Forfeited Property
Motion by Nelson, second by Lindquist, and unanimously carried to accept the application of the
Fergus Falls Port Authority for the acquisition of the following described parcel of tax forfeited

Motion by Nelson, second by Stone, and unanimously carried to authorize the chairman's
