Home My WebLink AboutBoard of Commissioners - Minutes - 05/05/19980 0 • Call to Order The Otter Tail County Board of Commissioners convened Tuesday, May 5, 1998 at 9:35 a.m. at the Otter Tail ,County Courthouse with Commissioners Malcolm Lee, Chair; Syd Nelson, Vice-Chair; Andy Lindquist, and Virginia Partmann present. Commissioner Bill Stone was absent. Approval of Agenda Motion by Partmann, second by Lindquist, and unanimously carried to approve the County Board agenda of May 5, 1998 as presented. Approval of Minutes Motion by Nelson, second by Lindquist, and unanimously carried to approve the County Board minutes of April 28, 1998 as submitted. Grasshopper Control Tiny Holm, Ag Inspector, informed board members that a lack of moisture could create a grasshopper problem. He reported that the state will set up a control program. The County Board needs to designate a person responsible to count the grasshoppers in order to determine if a problem exists. He reported that the Extension Educators are willing to coordinate grasshopper control for the county. Motion by Partmann, second by Nelson, and unanimously carried to appoint the Extension Educators in east and west Otter Tail as grasshopper control coordinator(s). Liquor License Renewals Motion by Lindquist, second by Partmann, and unanimously carried to approve the following applications for license: Perry's Mark W. Goettel Vergas, MN Tom's Standard and Grocery Thomas Weinhandl Henning, MN Wee Villa Lodge Marilyn Ann Heit Fergus Falls, MN On-Sale Wine and On-Sale 3.2 Malt Liquor Off-Sale 3.2 Malt Liquor Consumption and Display Permit Authorization for Exemption from Lawful Gambling The Auditor presented an application for exemption from lawful gambling for an event scheduled on September 13, 1998 at the Holy Cross Church and Parish Hall. No action was taken by the Board to prohibit the action. Otter Tail County Board of Commissioners May 5, 1998 Page 2 Tax-Forfeited Property Conveyance Recommendation Motion by Lee, second by Lindquist, and unanimously carried that, upon review of the applications submitted, the Otter Tail County Board of Commissioners hereby recommends to the Minnesota Q Department of Revenue the conveyance, for an authorized public use, the following described parcels of tax-forfeited properties to the City of Pelican Rapids: Blyberg's First Addition Lot 18 Block 1 Haugen's Rolling Acres Lot 12 Block 1 Haugen's Rolling Acres Lot 13 Block 1 Approval of Engineering and Environmental Services Motion by Nelson, second by Lindquist, and unanimously carried, that upon the review and approval by the Otter Tail County Attorney's office, of the Widseth, Smith and Nolting proposal dated May 4, 1998 for the removal of underground storage tanks and for building demolition, that the· County Auditor and County Coordinator (as clerk of the Otter Tail County Board of Commissioners) be authorized to sign the above referenced proposal accepting and authorizing the engineering and environmental services to be performed as specified at a cost not to exceed $15,700. Bid Approval Rick West, Highway Engineer, requested approval of a bid from TD Environmental Inc., amount of $2,340, for removal of asbestos wrapped ductwork in the Phelps Mill house. in the 0 Motion by Partmann, second by Lindquist, and unanimously carried to approve the above bid as described and recommended by the Highway Engineer. Overlay Approval Mr. West reported that Douglas County will be overlaying CSAH No. 1 and questioned whether or not Otter Tail County wished to include .4 of a mile of CSAH No. 64 in this project. Mr. West reported that this work was not in the five-year Highway Improvement plan. Douglas County would bill Otter Tail County for this portion of the project when the work is complete. Motion by Lindquist, second by Partmann, and unanimously carried to authorize Douglas County to incorporate .4 of a mile of CSAH No. 64 into their CSAH No. 1 project. Approval to Pay Bills Motion by Lindquist, second by Partmann, and unanimously carried to approve the bills per Attachment A of the minutes which include lodging payments as follows: Cragun's Lodge & Conference Assistant Jail Administrator, Allan Keller, Detention Officers, Larry Martinson, Beth Carlson, and n_. Anne Mueller ""1,1 0 Closed to the Public Otter Tail County Board of Commissioners May 5, 1998 Page 3 At 10:37 a.m., Chairman Lee declared the meeting of the Otter Tail County Board of Commissioners closed to the public for the purpose of evaluating the performance of Larry Krohn, County Coordinator, pursuant to M.S. 471.705 Subd. 1d (d). Commissioners Portmann, Lindquist, Lee, and Nelson were present. A summary report of performance conclusions will be provided at the next regular board meeting. At 11 :00 a.m., upon conclusion of the performance evaluation, Chairman Lee declared the meeting closed to the public for the purpose of discussing pending litigation relative to a matter with Girard Township as authorized by attorney-client privilege, M.S. 471.705 Subd. 1d. Adjournment At 11 :05 a.m., Chairman Lee declared the closed session and the Otter Tail County Board of Commissioners' meeting adjourned until 1:00 p.m. on Tuesday, May 12, 1998.
