Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, April 21, 1998 at 9:30 a.m. at
the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chair; Syd Nelson,
Vice-Chair; Andy Lindquist, and Virginia Partmann present. Commissioner Bill Stone was absent.
Approval of Agenda
Motion by Partmann, second by Lindquist, and unanimously carried to approve the County Board
agenda of April 21, 1998 with one addition: Land & Resource Director -11: 15 a.m.
Approval of Minutes
Motion by Lindquist, second by Nelson, and unanimously carried to approve the County Board
minutes of April 14, 1998 as submitted.
MNET
MIS Director, Tim Brand, explained that MNET is a State initiative to consolidate the numerous
narrow bandwidth communication lines that link the County with State databases into one wide
bandwidth T1 line. Mr. Brand provided a list of departments that currently communicate with the
State databases. A consolidation would be more efficient from both hardware and monetary
standpoints. The cost for the new line would be approximately $3,000 per month with the State
paying all except $300 of that amount. Discussion followed.
Motion by Lindquist, second by Partmann, and unanimously carried to authorize the Chair's
signature to execute an agreement with the State of Minnesota to proceed with the MNET T1
network line and E-mail.
Extension Update
Educators, Steve Handegaard and Donna Geiser, updated board members regarding a youth
sewing expo, school enrichment, and the annual "Conservation Days" program.

Motion by Nelson, second by Lindquist, and unanimously carried to approve the following

Premise Permit
Otter Tail County Resolution No. 98-29
Upon a motion by Nelson, second by Lindquist, and unanimously carried, the Otter Tail County
Board of Commissioners adopts the following resolution:
WHEREAS, the responsibility for the regul_alion of lawful gambling and the issuance of licenses
and permits for the conduct of lawful gambling lies with the Minnesota Gambling Control Board;
and
WHEREAS, the Perham Lions Club, Perham, MN, has made an application to the Gambling
Control Board for a premise permit to conduct lawful gambling at Spankys Stone Hearth in Hobart
Township of Otter Tail County; and
WHEREAS, Minnesota Statute 349.213 provides that the Gambling Control Board may not issue a
permit unless they receive a resolution from the Otter Tail County Board of Commissioners
approving the permit, and

WHEREAS, the Otter Tail County Board of Commissioners is aware of no reason to oppose the
conduct of lawful gambling by the Perham Lions Club, Perham, MN, at Spankys Stone Hearth in Q
Hobart Township of Otter Tail County.

NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners
hereby approves the conduct of lawful gambling by the Perham Lions Club, Perham, MN, at
Spankys Stone Hearth in Hobart Township of Otter Tail County, provided the applicant meets all
the necessary criteria for the licenses and permits as required by the Gambling Control Board.
IT IS FURTHER RESOLVED, that notice of this application and approval shall be provided to the
Township of Hobart by sending a copy of this resolution.

Snowmobile Grant-In-Aid Trail Systems Resolution
Otter Tail County Resolution No. 98 -30
UPON a motion by Lindquist, second by Partmann, and unanimously carried, the Otter Tail County
Board of Commissioners adopts the following resolution:
WHEREAS, Otter Tail County has sponsored Grant-In-Aid Trail Systems in the past; and
WHEREAS, acceptance of the Grant-In-Aid Trail Systems proposed extensions are subject to the
review and approval of the County Attorney;
THEREFORE, BE IT RESOLVED that Otter Tail County shall continue to sponsor Grant-In-Aid
Trail Systems as they exist for Otter Tail Country Trail Association and proposed extensions of
Grant-In-Aid Trails with the aforementioned condition.

Recess and Reconvene
At 10:35 a.m., Chairman Lee, declared the meeting of the Otter Tail County Board of
Commissioners recessed for a short break. The meeting was reconvened at 10:45 a.m.
Approval of Final Payment-S.A.P. 56-600-17
Motion by Lindquist, second by Portmann, and unanimously carried to approve final payment to
Central Specialties, Inc. in the amount of $57,891.81 (estimate No. 3) for completion of
S.A.P. 56-600-17 as recommended by the Highway Engineer.

Approval of Payment -Half Ton Pickup
Motion by Partmann, second by Nelson, and carried, with Lindquist abstaining, to approve
payment to Falls Automotive, Inc. in the amount of $21,873 (P.O. #58047) for a half ton club cab
pickup as recommended by the Highway Engineer. Q
Approval of 1998/99 Roadside Mowing Contract
Motion by Nelson, second by Lindquist, and unanimously carried to authorize the Chair's signature
to execute a contract between the County of Otter Tail and Orlin Johnson for 1998 and 1999
roadside mowing for area J.
Approval of Seasonal Supply of Hot Mix Bituminous Contracts
Motion by Nelson, second by Lindquist, and unanimously carried to authorize tne Chair's signature
to execute the following contracts for seasonal supplies of hot mix bituminous with the Otter Tail
County Highway department:

Wadena Asphalt, Inc.
Mark Sand & Gravel Acquisition Co.
North OT Season§II Supply of Hot Mix Bituminous

Approval of Contract-S.A.P. 56-652-09 & Etc.
Motion by Nelson, second by Partmann, and unanimously carried to authorize the Chair's
signature to execute a contract between the County of Otter Tail and Central Specialties, Inc. of
Alexandria, MN for overlay of CSAH No. 52, 66, 75, and 76 (S.A.P. 56-652-09 & Etc.) as
recommended by the Highway Department.
YMCA Pedal de Ponds Bicycle Benefit
Motion by Partmann, second by Lindquist, and unanimously carried to approve the 6th annual
Pedal de Ponds bicycle tour as submitted contingent upon approval of the Sheriff's Department
and that Otter Tail County is not subject to liability relative to the tour.
Highway Equipment
Rick West, Highway Engineer, received quotations for equipment (5 units) as follows:

Transfer of Pickup
Motion by Lindquist, second by Partmann, and unanimously carried to approve transfer of a 1976
Dodge pickup W200 4 x 4 (unit 23) from the Otter Tail County Highway Department to the
Underwood Fire Department. This unit will not be sold at the 1998 county/city auction as
previously designated.
CSAH No. 24
Motion by Partmann, second by Nelson, and unanimously carried to authorize the Highway
Engineer to enter into an agreement with KBM Inc. of Grand Forks for an aerial survey for design
services for CSAH No. 24 in the amount of $8,521 (low quotation).

Approval of an Addendum to Site Permit
Land & Resource Director, Bill Kalar, introduced discussion regarding a Shoreland Ordinance
provision that limits a lot to one dwelling. Problem(s) have arisen when individuals are building a
home while living in a present dwelling such as a mobile home on the same lot. Discussion
followed. The Land & Resource Director requested approval of an addendum to the application for
site permit as a potential solution.
Motion by Partmann, second by Nelson, and unanimously carried to approve the Addendum to
Application for Site Permit as presented by the Land & Resource Director.
Ditch No. 41
Ditch Inspector, Tiny Holm, requested a decision from the County Board regarding the size of
culvert(s) the City of New York Mills is allowed to use to connect to the Ditch No. 41 system.
Discussion followed:
Motion by Nelson, second by Partmann, and unanimously carried to authorize the City of New York
Mills to install two 24" culverts to connect a portion of the city to the Ditch No. 41 system.
Additionally, Mr. Holm reported that he has not heard from the City of New York Mills regarding the
$10,000 entrance fee for the city to enter the ditch system. The commissioners directed the
County Attorney to write a letter to the City of New York Mills informing them of the fee.
Approval of U.S. Fish & Wildlife Request
The Ditch Inspector reported that the Fish & Wildlife Service has requested to put in a dam so the
property owned by the Wildlife Service will not become a part of Ditch No. 63. They would like to
complete this work next fall.
Motion by Lindquist, second by Partmann, and unanimously carried to approve the above Fish &
Wildlife Service request as presented by the Ditch Inspector.
Approval to Pay Bills
Motion by Lindquist, second by Partmann, and unanimously carried to approve the bills per
Attachment A of these minutes.
Transfer of Vehicles
Coordinator, Larry Krohn, reported that the EOT County Extension Department will sell their
vehicle on the next County/City Auction and receive a vehicle currently used by the Sheriff's
Department.
Adjournment
At 11 :50 a.m., Chairman Lee declared the meeting of the
Commissioners adjourned until 1 :00 p.m. Tuesday, April 28, 1998.
