Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, March 3, 1998 at 9:30 a.m. at
the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chair; Syd Nelson,
Andy Lindquist, Bill Stone, and Virginia Partmann present.
Approval of Agenda
Motion by Lindquist, second by Partmann, and unanimously carried to approve the County Board
1;1genda of March 3, 1998 with the following additions:
Budget Committee Meeting -11 :45 a.m.
Personnel Committee Meeting -12:00 p.m.
Approval of Minutes
.;Motion by Stone, second by Nelson, and unanimously carried to approve the County Board
,minutes of February 24, 1998 as presented.
Presentation of Years of Service Certificates
,Employee Committee President, Peggy Meissner, and committee members presented "Years of
Service" certificates to employees completing 5, 10, 15, 20, 25, 30, and 35 years of service with
Otter Tail County. The County Board expressed appreciation for the employees' hard work and
dedication.
Meeting Updates
Commissioner Nelson reported on a recent meeting of the MRCC. Transportation was the major
issue -disagreement between metro and mass transit and rural transportation needs. He updated
the board regarding an Extension meeting and briefed board members regarding the interview
process to replace the EQT Agriculture position.
Public Hearing -County Ditch No. 63
At 10:00 a.m., Chairman Lee convened the continuation of the public hearing for County Ditch No.
;53_ The Ditch Inspector provided redetermination calculations/costs for property owners for Ditch
;No. 63. He noted that the only change from the original determination of benefits was a reduction
:of 10 acres of Leroy Rogholt's property that had been included as benefited acreage.
Motion by Lindquist, second by Partmann, and unanimously carried to approve the redetermination
· of benefits for Ditch No. 63 as presented at the public hearing on March 3, 1998 and
recommended by the Ditch Inspector and Viewers.
Premise Permit
Ott~r Tail County Resolution No. 98-12
Upon a motion by Partmann, second by Lindquist, and unanimously carried, the Otter Tail County
Board of Commissioners adopts the following resolution:

WHEREAS, the responsibility for the regulation of lawful gambling and the issuance of licenses
and permits for the conduct of lawful gambling lies with the Minnesota Gambling Control Board;
and Q
WHEREAS, the Elks Lodge 1093, Fergus Falls, MN, has made an application to the Gambling
Control Board for a premise permit to conduct lawful gambling at the Elks Point Wall Lake, in Dane
Prairie Township of Otter Tail County; and
WHEREAS, Minnesota Statute 349.213 provides that the Gambling Control Board may not issue a
permit unless they receive a resolution from the Otter Tail County Board of Commissioners
approving the permit, and
WHEREAS, the Otter Tail County Board of Commissioners is aware of no reason to oppose the
conduct of lawful gambling by the Elks Lodge 1093, Fergus Falls, MN, at the Elks Point Wall Lake,
in Dane Prairie Township of Otter Tail County.
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners
hereby approves the conduct of lawful gambling by the Elks Lodge 1093, Fergus Falls, MN, at the
Elks Point Wall Lake, in Dane Prairie Township of Otter Tail County, provided the applicant meets
all the necessary criteria for the licenses and permits as required by the Gambling Control Board.
IT IS FURTHER RESOLVED, that notice of this application and approval shall be provided to the
Township of Dane Prairie by sending them a copy of this resolution.

Payment Approval
Motion by Lindquist, second by Partmann, and unanimously carried to approve payment of
$25,639 to Falls Automotive, Inc. of Fergus Falls, MN for a 1998 Dodge Durango for the Sheriff's
Department. This was previously approved through the Capital Improvement Committee.
Assessor's Office Staffing
Assessor, Bob Moe, requested a transfer of a clerical position in his department to an appraiser
position. Mr. Moe noted that with the implementation of the GAMA system, the office may be able
to reduce one clerical position, however, with the True County Assessor system, there is a need for
an additional appraiser. Board members agreed that the Assessor should proceed with this
staffing plan if clerical staff express an interest to move to an appraiser position.
Cooperative Well Testing

Brad Mergens, WOTSWCD Manager, Jeff Norby, EOTSWCD Manager, along with SWCD board
members and Minnesota Department of Ag representatives, appeared to inform the County Board Q
of a cooperative well testing project. Mr. Norby provided a lengthy presentation regarding the
project. The project, Northern Sands Cooperative, targets outwash sand plains and will include 35
different sites located in agricultural land. The wells will test shallow ground water at 6-25 ft. The
testing will take place over 20 years in order to develop long term data and identify trends. This is

a voluntary program for landowners. The MDA is committing a large amount of funding to the
project; a $20,000 grant has been secured for well installation, leaving $13, 110 for the SWCD
commitment. Lengthy discussion ensued. Mr. Norby expressed an immediate need to raise
additional funding for this project. Commissioner Lindquist responded that the county is under a
levy limit this year and the budget for 1998 has already been set. He expressed satisfaction with
the project and suggested an alternate funding source with an agency interested in preserving the
environment.
Approval to Pay Bills
Motion by Partmann, second by Lindquist, and unanimously carried to approve the bills per
Attachment A of these minutes.
Performance Evaluation Summary
Motion by Lindquist, second by Partmann, and unanimously carried to approve a positive
evaluation for Mike Hanan, Solid Waste Director, and place the summary in Mr. Hanan's personnel
file.
Closed to the Public
Adjournment
At 11:15 a.m., Chairman Lee declared the meeting of the Otter Tail County Board of
Commissioners closed to the public for the purpose of evaluating the performance of Bill Kalar,
Land & Resource Director, pursuant to M.S. 471.705 Subd. 1d (d). All five seated commissioners
were present. A summary report of performance conclusions will be provided at the next regular
board meeting. At 11 :45 a.m., Chairman Lee declared the closed session and the Otter Tail
County Board of Commissioners meeting adjourned until 10:30 a.m. on Tuesday, March 10, 1998.
