Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, February 3, 1998 at 9:30 a.m.
at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chair; Syd Nelson,
Andy Lindquist, Bill Stone, and Virginia Partmann present.
Approval of Agenda
Motion by Stone, second by Nelson, and unanimously carried to approve the County Board
agenda of February 3, 1998 with the following additions:
Approval of Haulers' Licenses
Auditor's Office -10:30 a.m.
Approval of Minutes
Motion by Lindquist, second by Partmann, and unanimously carried to approve the County Board
minutes of January 27, 1998 as presented.
1997 Waste Reduction Awards
Solid Waste Public Information and Education Officer, Marie Tysdal, reported that each year, the
Solid Waste Department and Otter Tail County Solid Waste Advisory Committee awards
businesses that have worked throughout the year to reduce waste. The recipients selected for the
1997 waste reducti.on awards were Sunset Bay Resort on Dead Lake and Lund Boat Co. in New
York Mills. Ms. Tysdal provided a copy of a news release regarding the awards and noted that
many businesses have reduced waste this past year. The Solid Waste Advisory Committee Chair
will present the certificates of achievement to the winning businesses.
Canister Sampling Project
Ms. Tysdal provided a copy of a news release regarding the Solid Waste Department's Canister
Sampling Project. · Sampling of recycling canisters occurred in 1996 and 1997. Otter Tail County's
average percentage of waste or non-recyclable materials in the recycling canisters was 4.4 percent
overall.
Resort Survey
Ms. Tysdal provided a summary of a recent Resort Recycling 9uestionnaire. The surveys were
sent to resorts in September, 1997. 53% of the resorts returned the surveys. Ms. Tysdal reviewed
the results and noted that the most common materials recycled were aluminum, plastic, and
. newsprint. She noted the challenges faced by resorts relative to recycling. Educational brochures
and posters were provided to resort owners.
Approval of 1998 Haulers' Licenses
Motion by Lindquist, second by Partmann, and unanimously carried to approve two 1998 haulers'
licenses as follows: · ·

Snow Removal and Ice Control Policy
Rick West, Highway Engineer, reviewed an updated Snow Removal and Ice Control Operations
Policy and recommended approval of the policy.
Motion by Partmann, second by Stone, and unanimously carried to approve the Snow Removal Q
and Ice Control Operation Policy of the Otter Tail County Highway Department as presented. This
policy is presented as Attachment B of these official minutes.
Approval of Final Payment-Snowplow Trucks
Motion by Nelson, second by Lindquist, and unanimously carried to approve final payment, in the
amount of $30,660, to Lakeland Ford Truck Sales Inc of St. Paul, for the purchase of five tandem
axle snowplow dump trucks.
Appointment to the Land Use Study Advisory Committee
Chairman Lee appointed Roger Berndt of Dent to the Land Use Study Advisory Committee to
replace Cliff Treinan.
Support of Koochiching County Resolution
Motion by Stone, second by Partmann, and unanimously carried to support the resolution of
Koochiching County to declassify wolves as a special species under the Federal Protected
Species Act of 1993.
Payment Approval
Motion by Partmann, second by Lindquist, and unanimously carried to authorize the Chair of the
Otter Tail County Board of Commissioners to sign a membership agreement with the Lakes
Country Service Cooperative for 1997-98 and to approve payment, to LCSC in the amount of $250 ,;,
for the membership. •
Denial of Request for Forgiveness of Penalty & Interest
Motion by Stone, second by Nelson, and unanimously carried to deny the request of James N.
Rintoul for the abatement of penalty and interest, in the amount of $181.22 as of January 31, 1998.
Otter Tail County had sent the current and delinquent property tax statements to the address that
had been provided.
Approval of Bills
Motion by Stone, second by Nelson, and unanimously carried to approve the bills per Attachment
A of these minutes.
Amended Enhanced 911 Consulting Services Agreement
Motion by Partmann, second by Lindquist, and unanimously carried to authorize the Chair's
signature to execute the Amended Enhanced 911 Consulting Services Agreement between the
County of Otter Tail and Robert Block of Fergus Falls.
Adjournment
At 10:45 a.m., Chairman Lee declared the Otter Tail County Board of Commissioners' meeting
adjourned until 1:00 p.m. on Tuesday, February 10, 1998.

GENERAL COMMENTS
Otter Tail County is predominantly rural and has a population of approximately 52,000
with a current trend where population is increasing, particularly in our rural areas. The County is
approximately 41 miles in the North -South direction and 54 miles in the East -West direction.
Otter Tail County contains 2,213 square miles of land area and over 1,000 lakes. The terrain
varies from the flat open farmland of the Red River Valley to rolling pastures and woods.
The Otter Tail County Highway Department is responsible for maintaining 2096 lane
miles of both rural and urban roadway. We have a maintenance staff of 32 individuals
comprised of the following: one maintenance supervisor, six maintenance group leaders, 21
maintenance workers, three mechanics, and one sign technician. The County is divided into six
maintenance areas with a maintenance group leader in each area.
We have 27 plow routes with one operator assigned to each one of these routes. Each
route has 75 to 90 lane miles. The Otter Tail County Highway Department has only enough
personnel to operate one shift daily.
This policy supersedes all previous Otter Tail County written documents and unwritten
policies on the subject of snow removal and ice control.
This policy is effective as of February 3, 1998 by action of the Otter Tail County Board
of Commissioners at their regular Board Meeting on February 3, 1998.

WINTER HIGHWAY MAINTENANCE GOAL
The removal of snow and ice from Otter Tail County Highways is the most important job
confronting County Highway Department maintenance personnel during the winter season. The
safety of the traveling public and serviceability of County highways are the primary concerns of
the maintenance crews during this time.
Our goal is to keep people and products moving as efficiently and safely as possible on
our County highways during adverse winter weather conditions within the limits of the financial
resources available to the Otter Tail County Highway Department. To achieve this goal, it will
be necessary to take into account questions of public policy and the balancing of competing
policy objectives. Factors which will influence these decisions include cost considerations and
the safety of members of the public and highway department personnel.
SNOW REMOVAL POLICY
Otter Tail County's "Snow Removal Policy" shall provide the following minimum levels
of service.
I. Snow removal shall begin when in the judgement of the County Engineer/County
Highway Maintenance Supervisor when the accumulation reaches a point where it
inhibits traffic flow or is starting to compact on highways. Plowing will continue as
visibility allows.
2. Snow storm and visibility conditions will cause adjustments to be made in plowing
start times.

3. The County Engineer and/or Maintenance Supervisor shall make decisions on calling
the plow crews of the roads because of poor visibility, safety of the employees, and
safety of the public; and to schedule different starting times during the week and
weekends in the best interest of Otter Tail County.
4. The Department shall be available to assist in any emergency on public or private
roads as directed by the County Sheriff's Department.
5. Personal Properties
a. Mailboxes and fences damaged during snow removal will be evaluated case
by case. Only those mailboxes and fences that were properly located and
installed, and which were damaged by actual contact with County equipment
will be repaired at the County's expense.
b. Residents shall not plow or blow snow from driveways onto highways.
c. Residents must remove parked or stalled vehicles from County highways to
assist in snow removal. Highway Department personnel may assist stranded
motorists by contacting law enforcement/emergency personnel for them. The
Highway Department will not attempt to remove stuck vehicles unless
directed by law enforcement personnel to eliminate a safety hazard.
ICE CONTROL POLICY
Otter Tail County's "Ice Control Policy" shall provide the following minimum levels of
service:
1. Ice control includes the removal of sleet, ice, frozen slush ice and hard packed snow.
2. The County does not have the resources necessary to maintain a bare pavement
policy.

3. The primary materials used in maintaining roads in a reasonably safe and serviceable
condition throughout the winter season are salt, calcium chloride and sand. The
combination of materials used to combat any particular storm condition usually
depends on such variable factors as air temperature, road surface temperature, snow
fall rates, traffic, wind and time of day. Desired effectiveness and economic
considerations are also very important. Also the availability of materials will at times
regulate the level of service.
4. Controlled intersections, curves and hills shall be sanded to provide skid resistance as
soon as practical after a snow event and as soon as possible after plowing operations
are completed, except during black ice and freezing rain conditions.
During these conditions, starting time and chemical applications will be as directed
by the County Engineer or Maintenance Supervisor.
5. Sanding on highway straight-of-ways shall be done only in extreme conditions in the
judgement of the County Engineer/County Highway Maintenance Supervisor.
Sanding on general snowpack will be done very lightly as time and materials allow.
