Home My WebLink AboutBoard of Commissioners - Minutes - 01/20/19980 Call to Order Th.e Otter.Tail County Board of Commissioners convened Tuesday, January 20,.1998 at 9:30 a.m. at.the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chair; Syd Nelson, Andy Lindquist, and Bill Stone present. Commissioner Virginia Portmann was absent. Approval of Agenda Motion by Stone, second by Nelson, and unanimously carried to approve the County Board agenda of January 20, .1998 with the.following addition: Budget Committee Meeting -1 :30 p.m .. Approval of Minutes Motion by Lindquist, second by Stone, and unanimously carried to approve the County. Board minutes of January 13, 1998 as presented. Extension Program Update Steve Handegaard, Extension Educator, briefed board members on a School-to-Work Initiative: STW is a new approach to learning for all grade levels. It is a collaboration of communities and schools committed to working together to improve the education and career exploration opportunities of children and youth and to retaining a higher percentage of young people for the -area's workforce. Educator, Donna Geiser, provided a handout and reported on Creative Sewing Expo IV to .be held Saturday, February 28, 1998 at the Northwest Technical College in Wadena, MN .. · Vehicle Purchase Court Services Director, Chuck Kitzman, requested authorization to purchase a 1998 Dodge Neon for the Court Services Department instead of the 1998 Ford Escort from Nelson Ford that was . authorized by motion ,during the January 13, 1998 Human Services meeting. Mr. Kitzman explained .that the Ford • Escort quotation did not include factory-installed cruise control. Mr. Kitzman felt that the cruise control add-on was inadequate. Motion by Stone, second by Nelson, and carried, with-Lindquist abstaining, to amend the previous . motion of,January 13, 1998 to authorize purchase of the 1998 Dodge Neon from Falls Automotive, in the amount of $11,987, instead of the 1998 Ford Escort, as recommended by the Court Services Director. Technical Contract with Otter Tail Power 0 Bob Block, GIS Coordinator, presented a concept to contract with Otter Tail Power for technical work on parcel mapping to move forward with creating a parcel level map. The parcel level map will become a layer on a countywide GIS map. The final goal is to have auto cad parcel maps imported into Arcview,,.the county's GI~ software. This contract would be for three months with payment to Otter Tail Power not to exceed $3,480 per month. Land Surveyor's Certificates of Correction Motion by Lindquist) second by Nelson, and unanimously carried to accepUapprove. the Land Surveyor's Certificate of Correction to the plat of Pleasant Grove, Section 32, Township 134, Range 40 as prepared by David A. Anderson, Registered Land Surveyor under the laws of the State of Minnesota, Registration No. 13620. This certificate of correction is attached to the official· copy of these minutes as Attachment B. Motion by Nelson, second by Lindquist, and unanimously carried to accepUapprove the Land Surveyor's Certificate of Correction to the plat of Camp Hatton, Section 12, Township 134, Range 40 as prepared by David A. Anderson, Registered Land Surveyor under the laws of the State of Minnesota, Registration No. 13620. This certificate of correction is attached to the official copy of these minutes as Attachment C. Warranty Maintenance Agreement Motion by Nelson, second by Lindquist, and unanimously carried to approve an extended warranty maintenance agreement for Otter Tail County's 1992 AIS 315, in the amount of $1,500 per year, with American Information Systems, Inc. as per the agreement. Request for Write-Off Motion by Stone, second by Nelson, and unanimously carried to authorize the County Auditor to write-off $66.71. that was not collected due to an error in the preparation of a delinquent tax billing for parcel number 60-000-30-0248-001. Budget Committee Policy Chairman Lee reported a new county budget policy. The County Auditor will issue a budget report for each department every month. Any department that is more than 5% over budget will schedule an appointment with the Budget Committee to explain why the department is over budget and provide a solution to ensure that the budget will not be over projected expenses at the end of 1998. The County Auditor and County Coordinator will send a memo to all Department Heads to inform them of this policy. Recess and Reconvene Chairman Lee declared the meeting of the Otter Tail County Board of Commissioners adjourned at 10:15 a.m. and reconvened the meeting at 1:00 p.m. with Commissioners Lindquist, Nelson, and Stone present. Approval to Pay Bills Motion by Nelson, second by Stone, and unanimously carried to approve the • bills per Attachment A of these minutes which includes a lodging payment as follows: Comfort Inn Engineering Technicians, Arnie Steen & David Sillerud Planning Commission Recommendations 0 Preliminary Plat & Conditional Use Permit: _ Q Motion by Stone, second by Nelson, and unanimously carried to approve the preliminary plat of "Peterson Addition" and a Conditional Use Permit for Ronald & Sally Tobkin (Sec. 16, Twp 134, R. 39, West Leaf Lake 56-114) with conditions as recommended by the Planning Commission. 0 0 0 · Conditional Use Permit: Otter Tail County Board of Commissioners January 20, 1998 Page3 Motion by Stone, second by Nelson, and unanimously carried to approve a Conditional Use Permit for Herbert V. Motion by Nelson, second by Lindquist, and unanimously carried to deny a Conditional Use Permit · for Douglas Kramer/Lyle Kachelmeyer (Sec. 8, Twp. 135N R. 39W, Marion Lake 56-243) as recommended by the Planning Commission. Motion by Nelson, second by Stone, and unanimously carried to approve a Conditional Use Permit for Geri Lafreniere & Larry Sorenson/ Mike & Kristin Lafreniere (Sec. 3, Twp 137, R. 40, Wymer · Lake 56-355) with conditions as recommended by the Planning Commission. Motion by Stone, second by Nelson, and unanimously carried to approve a Conditional Use Permit for Allen F. Chase/Ethel Beach Resort (Sec. 4, Twp. 133, R. 39, Ethel Lake 56-193) with conditions as recommended by the Planning Commission. Motion by Stone, second by Nelson, and unanimously carried to approve a Conditional Use Permit for RD Communications, lnc./George Revering (Sec. 22, Twp, 131, R. 39, Adley Lake 56-31) as recommended by the Planning Commission. Otter Tail County Board of Adjustment Ordinance Land & Resource Director, Bill Kalar, submitted proposed language to the Otter Tail County Board of Adjustment Ordinance. The County Attorney will schedule a public hearing date to consider the enactment of the proposed language. Adjournment At 1:25 p.m., Chairman Lee declared the Otter Tail County. Board of Commissioners' meeting adjourned until 1 :00 p.m. on Tuesday, January 27, 1998.
