Call to Order
The Otter Tail County Human Services Board convened Tuesday, January 13, 1998 at 9:30 a.m.
at the Otter Tail County Courthouse with Bill Stone, Chair; Syd Nelson, Vice-Chair; Andy Lindquist,
Secretary; Malcolm Lee, and Virginia Partmann present.
Approval of Agenda
Motion by Lee, second by Partmann, and unanimously carried to approve the Human Services
agenda of January 13, 1998 as submitted.
Approval of Minutes
· Motion by Partmann, second by Lee, and unanimously carried to approve the Human Services
minutes' of December 23, 1997 as presented.
Approval of Purchase of Vehicle

, Discussion followed.· Mr. Kitzman recommended the lowest local dealer quotation to ensure
easier, more efficient service. Upon that recommendation, a motion was offered by Lee, seconded
by Lindquist, and unanimously carried to approve purchase of the 1998 Ford Escort from Nelson 0 Ford in the amount of $11,946.

Children's Mental Health Grant Agreement
Motion by Porimann, second· by Lee, and unanimously carried· to authorize the -Chairman's
signature to execute the Otter Tail County Children's Mental Health Grant Agreement for calendar 0
years 1998 and 1999, in the amount of $60;ooo per year. The grant funds are for MH screening of
children in courts. Otter Tail County is the fiscal agent for this program, which is administered by
the Village Family Service Center.
Contract Approval -Assisted Living Program
Public Health Director, Diane Thorson, requested approval of a contract. with the HRA, which
provides for an apartment for staff to continue the Assisted Living Program at River View Heights.
Discussion followed.
Motion by Partmann, second by Nelson, and unanimously carried to renew the contract between
the Housing and Redevelopment Authority and Otter Tail County Department of Public Health for
the above described purpose with. an understanding thatthe contract contains an option to cancel
the contract with a two (2) month notice. .
Approval of Dental Clinic
Motion by Lee, second by Partmann, and unanimously carried to authorize the Public Health
Director's signature to execute a contract between the University of Minnesota and .the Otter Tail
County Department of Public Health for a dental clinic to be held in Fergus Falls from January 26,
1998 through February 6, 1998. The clinic will provide dental services to MA recipients.
Budget Request
Commissioner Partmann requested a list of the Public Health programs, costs and revenues for Q
each program, whether or not the program is mandated, and money saved by the program if other
programs would need to be used in the absence of that program. Ms. Thorson will return to the
board with the requested information at an upcoming Human Services Board meeting.·
Approval of Grant Award for Family Services Collaborative
Motion by Partmann, second by Lee, and unanimously carried to authorize the appropriate county
officials' signatures to execute an agreement for a grant award for the Family Services
Collaborative between the State of Minnesota Department of Children, Families, and Learning and
Otter Tail County Human Services and Public Health Departments. The grant award for FY 1998,
in the amount of $125,000, is for implementing a Far11ily Services Collaborative.
Bills & Claims
Motion by Nelson, second by Lee, and unanimously carried to approve the Human Services bills
and claims as presented.
Approval of Agreement with WCAAA
Motion by Partmann, second by Lee, and unanimously carried to authorize the appropriate county
officials' signatures to execute an agreement between the County of Otter Tail and the West
Central Area Agency on Aging to provide county funds to the agency. This agreement is
necessary for the WCAAA to receive federal funds for their programs.
Minnesota Financial Worker and Case Aid Day
Social Services Director, Tom Fawcett, reported that Thursday, January 22, 1998,
proclaimed Minnesota Financial Worker and Case Aid day in the State of Minnesota.

Safety Training Funds
. Safety Director, Tim Hunt, requested annual safety training funds. Motion by Partmann, second by
. Lindquist and unanimously carried to approve $25 per employee, not to exceed $7,800, from the
Insurance Reserve Fund for employee safety training.
Performance Evaluation Summary
Motion by Stone, second by Partmann, and unanimously carried to approve the positive
performance evaluation summary as submitted for Highway Engineer, Rick West.

a) • Irrigation wells effect our static ground water levels. The DNR has information on
wells through the Irrigation Trade Association. We need an inventory of how
much water is below us.
b) Accumulate cumulative data, nitrates, coliform, etc, on specific water wells
. (potable water wells) to see if a trend is developing. With our E-911 plus GIS
effort, Otter Tail County can keep track of history to spot trends that may be
developing. We need to tie well data in with soils data. One· time water testing
really doesn't mean much because it doesn't' show developing trends.
Economic Development Committee Lindquist
Partmann
This committee is developed to initiate a story or pamphlet about Otter Tail County
· and focus on the superior quality. of life factors in Otter Tail County that cannot be duplicated in
other upper and western regions of Minnesota. Otter Tail County's story could be put on a WEB
page on the Internet. High tech businesses should be looking for the quality of life and work ethic
the county has to offer. Otter Tail County has:
a) more than 1,000 lakes in the county or more than 10% of Minnesota water. All
good lakes (a very wholesome investment).
b) two large state parks
c) outstanding schools
d) excellent medical facilities
e) home of two large electric utilities -Otter Tail Power and Lake Region Electric
f) a daily newspaper that has been in existence for over 100 years
g) an up-to-date airport that can accommodate jet aircraft
h) great fine arts facilities including "A Center for the Arts" in Fergus Falls
i) excellent hunting for waterfowl, upland game and big game (tops in the state for
waterfowl)
j) the best law enforcement team in the upper midwest area
k) . first class specialty retail stores plus K-Mart, WalMart, and Target stores
I) a major interstate highway -1-94
m) superior work force (rural culture with great work ethic)
Approval to Purchase Equipment
Mike Hanan, Solid Waste Director, reported a need to replace a loader/tractor at the Henning
Transfer Station.
· Motion by Lindquist, second by Portmann, and unanimously carried to approve the purchase of a
1981 loader/tractor from Interstate, Inc. in the amount of $13,900 as recommended by Mr. Hanan
and the Capital Improvement Committee.
Certificate of Correction to Plat
Motion by Lindquist, second by Partmann, and unanimously carried to accept/approve the Land
Surveyor's Certificate of Correction to the plat of SUBLOT A OF GOVERNMENT LOT 5, Section
11, Township 136, Range 40 as prepared by David A Anderson, Registered Land Surveyor under
,the laws of the State of Minnesota, Registration No. 13620.

Correction:to Certificate of Forfeiture
Otter Tail County Resolution No. 98-04
UPON a motion by Lindquist, second by Stone, and unanimously carried, th~ Otter Tail County 0
Board of Commissioners adopts the following resolution:
RESOLVED by the Board of County Commissioners of Otter Tail County, Minnesota, that
WHEREAS, on September 30, 1970, a County Auditor's Certificate of Forfeiture was issued on the
following described parcel:
Sub Lot 1 of Government Lot 6, Section 32, Township 133 Range 41
WHEREAS, on September 30, 1970, the above referenced County Auditor's Certificate of
Forfeiture was recorded on Page 173, Book 76 of Miscellaneous.
WHEREAS, the above stated description, as contained in the County Auditor's Certificate of
Forfeiture, was not correct as it should have been for only a part of Sub Lot 1 of Government Lot 6
as follows:
Beginning 2,137.2' West from the East Quarter Corner, North 9 degrees 40
minutes East 226.2', West 20.8', South 45 degrees 47 minutes West 91.5' South
26 degrees 20 minutes West 68', South 12 degrees West 80', South 20', East
95.8' to beginning. Section 32, Township 133 Range 41.
WHEREAS, Sub Lot 1 of Government Lot 6 was owned by the Underwood Co-op Creamery and Q
by Bill Martinson at the time of the supposed .forfeiture referred to in the above referenced
Certificate of Forfeiture and that the inclusion thereof of all of Sub Lot 1 of Government Lot 6 in
said certificate was erroneous for the reason . that only the portion referenced above had a
delinquency and should have been the only portion of Sub Lot 1 of Government Lot 6 listed in the
County Auditor's Certificate of Forfeiture dated September 30, 1970.
NOW, THEREFORE BE IT RESOLVED, that the Otter Tail County Board of Commissioners
hereby approves the County Auditor's Application for Cancellation of Forfeiture of the parcel
described as Sub Lot 1 of Government Lot 6, Section 32 Township 133 Range 41 and request that
the Minnesota Department of Revenue accept and approve such application.

Approval of Courthouse Remodeling Agreements
Motion by Lindquist, second by Portmann, and unanimously carried to authorize the
signature to execute the following agreements: Chair's Q

Architects and Planners for project no. 9715
2) Agreement between Otter Tail County and E & V Consultants and Construction

Final Plat -D & J Estates Second Addition
Land & Resource Director, Bill Kalar, requested approval of a final plat, "D & J Estates Second
Addition". Mr. Kalar noted two issues; 1) a death certificate is on file in the Land & Resource
office which is sufficient for the lack of signature on the final plat of one of the owners, and 2) that
the road does not meet county specifications in all provisions because of the elevation difference in
the two cul-de-sacs.
Motion by Lee, second by Lindquist, and unanimously carried to approve the final plat of D & J
Estates Second Addition (Sec. 9, Twp. 135, R. 41, Star Lake).
Capital Improvement Request
Motion by Stone, second by Nelson, and unanimously carried to approve a request from the
Sheriffs Department for two new police vehicles, one 4-wheel drive wagon, and reconditioning of
four police vehicles, in the amount of $106,596. The Capital Improvement Committee has
approved the expenditure.
Adjournment
At 1 :45 p.m., Chairman Lee declared the Otter Tail County Board of Commissioners' meeting
adjourned until 9:30 a.m. on Tuesday, January 20, 1998.
