HomeMy WebLinkAboutBoard of Commissioners - Minutes - 12/23/1997Call to Order The Otter Tail County Human Services Board convened Tuesday, December 23, 1997 at 9:30 a.m. at the Otter Tail County Courthquse with Bill Stone, Chair; Andy Lindquist, Secretary, Malcolm Lee, and Virginia Partmann present. Vice-Chair, Syd Nelson, was absent. Approval of Agenda Motion by Partmann, second by Lee, and unanimously carried to approve the Human Services agenda of December 23, 1997 as submitted. Approval of Minutes Motion by Lee, second by Partmann, ann unanimously carried to approve the Human Services minutes of December 9, 1997 as presented. Quotations for Purchase of a Vehicle Chuck Kitzman, Court Services Director, expressed a need to replace a high-mileage 1990 Omni. He provided several quotations for compact, mid-size vehicles from several different vendors. Commissioner Lindquist requested an additional bid and asked that Mr. Kitzman return to the board after further research. Family Services Collaborative Update Family Services Collaborative Coordinator, Frances Eggen, reported that the collaborative has received an eighteen-month adolescent grant for services provided through the Partners in Parenting program. Ms. Eggen updated the board on a time study plan and the Welfare to Work grant. Discussion followed. Dental Clinic Update Public Health Director, Diane Thorson, reported that the University of Minnesota staff met with dentists from Otter Tail County to discuss how to provide the unmet dental needs of MA clients on a permanent basis. Ms. Thorson reported unanimous support from the dentists for bringing a permanent clinic to Fergus Falls through the University. Ms. Thorson reported that the next dental clinic would be held January 26 -February 6, 1998. Discussion followed. Vice-Chair Syd Nelson was present at 9:40 a.m. Approval of Contracts Motion by Portmann, second by Lee, and unanimously carried to authorize the appropriate county officials' signatures to execute a contract between the Otter Tail County Department of Public . V" Health and Preferred One for public health services subject to the approval of the County Att~rney. / Otter Tail County Board of Commissioners December 23, 1997 ·· Page 2 , • Motion by Lee, second by Partmann, and unanimously carried to authorize the appropriate county officials' signatures to execute a contract between the Otter Tail County Department of Public - Health and the Minnesota Department of Health for FDA tobacco compliance checks subject to the o~ approval of the County Attorney. Motion by Nelson; second by Lindquist, and unanimously carried to authorize the appropriate county officials' signatures to execute the Immunization Action Contract between the MOH and Otter Tail County Department of Public Health. OTC Detention Facility Bills & Claims Motion by Lindquist, second by Lee, unanimously carried to approve the Human Services bills and claims as presented. Lakeland Mental Health Center Update Lakeland Mental Health Center CEO, Marilyn Moen, and COO, Dale Twedt, presented a utilization of service quarterly handout and a list of current LMH staff. Mr. Twedt reviewed the quarterly report and reported increased utilization compared to last year. He also reported an improved financial position. Lengthy discussion took place regarding LMH Center's financial situation and previous deficit that still exists. Mr. Twedt reported that utilization management is. very important with the managed care system. The number of visits a client can be seen may be different under mijnaged care. Staff has been educated and training continues in this area. Turnover of staff was discussed. Commissioners stated that a 20% turnover costs too much money and suggested an outside Human Resource professional be brought in to get everyone working• together. Commissioners requested an improved after hours call system and reduced turnover. Discussion continued regarding PMAP and a need to request waivers for certain MA. recipients .. Diane Thorson expressed a desire to continue discussion in order to negotiate with the Department of Human Services regarding PMAP. Commissioners requested further updates from LMH center officials. Approval of Chemical Dependency Counselor Position Motion by Partmann, second by Lindquist, and unanimously carried to approve a Chemical Dependency Counselor position as requested. Information Provided Children and Adult Mental Health Utilization handouts were provided. Approval of Agenda Motion by Partmann, second by Stone, and unanimously carried to approve the County Board agenda of December 23, 1997 with the following addition: Ditch Inspector, Tiny Holm -2:25 p.m. for Ditch No. 41 Approval of Minutes Motion by Lee, second by Nelson, and unanimously carried to approve the County Board minutes of December 16, 1997 amended as follows: 12/16/97 minutes, page 2, paragraph 4 is corrected to read: Approval of Otter Tail County Comprehensive Water Plan Update Motion by Lee, second by Partmann, and unanimously carried to ad..;pt the 1997 Otter Tail County (.j- Comprehensive Water Plan Update as approved by the BWSR on June 25, 1997. . , Correction to the Minutes of November 18, 1997 Motion by Nelson, second by Stone, and unanimously carried to approve the following correction 4o the November 18, 1997 minutes: 10 0 ~- Otter Tail County Board of Commissioners December 23, 1997 Page 5 11/18/97 minutes, page 1, paragraph 6 under the heading -Update-Ditch Nos. 41, 63, & 38: "Motion by Nelson, second by Partmann, and unanimously carried to allow Mr. Sonnenberg to cleanout the ditch as described above subject to the approval of the County Attorney." Replace Mr. Sonnenberg with the City of New York Mills. Institution Community Work Crews Program John Halvorson, Detention Facility Administrator, Sheriff, Gary Nelson, Chief Deputy, Mark Morris along with Regional and State STS Directors, John Mclagan and Greg Potein, discussed a proposal for an ICWC Program in Fergus Falls. The proposal would place minimum-security inmates in local county jails such as Otter Tail County's detention facility. The proposal provides for an education and work program whereby inmates would build houses for low-income families. Lengthy discussion took place regarding staffing and space in Otter Tail County's facility for ac;f ditional inmates. Mr. Mclagan stated that the state would pay $50 per day for housing of the inmates in the ICWC program. Commissioners referred further discussion to the Budget Committee and the Building Committee. Payments Approved Motion by Nelson, second by Lee, and unanimously carried to approve payment to the Minnesota Counties Insurance Trust for the County's 1998 Property/Casualty Insurance premium in the amount of $242,169, and for the County's 1998 Workers Compensation insurance premium in the amount of $226,917. Motion by Partmann, second by Lee, and unanimously carried to approve payment in the amount of $30 to Lakeland Veterinary Clinic for costs incurred under the provision of Minnesota Statute 343.23. Motion by Stone, second by Partmann, and unanimously carried to approve payment in the , amount of $13, 144 to the Association of Minnesota Counties for the County's 1998 annual member dues. Resolution by the County Board of Commissioners Appropriating for County Extension Work Otter Tail County Resolution No. 97-70 UPON a motion by Partmann, second by Lee, and unanimously carried, the Otter Tail County Board of Commissioners adopts the following resolution: Year Beginning January 1, 1998 BE IT RESOLVED> That the sum of $217,801 be set apart from the General Revenue Fund and appropriated subject to the order of the Dean and Director of the Minnesota Extension Service of the University of Minnesota for the support of county extension work in Otter Tail County for the year beginning January 1, 1998, in accordance with Minnesota Statute Section 38.33 -38.38, 1990. Mr. Stommes reviewed several ag programs and activities. He Q provided statistics of a water testing clinic for nitrates. Commissioner Lindquist requested that this information be given to the Land & Resource Director. Recess & .Reconvene At 1 :50 p.m., Chair Lindquist declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break. The Chairman reconvened the meeting at 1 :55 p.m. with Commissioner Nelson absent for the duration of the meeting. Final Payments Approved Motion by Partmann, second by Stone, and unanimously carried to approve final payment, in the amount of $20,263.48, to Landwehr Construction, Inc. for bridge replacement & grading project (SAP 56-599-04 & 56-599-29) as recommended by the Highway Engineer. Motion by Lee, second by Partmann, and unanimously carried to approve final payment, in the amount of $21,555.45, to Mark Sand & Gravel Acquisition Company for bituminous overlay & aggregate shouldering project (SAP 56-623-08 & CP 97:82BM). Approval to Purchase Truck & Snow Equipment Motion by Lee, second by Stone, and unanimously carried to approve purchase of five (5) dump boxes, hoists, hydraulic systems, underbody blades, and snow removal equipment per MnDOT contract no. 2006106. Speed Zone Study Motion by Lee, second by Stone, and unanimously carried to accept the recommendation of MnDOT to leave the posted speed of 55 mph remain on a portion of CSAH 56 north of New York Mills. Agreement Approved Motion by Stone, second by Lee, and unanimously carried to authorize the Highway Engineer to enter into an agreement between Braun lntertec and Otter Tail County for soil exploration, in the amount of $3,980, relative to the CSAH 80 project east of Perham. Bicycle Ride for Multiple Sclerosis Highway Engineer, Rick West, reported that he has received a letter from the National Multiple Sclerosis Society and provided a map of the portions of Otter Tail County that a multiple sclerosis benefit ride is scheduled to occur on July 26-31, 1998. Mr. West reported that approximately 1,500 · people would be participating in the ride. Motion by Partmann, second by Lee, and unanimously carried to approve a bicycle benefit ride, July 26-31, 1998, through portions of Otter Tail County as presented subject to the approval of the Sheriff's Department and that Otter Tail County is held harmless relative to liability during the ride. Discussion -New Minnesota 4(d) Apartment Tax Classification 0 HRA · Executive Director, Jeff Gaffaney, informed board members that the. legislature has Q established a program entitled 4D. Mr. Gaffaney reported that the HRA will participate in the 4D ·· program in Otter Tail County. Discussion followed. 0 0 Otter Tail County Board of Commissioners December 23, 1997 Page 7 Agreement -Recycling Center Building Motion by Lee, second by Lindquist, and unanimously carried to accept a mutual agreement between Otter Tail County and C.I. Construction in which Otter Tail County would remit payment with the exception of $800 for sod work subject to obtaining lien waivers from the subcontractors. Joint Powers Agreement Motion by Partmann, second by Lee, and unanimously carried to authorize the Chair's signature to renew a 1998 Solid Waste agreement between Wadena County and Otter Tail County subject to the approval of the Solid Waste Director and County Attorney. Lake Improvement Districts Motion by Partmann, second by Lee, and unanimously carried to direct the County Attorney to send a letter regarding proposed legislation regarding Lake Improvement Districts' budgets to local senators and representatives and to Mr. Kermit Bye. Permission to Install New Signs Motion by Lee, second by Partmann, and unanimously carried to grant permission to officials of the First Bank to replace signs for the business as presented because of a bank name change. Ditch No. 41 Ditch Inspector, Tiny Holm, provided a handout of estimated Ditch No. 41 costs as previously requested by the Board. Mr. Holm reviewed the estimated costs. Motion by Partmann, second by Lee, and unanimously carried to charge New York Mills $10,000 to enter the Ditch No. 41 system for immediate costs and the remaining to be placed in the ditch fund. Commissioners' Salary Resolution Otter Tail County Resolution No. 97-71 UPON a motion by Partmann, second by Lee, and unanimously carried, the Otter Tail County Board of Commissioners adopts the following resolution: WHEREAS, Minnesota Statues 375.055 provides that County Commissioners shall receive as compensation annual salaries and, in addition, may receive per diem payments and reimbursements for necessary expenses incurred in performance of the duties of their office, as set by resolution of the County Board; and WHERAS, the current base annual salary of the County Board of Commissioners is $16,142, as set by a resolution adopted in December of 1996, which took effect on January 1, 1997; and WHEREAS, three percent cost-of-living increase in the County Commissioners' base salary for 1998, which is the same cost-of-living increase that will be provided to all county employees, will be a modest and justifiable change in their compensation. NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Commissioners shall receive a three percent increase in their annual base salary for 1998, to a new amount of $16,626. BE IT FURTHER RESOLVED, that the per diem and expense reimbursements for County Commissioners shall remain unchanged for 1998. Adopted this 23rd day of December, 1997.
