Call to Order
The Otter Tail County Human Services Board convened Tuesday, October 28, 1997 at 9:31 a.m. at the
Otter Tail County Courthouse with Bill Stone, Chair; Syd Nelson, Vice-Chair; Andy Lindquist, Secretary;
Malcolm Lee, and Virginia Portmann present.
Approval of Agenda
Motion by Lee, second by Portmann, and unanimously carried to approve the Human Services agenda of
October 28, 1997 as submitted.
Approval of Minutes
Motion by Lindquist, second by Nelson, and unanimously carried to approve the Human Services minutes of
October 14, 1997 as presented.
Juvenile Detention Services Subsidy Program
Court Services Director, Chuck Kitzman, presented the executed grant agreement between the State of
Minnesota DOC and Otter Tail County for the Juvenile Detention Services Subsidy Program.
Court Services -New Clerk Position
Mr. Kitzman reported that the DOC has not signed the Caseload/Workload Reduction Agreement, however,
a commitment letter for the funding was received. The new Clerk II position is dependent upon this funding.
Mr. Kitzman questioned whether he should begin advertising for the new position or wait until the agreement
is signed. General consensus of the Board authorized the Court Services Director to begin the hiring process.
Community Health Services Plan
Motion by Portmann, second by Nelson, and unanimously carried to authorize the Public Health Director's
signature to execute the CHS plan.
Outreach Dental Clinic
Diane Thorson, Public Health Director, reported that MA recipients have difficulty accessing dental care in
portions of Otter Tail County. Ms. Thorson reported that the University School of Dentistry has held special
clinics in rural Minnesota by way of a portable dental office. The university provides postgraduate students
and they perform simple procedures. Complex procedures would be referred for continued care. They are
able to see 100 patients per day. This would be a four-day clinic for Medical Assistance recipients only.
Public Health's commitment would be to provide space and the billing to MA. The university charges
$6,000 for a four-day clinic. If approved, the Public Health Department will notify clients by mail and
phone.
Motion by Lindquist, second by Portmann, and unanimously carried to approve the dental clinic for MA
recipients (Nov. 17-20,1997) as described above and to authorize the appropriate county officials' signatures
on the agreement between the Otter Tail County Public Health Department and the University of Minnesota
School of Dentistry, contingent upon approval of the County Attorney. Additionally, the motion directed

Ms. Thorson to send a letter to area dentists explaining that the clinic will service MA recipients that are not
currently being served by dentists in Otter Tail County.·
Child & Teen Checkup Outreach
Ms. Thorson reported a drop in participation rates for Child and Teen Checkups in Otter Tail County from
44% in FY1995 to 33% in FY1996. The federal goal for Child & Teen Checkup screening is 80%. The
county is eligible to apply for funding for this outreach in the amount of $125,050.
Motion by Portmann, second by Lindquist, and unanimously carried to authorize the Public Health
Department to expand CTC services for children ages 3-21. Additionally, the motion approved the Child &
Teen Checkup Outreach Contract" for administrative services between the Otter Tail County Social Services
Department and the Otter Tail County Public Health Department to provide these outreach services. The
Social Services Department must submit the funding request of$125,050 by November 14, 1997.
Bills & Claims
Motion by Lindquist, second by Nelson, and unanimously carried to approve the Human Services bills and
claims as presented.
Child Care Fund & Out of Home Placement Information
Tom Fawcett, Social Services Director, provided 1997 Child Care Fund information. He noted that the '97
allocation has been used and his department will begin a waiting list to ensure continued funding.
Discussion followed. Out of home placement costs and information was also provided.
Adult MH Local Advisory Committee Appointment
Motion by Lindquist, second by Lee, and unanimously carried to appoint Eric Smemo to the Adult MH
Local Advisory Committee to replace the term of Terry Lehman as recommended by the Social Services
Director. The term is effective immediately and expires December 31, 1999.
Waivered Services for MH Retardation
Motion by Nelson, second by Lindquist, and unanimously carried to authorize the appropriate county
officials' signatures to execute a Purchase of Service Contract for Waivered Services for mental retardation
or related conditions. The contract is between the Fergus Falls Regional Treatment Center and the Otter Tail
County Human Services Department.
Foster Home Care
Mr. Fawcett provided the County Board information regarding an unspecified licensed foster home.
Mr. Fawcett instructed social workers not to place additional foster children in the home at this time. He
noted that the foster care parents were relieved with this decision. No action taken by the board.
Adjournment
At 10:48 a.m., Chairman Stone declared the meeting of the Otter Tail County Human Services Board
adjourned until Wednesday, November 12, 1997.

Otter Tail County Courthouse with Commissioners Andy Lindquist, Chair; Syd Nelson, Malcolm Lee,

Approval of Agenda
Motion by Portmann, second by Lee, and unanimously carried to approve the County Board agenda of
October 28, 1997 as submitted.
Approval of Minutes
Motion by Lee, second by Nelson, and unanimously carried to approve the County Board minutes of
October 21, 1997 as submitted,
Correction -October 14, 1997 Minutes
Motion by Portmann, second by Lee, and unanimously carried to correct the motion of October 14, 1997,
Page 4, regarding "Transfer of Funds -Ditch 63". The amount to be transferred should have read $12,668
rather than $12,600,
Extension Update
Extension Educator, Steve Handegaard, updated the board regarding advertising for an extension educator
position and National 4-H week October 5-11, 1997.
Utility Legislation Update
Assessor, Bob Moe, reported that-the Senate subcommittee on taxes is reviewing utility legislation. The
proposed legislation includes an electric consumption fee based on use by everyone in· the state of
Minnesota, collected by the Department of Revenue, and then dispersed to utilities, Deregulation of utilities
is also being reviewed.
Informational Meetings -True County Assessor System
Mr. Moe reported that the information meetings to discuss the True County Assessor System are scheduled
for November 10, 1997, at 7 p.m. in Fergus Falls and November 12, 1997, at 7 p.m. in New York Mills.
MCIT Delegates
Motion by Portmann, second by Lee, and carried to appoint Commissioner Stone as Otter Tail County's
MCIT voting delegate and Commissioner Nelson as an alternate. The annual meeting is November 30, 1997,
3:30-5:00 p.m.
Refund Approved
Motion by Portmann, second by Lee, and unanimously carried to authorize a refund payment to the Fergus
Falls Police Department, in the amount of$1,000, for overpayment oflocal phone charges.
Approval of Contract-C.P. 97:10
Motion by Lee, second by Nelson, and unanimously carried to approve appropriate county officials'
signatures to execute a contract between the County of Otter Tail and Mark Sand & Gravel Acquisition Co.
for Flood Repair Work, C.P. 97:10.
Snow Removal & Ice Control Policy
Highway Engineer, Rick West presented a draft Snow Removal and Ice Control Policy. County Board
members will review the policy and the Highway Engineer will return in two weeks to request approval of
the policy.

Approval of Final Payment
Motion by Nelson, second by Lee, and unanimously carried to approve final payment, in the amount of
$3,787.12, payable to Northwest Asphalt Maintenance for C.P. 97, Bituminous Crack Sealing project. Q
Consultant Services Agreement
Motion by Nelson, second by Stone, and unanimously carried to authorize appropriate county officials'
signatures to execute a Consultant Services Agreement between Otter Tail County and Widseth, Smith, &
Nolting for Paddock Township Bridge Replacements.
Request to Replace Culvert
Highway Engineer, Rick West, informed the board of a request for a 48" or larger culvert in Section 31, on
the Luther Westad property in Elmo Township. Mr, West reported that a 36" culvert would meet flow
requirements, therefore, he did not recommend that the county purchase a culvert. If a 48" culvert is
needed to meet flow requirements, Otter Tail County will assist with purchase. County Board members
agreed not to approve purchase of a culvert as recommended.
Approval to Modify Agreement -Strom Construction
Motion by Portmann, second by Lee, and unanimously carried to authorize the Chair's signature to execute
an addendum to the original settlement· with Strom Construction regarding the leachate tank at the NE
Landfill. The addendum provides for a modification in the terms of payment. This motion is contingent
upon the recent check remitted clearing the bank.
Conveyance of Deed-Gravel Pit Property
Motion by Portmann, second by Stone, and unanimously carried to approve a quit claim deed to convey the
following described property to Wesley E, and LuAnn M. Johnson:
Beginning at a point 628 degrees East and 33' South of the North Quarter Comer, Section Twenty-four (24),
Township One Hundred Thirty-three (133) North, Range Thirty-eight (38) West. Thence South 150', thence
East 451.2', thence North 12 degrees 3 minutes West 153', thence West 420' to point of beginning,
containing one and one-half acres.
Clarification -Personnel Rules
Motion by Stone, second by Portmann, and unanimously carried to amend the personnel rule approved by
the County Board on May 27, 1992, which limited Otter Tail County employees to one full time position
with the county. This motion amends the rule to limit an Otter Tail County employee to one full time
position unless an additional position is justified by necessity. The decision of necessity is to be made by a
department head.
West Central Area Agency on Aging Update
The WCAAA serves seniors in a nine county area including Otter Tail County. Ben DeLong, WCAAA
Director, briefed the board regarding several agency programs relative to the Senior Coordinator on Aging,
transportation, meal coupons, and dietician/nutrition counseling for seniors. Mr. DeLong outlined the
current RFP process for the Senior Nutrition program, He explained that two appeals have been filed with
the Minnesota Board of Aging. Because of the appeal process, there may be a need to approve an interim
contract to continue the nutrition program on January 1, 1998.
