HomeMy WebLinkAboutBoard of Commissioners - Minutes - 10/21/19970 0 0 Call to Order The Otter Tail County Board of Commissioners convened,Tuesday, October 21, 1997 at 9:30 a.m. ·. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chair; Syd Nelson, Malcolm Lee, Bill Stone, and Virginia Partmann present. Approval of Minutes · Motion by Partmann, second by Nelson, and unanimously carried to approve the County Board minutes of October 14, 1997 as presented. Approval of Agenda Motion by Stone, second by Nelson, and unanimously carried to approve the amended County Board agenda of October 21, 1997 with the following changes: Highway Engineer, Rick West -canceled Land & Resource Director, Bill Kalar -10:25 a.m. Northeast Landfill Permitting Mike Hanan, Solid Waste Director, introduced discussion regarding the Northeast Landfill · permitting process. Mr. Hanan reported that he is proceeding with re-permitting the NE Landfill. The documents must be sent to the MPCA by February, 1998. The closed portion of the landfill and the new portion are now under one permit (SW -178): If, by legislation, the Closed Landfill Program is reopened, long term management and maintenance of the closed portion of the landfill could be transferred to the State of Minnesota. Discussion followed. Motion by Partmann, second by Lee, and unanimously carried to authorize the Solid Waste Director to proceed with permitting the west portion of the NE landfill with a separate permit than the current SW -178 permit. SW -178 will remain as the permit for the closed portion of the NE landfill. Abatement Request for River Oaks Senior Development Assessor, Bob Moe, introduced apartment manager, Jeanne Hovland, relative to an abatement,. request. Ms. Hovland stated that construction of the River Oaks Senior Development was not· complete on January 1, 1996, and she felt that the value assessed was based on completion of the project. Mr. Moe reported that the construction began in 1995, local assessor's notes indicated that the interior was being sheetrocked, therefore, indicated the project was not complete. The assessed square footage was correct. For payable 1998 taxes, Jeanne noticed a significant decrease. Mr. Moe explained that the income value system was used for the assessed value in 1997. Ms. Hovland did not attend the Board of Review meeting for the 1996 assessment. No action was taken. · Otter Tail County Board of Commissioners October 21, 1997 Page2 Computer Collection Package Treasurer, Steve Andrews, reported that MCCC and BRC are working on a new collection n software package for the Auditor's and Treasurer's offices. This package will cost $18,975 and is ..,_ scheduled for completion late 1999. This could be paid over three years with no interest. Motion by Partmann, second by Nelson, and unanimously carried to authorize this expenditure in three installments over three years as follows: $7,731 -1998; $5,622 -1999; $5,622 -2000. Escrow Fees Motion by Lee, second by Partmann, and unanimously carried to assess mortgage companies a fee of $5 per year, per parcel, to cover the cost of paperwork and staff time relative to payment of taxes from escrow accounts held by mortgage companies. Request for Forgiveness of Penalty Motion by Partmann, second by Lee, and unanimously carried to rescind the motion of October 14, 1997 regarding Richard Roger's request for forgiveness of penalty as an abatement had been previously authorized and there was not a penalty assessed to this parcel (37-000-99- 0960-000). Budget Committee Update Accountant, Mitzi Pederson, updated the County Board regarding the 1998 county budget. The Budget Committee is continuing to work on the budget, however, the state has until December 10, 1997 to set levy limits. The Budget Committee will continue to update the Board. in this matter. Property Tax Rebate Wayne Stein, Auditor, provided information regarding the Property Tax Rebate Program which will be included with the 1997 state income tax return. Land Use Study Advisory Board Commissioner Partmann appointed Jeanne Jensen, Fergus Falls, to the Land Use Study Advisory Board. The appointments to this board are complete. The revised plat alters the lot line between lots 2 & 3 such that the pool and the pool house are legally located on lot 2. Motion by Lee, second by Portmann, and unanimously carried to approve the revised Preliminary Plat of "Gustafson's Addition" (Sec. 6, Pelican Lake, 56-786) dated -10117/97. This approval overrides the original approval of 10/14/97. The original approval was based on the Preliminary Plat dated 9/8/97. Community Based Planning Act Mr. Kalar provided a brochure regarding the 1997 Community Based Planning Act. The State Advisory Council meetings in Fergus Falls will be October 30, 1997. Approval to Pay Bills Motion by Lee, second by Stone, and unanimously carried to approve the bills per Attachment A of these minutes.which include lodging payments as follows: Bergstrom Hotels Investigators, Gary Waskosky· & Michael McCormick Chanhassen Inn Motel Detention Officer, Bob Hjelmen Ditch No. 41 Ditch Inspector, Tiny Holm, updated the Board regarding Ditch 41. The City of New York Mills is proposing installation of two 24" culverts rather than the 36" culvert proposed last week. County Attorney, Wally Senyk, reviewed the history of this project. Motion by Lee, second by Partmann, and unanimously carried to retain an engineer's opinicm, on behalf of the property owners residing along this ditch as to the ditch's capacity to accept and move water, the use of two 24" culverts, etc. Additionally, the motion directed the County Attorney to notify the City of New York Mills, in writing, that Otter Tail County is retaining an engineer and the City of New York Mills will be assessed the engineer's costs.
