Commissioners' Virginia Partmann and Syd Nelson were absent. Approval of Agenda Motion by Stone, second by Lee, and unanimously carried to approve the agenda of September 2, 1997 as presented with the following addition: Ditch Inspector, Tiny Holm -Added at 10:05 a.m. Approval of Minutes Motion by Lee, second by Stone, and unanimously carried to approve the County Board minutes .~ of August 26, 1997 as presented. ,,--, \ ...,, UNITED WAY PROGRAM Otter Tail County Resolution No. 97-47 Upon motion by Stone, second by Lee, and unanimously carried, the Otter Tail County Board of Commissioners adopts the following resolution: · WHEREAS, the United Way of the Fergus Falls Area and Otter Tail County is commencing its annual campaign drive on September 3, 1997, with a theme of "It Takes All of Us"; and WHEREAS, the United Way supports numerous non-profit agencies serving various needs of the residents of Otter Tail County; and WHEREAS, the work of the United Way helps to build strong communities in Otter Tail County. · NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners hereby declares its support of the United Way of the Fergus Falls Area and Otter Tail County and encourages its employees and other county residents to contribute to-the United Way. Larry Kro Otter Tail County Board of Commissioners September 2, 1997 Page 2 Approval of Amendments for Resolution Nos. 97-32 & 97-33 Motion by Lee, second by Stone, and unanimously carried to amend Otter Tail County Resolution No. 97-32 by striking the grant amount of $19,275.00 and substituting $17,877.80 to the original n resolution enacted June 10, 1997 for the Construction of Township Bridge No 91639 (S.A.P. No. _, 56-599-04). = i. Motion by Lee, second by Stone, and unanimously carried to amend Otter Tail County Resolution No. 97-33 by striking the grant amount of $8,526.00 and substituting $9,600.00 to the original resolution enacted June 10, 1997 for the Construction of Township Bridge No. 97912 (S.A.P. No. 56-599-29). 7th Judicial District Court Judge Recommendation Otter Tail County Resolution No. 97-48 UPON a motion by Lee, seconded by Stone, and unanimously carried, the Otter Tail County Board of Commissioners adopts the following resolution: WHEREAS, Wally Senyk, the County Attorney for Otter Tail County has filed application to be appointed a 7th Judicial District Court Judge; and WHEREAS, Mr. Senyk has served the County of Otter Tail as an Assistant County Attorney and County Attorney for 18 years; and WHEREAS, Mr. Senyk has repeatedly demonstrated his broad base of knowledge regarding all.,,--· facets of the law; and Q WHEREAS, Mr. Senyk has applied the law in a fair, consistent, and compassionate manner to all the citizens of Otter Tail County. NOW, THEREFORE, we the Board of Commissioners of Otter Tail County with highest praise recommend to Arnie Carlson, Governor of the State of Minnesota, that Wally Senyk be appointed to the position of 7tti Judicial District Court Judge. · Adopted this 2nd day of September, 1997. Otter Tail County Board of Commissioners September 2, 1997 Page 3 Application for Authorization for an Exemption from Lawful Gambling License ;;:;\ Motion by Stone, second by Lee, and unanimously carried to waive the 30-day comment period for \;i,.I -Jan application for Authorization for an Exemption from Lawful Gambling License for an event scheduled for September 26, 1997 at the Pier. The Heartland Bugler Chapter of the Rocky Mountain Elk Foundation submitted the application. MACO Conference Auditor, Wayne Stein, briefed the board on the recent MACO Conference he recently attended. Areas of discussion included the year 2000 computer technology, absentee voting issues, and legislative changes. Ditch No. 21 Ditch Inspector, Tiny Holm, reported evidence of beavers in Ditch No. 21. Motion by Stone, second by Lee, and unanimously carried to authorize the Ditch Inspector to hire a professional beaver trapper to trap these beavers. Additionally, permission was granted to hire a company/individual to burn brush and sticks in the area and widen the channel where the beavers have created problems. These services are to be paid from the Ditch No. 21 fund. Recess & Reconvene At 10:20 a.m., Chairman Lindquist declared the meeting of the Otter Tail County Board of Commissioners recessed. The meeting was reconvened at 11 :29 a.m. for approval of the bills.
