MINUTES OF THE MEETING
OF THE
OTTER TAIL COUNTY BOARD OF EQUALIZATION
June 16, 1997
The Otter Tail County Board of Equalization met Monday, June 16, 1997, at 9:00 a.m., with Commissioners, Malcolm Lee,
Andy Lindquist, Virginia Partmann, Syd Nelson, William (Bill) Stone and County Auditor Wayne Stein present. Members of
the Board were administered an oath, by the Honorable Judge Thomas M. Stringer, to support the Constitution of the United
States and the Constitution the State of Minnesota and to faithfully execute and discharge the duties of the County Board of
Equalization according to law and to the best of their knowledge, ability and understanding. In addition, each member of the
board signed an oath stating the same as above.

Although, Mavis Frazier did not attend the local board of review, the Otter Tail County Board of Equalization acknowledges
and listened to the concerns of Mavis Frazier. The Otter Tail County Board of Equalization stated that the County Assessor's
office should review her property assessment records for clerical correctness, but the Otter Tail County Board of Equalization
could not take any action concerning the valuation or classification of this property since a timely appeal had not been made
to the local board of review.

unable to attend at the scheduled time and requested that the Otter Tail County Board of Equalization review his property
valuation in is absence:

The County Board of Equalization, having heard and discussed the concerns of all individuals in attendance at the meeting
and having read and reviewed all written correspondence submitted prior to the meeting, referred all requests for
consideration to the County Assessor's office for review, rechecking, and recommendations.
After general discussion, Andy Lindquist, Chair, adjourned at 2:54 p.m the Otter Tail County Board of Equalization meeting
until Monday, June 30, 1997, at 9 a.m., at which time the County Assessor will make his recommendations and the Otter Tail
County Board of Equalization will take final action on the pending requests.
The County Board of Equalization reconvened at 9:03 a.m. on Monday, June 30, 1997 with Commissioners Andy Lindquist,
Virginia Partmann, William (Bill} Stone and County Auditor Wayne Stein present.
Levon Strom requested that she be allowed to express additional concerns to the Otter Tail County Board of Equalization.
Ms. Strom expressed concerns that the valuation of her property is not comparable with other property in the immediate area.
Ms. Strom also indicated that she had not been able to meet on-site with Bob Moe, County Assessor or with Malcolm Lee,
County Commissioner as had been previously suggested at the June 16, meeting of the Otter tail County Board of
Equalization. Ms. Strom expressed a concern with due process in the appeals process.
Having reviewed and given consideration to both the written requests that had been received and to the individual requests
that had been presented to the Otter Tail County Board of Equalization on June 16, 1997, the County Assessor proceeded to
make the following recommendations to the Board:

*Mr. Robert Fritz indicated that he did not attend the local board of review because he did not receive his notice timely. It has
been noted by the Otter Tail County Board of Equalization that the recommended adjustment, to the valuation of the building,
will only be granted if Mr. Robert Fritz can provide evidence to the fact that his equalization notice was not received in time to
allow him to attend the local board of review because the notice was being forwarded through the mail system to his present
location.

*Bob Moe, County Assessor will be reviewing available records to determine if an error was made in the 1996 assessment for
the payable 1997 tax year. If an error in the assessment classification for payable 1997 has occurred the County's abatement
policy will be reviewed and if appropriate a recommendation will be made to the Otter Tail County Board of Commissioners, at
a future date, to abate the payable 1997 property tax to a seasonal classification.

Special Note: Bob Moe, County Assessor, indicated that he will be contacting the Department of Revenue regarding church
owned property, which no longer has a primary use by the church, for additional information as to how these properties are
currently being assessed and classified throughout the State of Minnesota. The Otter Tail County Board of Equalization had
three requests this year that concerned church related properties. ·
It should be noted that where "No Change" is indicated above, a determination has been made that the valuation is
comparable to the valuation of other properties within the general area and that the classification is comparable to the
classification of other properties within the general area having the same use and/or soil types.
After review, consideration and discussion by the Otter Tail County Board of Equalization, a motion was made by
Commissioner Virginia Partmann, seconded by Commissioner Bill Stone and unanimously carried to instruct Bob Moe,
County Assessor, to contact each of the individuals requesting consideration from the Otter Tail County Board of Equalization
regarding the Board's actions and to accept and approve the recommendations of the County Assessor, as individually listed
above.
Robert Moe, County Assessor, requested that the Otter Tail County Board of Equalization consider approving those changes
recommended at the local board of review for Amor Township. Mr. Moe explained that he is requesting approval from the
Otter Tail County Board of Equalization because none of the Amor Town Board Members were in attendance at the local
board of review. After consideration, motion was made by Commissioner Virginia Partmann, seconded by Commissioner Bill
Stone and unanimously carried, to approve the recommended changes for Amor Township.
With no further business, Andy Lindquist, Chair, declared the meeting of the 1997 Otter Tail County Board of Equalization
adjourned at 10:20 a.m.
