Home My WebLink AboutBoard of Commissioners - Minutes - 05/20/1997• 0 Call to Order The Otter Tail County Board of Commissioners convened Tuesday, May 20, 1997 at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chair; Syd Nelson, Malcolm Lee, Bill Stone, and Virginia Portmann present. Approval of Agenda Motion by Lee, second by Partmann, and unanimously carried to approve the County Board agenda of May 20, 1997 as amended with the following change: Cancel: Sand Creek Item Approval of Minutes Motion by Lee, second by Portmann, and unanimously carried to approve the amended County Board minutes of May 13, 1997, as submitted at the May 20th meeting. Ditch No. 68 Ditch Inspector, Tiny Holm, introduced several property owners affected by Ditch No. 68. Mr. Holm reported concern regarding the backup of water caused by blockage of Ditch No. 68 because of beavers. A map of Inman Township was presented showing land owned by the DNR and the U.S. Fish and Wildlife. Mr. Holm stated that the property owners have not been able to get cooperation from the DNR and U.S. Fish & Wildlife with this problem. John Ewy and David Heard explained that the ditch is not functioning and the water is backing up more each year. Mr. Ewy reported 10 -12 acres of land that will not be tillable this year. Chairman Lindquist stated that a petition for clean out must be filed with the county and the DNR will pay their share. A redetermination of benefits may be necessary and the DNR will participate in the cost. Commissioners informed the property owners that they will need a bond and requested that they work with the Ditch Inspector to help with the process. , Permission to Use Courthouse Lawn for an Event Motion by Partmann, second by Lee,' and unanimously carried to approve the use of the Courthouse lawn on June 29, 1997, as part of the 125th Anniversary Celebration of Bethlehem Lutheran Church. A portion of Junius Avenue will be closed until 2:00 p.m. for this event. Litter Cleanup Activity Mike Hanan, Solid Waste Director, presented two ideas for a litter cleanup activity for Otter Tail County as requested by Commissioner Portmann. Discussion followed. Commissioner Portmann commended the Solid Waste Department for taking swift and thorough action on this issue. Motion byPortmann, second by Stone, and unanimously carried to-adopt Otter Tail Litter Cleanup Activity No. 1 as follows: OTTER TAIL LITTER CLEANUP ACTIVITY 1. Bag Activity Have clear 20 gallon plastic bags available at: Battle Lake Transfer Station Henning Transfer Station Parkers Prairie Transfer Site New York Mills-Northeast Otter Tail Landfill Pelican Rapids Transfer Station Otter Tail County Board of Commissioners May 20, 1997 Page 2 Fergus Falls -Courthouse Office Q Bags would be clear and stamped "OTTER TAIL COUNTY LITTER CLEANUP" Bags must be returned for disposal to an Otter Tail County Transfer Station (Listed Above) When bags are handed out, we would also hand out a simple sheet of instructions (location of disposal sites, hours of disposal sites, and simple safety tips) Commissioner Partmann suggested the use of a sign-up sheet when bags are picked up if the Solid Waste Director deems it necessary. Mr. Hanan expressed concerns with abuse of the litter bags and the possibility of citizens using the bags for personal use rather than for ditch cleanup. Commissioners also agreed to accept bulky items (tires, mattresses, appliances, etc.) from roadway ditches at least until it becomes a problem. The Chairman stated that if abuse becomes a problem, Mr. Hanan will need to report back to the board on the issue. Appointment -Otter Tail Water Management District Motion by Lee, second by Partmann, and unanimously carried to approve the appointment of Mary Stollers, as recommended on May 14, 1997 by the Otter Tail Water Management Board, to a four year term on the Board of the Otter Tail Water Management District. Job Classification Maintenance Agreement Motion by Lee, second by Portmann, and unanimously carried to authorize the Chair's signature to execute the Job Classification System Maintenance Consulting Services Agreement between the County of Otter Tail and David M. Griffith & Associates, Ltd. for ongoing job analysis and job description preparation. Bid Award -1997 Seal Coat Project Motion by Portmann, second by Lee, and unanimously carried to award the 1997 Countywide Seal Coat Project, S.A.P. 56-030-01, to the low bidder, ASTECH Corporation of St. Cloud, in the amount of $724,766.82 as recommended by the Highway Engineer. Weight Restrictions The Highway Engineer reported that weight restrictions will apply until 12:01 a.m., Friday, May 23, 1997. Township Engineering Services Rick West reported a concern regarding highway engineering services performed by county employees for township projects. In some cases, the county recommends the engineering work that needs to be done, the township doesn't follow the recommendation because of the cost, and after the work is completed without following the engineering recommendations, the townships blame the county for work projects that are eventually less than satisfactory. Mr. West explained that the county no longer does the grading work for the townships. Discussion continued. Motion by Lee, second by Partmann, and unanimously carried to direct the Highway Engineer to draft a policy regarding engineering services relative to township projects and to bring the policy to the board for consideration.
