Agenda items of March 4, 1997 were rescheduled to later meeting dates. Call to Order The Otter Tail County Human Services Board convened Tuesday, March 11, 1997 at 9t32 a.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chair; Syd Nelson, Andy Lindquist, and Virginia Portmann present. Commissioner Bill Stone was absent. Approval of Agenda ,Motion by Lindquist, seconded Portmann, and unanimously carried to approve the Human Services agenda •of March 11, 1997 as submitted. Approval of Minutes •Motion by Lindquist, seconded Portmann, and unanimously carried to approve the Human Services -minutes of February 25, 1997 as submitted. Juvenile Restitution Grant Funds Chuck Kitzman, Court Services Director, presented the MNDOC proposal for funding the Juvenile · Restitution program for state fiscal year 1998. Motion by Nelson, seconded Lindquist, and unanimously -carried to direct Mr. Kitzman to apply for the Juvenile Restitution grant funds with county funds limited to $2,000. Community Justice Act Proposed Legislation -Mr. Kitzman updated the board regarding proposed correction's legislation. Mr. Kitzman will continue to .update the board regarding the proposed Community Justice Act legislation. · ,•Otter Tail County Court Services 1996 Annual Report and Organizational Plan Mr. Kitzman provided the Otter Tail County Court Services 1996 Annual Report and Organizational Plan for the boards' review. Diversionary Court Meeting The Court Services Director reported that representatives from several school districts, law enforcement, •and county officials met on March 5th regarding a proposed Diversionary Court program. Current diversionary programs were explained. The County Attorney reported that this was a positive meeting whereby school and law enforcement officials are willing to look at the present process. An individual from Hawley, MN, will give a presentation on their community based diversionary program at the next meeting. Welfare Reform Handout Tom Fawcett, Social Services Director, provided a Minnesota Welfare Reform update from the MN DHS. A satellite conference on welfare reform is scheduled for April 29, 1997 at 1 •30 p.m. Request for Purchase of Stair Lift Otter Tail County Board of Commissioners March 11, 1997 Page2 The Social Services Director requested authorization to purchase a stair lift to allow independent transfer of a child who has been placed in a foster home. Medical Assistance coverage excludes stair lifts. The Director reported cost of the stair lift including installation at $3,709.18. Discussion followed regarding use/ownership of the stair lift at the point that this child no longer would require its use and whether or not there is specific authority identified for the county to make this purchase. The board referred this issue to the County Attorney to allow time to research the contractual agreement between Otter Tail County and the Path Home. The County Attorney will return with this matter in two weeks. Meal Allowances Mr. Fawcett reported new state meal allowances for MA transportation volunteers as follows: (Breakfast - $5.50, Lunch -$6.50, and Dinner -$8.00) Motion by Nelson, seconded Lindquist, and unanimously carried to accept the new state guidelines for MA volunteers and to review the meal allowances for county employees currently established in the Otter Tail County Personnel Policy. Bills & Claims Motion by Lindquist, seconded Partmann, and unanimously carried to approve the Human Services bills & claims as presented. Commissioner Bill Stone was absent. Approval of Agenda Motion by Lee, seconded Partmann, and unanimously carried to approve the agenda of March 11, 1997 as submitted. Approval of Minutes Motion by Lee, seconded Partmann, and unanimously carried to approve the minutes of February 25, 1997 as submitted. Ditch No. 23 Motion by Partmann, seconded Lee, and unanimously carried to accept payment, from the Star Lake Property Owners Association, in the amount of $3,000, for Ditch No. 23 and to approve the Chairman's signature on a Release and Assignment document relative to the original petition for repair as recommended by the County Attorney. Payment Approval ,., 0 Motion by Portmann, seconded Lee, and unanimously carried to approve advance payment to Americord, Inc., in the amount of $568.33, for mediation services relative to the construction of the Q.. . Recycling Center. Recess and Reconvene Otter Tail County Board of Commissioners March 11, 1997 Page 3 At 10:40 a.m., Chairman Lindquist declared the Otter Tail County Board of Commissioners' meeting recessed. At 11 :00 a.m., the Chairman reconvened the meeting. () Approval of Bills 0 Motion by Nelson, seconded Lee, and unanimously carried to approve the bills per Attachment A of these minutes which includes payment of lodging as follows: Western Kelly Inn The Kahler Hotel Sheraton Park Place Hotel Detention Officer, Janice Aaberg STS Crew Leader, Pam Loomer Sheriff Deputy, Marlys Adams Recorder, Wendy Metcalf Treasurer, Steve Andrews West Central MN Housing Partnership County Coordinator, Larry Krohn, reported a request to adopt a resolution in support of a housing partnership with the West Central MN Housing Partnership. The Chairman directed that this matter be referred to the Fergus Falls Housing and Redevelopment Authority and brought back to the board at a later date. 1997 RTC Coalition Membership Motion by Lee, seconded Nelson, and unanimously carried to re-establish the county appointments on the :1997 RTC Coalition as follows: Tom Fawcett, Ed Mehl, and Gilbert Swenson Adjournment At 11 :08 a.m., Chairman Lindquist declared the meeting of the Otter Tail County Board of Commissioners adjourned until 9:30 a.m. Tuesday, March 18, 1997.
