Call to Order The Otter Tail Human Services Board convened Tuesday, February 25, 1997 at 9:34 a.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chair; Syd Nelson, Andy Lindquist, Bill Stone, and Virginia Portmann present. Approval of Agenda Motion by Lindquist, seconded Portmann, and unanimously carried to approve the Human Services agenda of February 25, 1997 as submitted. Approval of Minutes ,Motion by Lindquist, seconded Portmann, and unanimously carried to approve the Human Services minutes of February 11, 1997 as submitted. Correspondence Acknowledged Chuck Kitzman, Court Services Director, provided copies of a letter from the Superintendent of the Battle .·Lake Schools regarding a proposed "youth court" process. Chairman, Malcolm Lee, requested that ·: Mr, Kitzman contact the Superintendent to explain the county's current program(s) and directed Mr. Kitzman to attend an upcoming meeting on this matter on March 5, 1997. Proposed Legislation 'Mr. Kitzman reported on proposed legislation, specifically the Community Justice Act. The Chairman directed Mr. Kitzman to address the AMC's Legislative Steering Committee regarding this proposed legislation. Reports Provided The Court Services Director provided the 1996 West Central Regional Juvenile Center report. The Director reviewed Otter Tail County statistics relative to the WCRJC. Mr. Kitzman and Public Health Director, Diane Thorson, reported on the Healthy Community Initiative and provided handouts of Developmental Assets available at a recent Initiative meeting. Discussion followed. Health Reform Task Force Ms. Thorson reported that the Health Reform Task Force committee has identified issues requiring further research. The committee will continue to meet regarding PMAP and direct contracting in order to develop a recommended plan. Approval of Grant Contract Motion by Portmann, seconded Nelson, and unanimously carried to authorize the Public Health Director's signature to execute a grant contract with the State of Minnesota, in the amount of $12,500, for Breast and Cervical Outreach services. Bills & Claims Motion by Lindquist, seconded Portmann, and unanimously carried to approve the Human Services bills and claims as presented. Handouts Provided Otter Tail County Board of Commissioners February 25, 1997 Page 2 Social Services Director, Tom Fawcett, provided handouts of the January, 1997, Social Services Financial report, minutes of the Adult MH Advisory Council, and a Minnesota Welfare Reform Update, St. William's Foster Care -Rate Increase Motion by Stone, seconded Nelson, and unanimously carried to approve an agreement with St. William's Living Center to increase the current monthly client rate of their corporate MH Foster Care Home from $886 to $938.81 for foster care services effective March 1, 1997. Approval of Contract -Lutheran Social Services Motion by Portmann, seconded Lindquist, and unanimously carried to authorize a renewal contract with Lutheran Social Services for corporate DD Foster Care Homes located in Otter Tail County. Approval of Contract Motion by Portmann, seconded Nelson, and unanimously carried to authorize the Social Service Director's signature to execute a contract between Otter Tail County Social Services and Michael Lorenc for Adult Mental Health services at $28 per hour, not to exceed $4,500, (subject to the approval of the County Attorney). Fawcett, Social Services Director Dated Yf/a.r, c A, , II, I 9 91 Call to Order The Otter Tail County Board of Commissioners·convened Tuesday, February 25, 1997 at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chair; Malcolm Lee, Bill Stone, and Virginia Portmann present. Commissioner Syd Nelson was absent. Approval of Agenda Motion by Lee, seconded Portmann, and unanimously carried to approve the agenda of February 25, 1997. Approval of Minutes Motion by Lee, seconded Portmann, and unanimously carried to approve the minutes of February 18, 1997 as submitted with one addition as follows: Schedule Change: The Human Services Board will meet as regularly scheduled at 9:30 a.m. on Tuesday, March 11, 1997. The regular County Board will not meet on March 11, 1997 as regularly scheduled in order to allow the commissioners to attend the annual Township Officers meeting. Otter Tail County Housing Rehabilitation Project Chairman Lindquist reported that a Minnesota Small Cities Grant, in the amount of $554,700, has been approved for local projects. Premises Permit Otter Tail County Resolution No. 97-14 Upon a motion by Stone, seconded by Lee, and unanimously carried, the following resolution was adopted: . ,. 0 0 Q 0 Otter Tail County Board of Commissioners February 25, 1997 Page 3 WHEREAS, the responsibility for the regulation of lawful gambling and the issuance of licenses and permits for the conduct of lawful gambling lies with the Minnesota Gambling Control Board; and WHEREAS, the Perham Lions Club, Perham, MN, has made an application to the Gambling Control Board for a premise permit to conduct lawful gambling at Dave and Louise's in Leaf Lake Township of Otter Tail .. County; and WHEREAS, Minnesota Statute 349.213 provides that the Gambling Control Board may not issue a permit · unless they receive a resolution from the Otter Tail County Board of Commissioners approving the permit; and. WHEREAS, the Otter Tail County Board of Commissioners is aware of no reason to oppose the conduct of lawful gambling by the Perham Lions Club, Perham, MN at Dave and Louise's in Leaf Lake Township of Otter Tail County. NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners hereby approves the conduct of lawful gambling by the Perham Lions Club, Perham, MN, at Dave and Louise's in Leaf Lake Township of Otter Tail County, provided the applicant meets all the necessary criteria for the licenses and permits as required by the Gambling Control Board. IT IS FURTHER RESOLVED, that notice of this application and approval shall be provided to the Township of Leaf Lake by sending them a copy of this resolution. A total of $647,799 is distributed to townships. Land Surveyor's Certificate of Correction to Plat -Elwill Beach Motion by Stone, seconded Partmann, and unanimously carried to accept the attached Land Surveyor's Certificate of Correction to the Plat of Elwill Beach as prepared by David A. Anderson, Registered Land Surveyor, per Attachment A of these minutes. Utility Tax Reform Legislation Bob Moe, Assessor, briefed board members on a recent conference call regarding utility tax reform. Discussion followed. Chairman Lindquist directed Mr. Moe to follow the legislation and keep the board informed. Payment Approval Otter Tail County Board of Commissioners February 25, 1997 Page 4 Larry Krohn, Coordinator, informed the board that the recent billing from WACCO, in the amount of $1,589.24, was for a camera, film, and training for the Sheriff's Department. Motion by Lee, seconded 0_ Portmann, and unanimously carried to approve payment to WACCO as stated above. · · Proposed Legislation -H.F. 244 Bill Kalar, Land & Resource Administrator, introduced discussion of proposed on-site sewage treatment legislation (H.F. 244). Sewage system standards would be enforced county-wide, however, it does not appear that county-wide site/building permits will be required. Discussion followed regarding the affect these proposed regulations would have on site permits, sewage system inspection requirements, new construction and septic system standards. At this time, the proposed legislation does not include funding for the proposed state rule. Recess Closed to the Public At 1 :54 p.m., Chairman Lindquist declared the meeting of the Otter Tail County Board of Commissioners recessed for committee action. At 3:07 p.m., Chairman Lindquist declared the meeting of the Otter Tail County Board of Commissioners reconvened and closed to the public for purposes of discussing labor negotiation strategies relative to the Teamsters Local No. 320, Law Enforcement -Essential Collective Bargaining Unit. Commissioners Malcolm Lee, Andy Lindquist, Bill Stone, and Virginia Partmann as well as the County Coordinator, Chief Deputy, Recording Secretary and County Attorney were present. Commissioner Syd Nelson was absent.
