Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, January 21, 1997 at 9:35 a.m. at the
Otter Tail County Courthouse with Commissioners Andy Lindquist, Chair; Bill Stone, Malcolm Lee, and
Sydney Nelson present. Commissioner Virginia Partmann was absent.
Approval of Agenda
Motion by Lee, seconded Nelson, and unanimously carried to approve the agenda of January 21, 1997 as
amended: Discussion -Storm Closing Policy
Approval of Minutes
Motion by Nelson, seconded Stone, and unanimously carried to approve the minutes of January 14, 1997
as submitted.
Conditional Use Permit
Bill Kalar, Land & Resource Administrator provided copies of a letter from the County Highway Engineer
.. relative to the CUP request of Lyle Kachelmyer and Doug Kramer on Marion Lake. The CUP request was 0 -· tabled last week for additional information. The aforementioned letter stated that a 300 foot separation
· distance between the approaches is more appropriate and the required approach request forms must be
· completed prior to any construction on the approaches.
Commissioner Nelson recommended a delay of action on the CUP until next spring. The County Attorney
a·dvised that there is a 60 day limit on delaying approval of a CUP, however, the County Board can write to
the applicant to request the applicant's approval to delay action until spring of 1997 for viewing of the
property which is hindered, at this time, due to snow conditions.
Motion by Nelson, seconded Stone, and unanimously carried to table the CUP of Lyle Kachelmyer and
Douglas Kramer on Marion Lake and extend the approval for 60 days due to snow conditions and lack of
ability to view the property. Mr. Kalar will confer with the applicants to request agreement for an extension
until next spring of 1997.

Motion by Lee, seconded Nelson, and unanimously carried to reappoint Julian Sjostrom (Pelican Rapids)
and Patty Van Santen (Battle Lake) to the County Extension Committee for a three year term effective
January 1, 1997.
Payment Approval -1997 AMC Dues
Motion by Nelson, seconded Stone, and unanimously carried to approve payment to the Association of
Minnesota Counties, in the amount of $12,634, for the annual 1997 AMC dues.
Payment Approval -1997 Workers' Compensation and Property/Casualty Premiums
Motion by Lee, seconded Nelson and unanimously carried to approve annual renewal payments for 1997 to
the Minnesota Counties Insurance Trust as follows:

State Audit
Motion by Lee, seconded Stone, and unanimously carried to authorize the Chair's signature on the
Engagement Letter of the Minnesota State Auditors Office for the audit ending December 31, 1996.
Delinquent Tax
Auditor, Wayne Stein, reported on a specific delinquent tax, bankruptcy situation. Motion by Stone,
seconded Lee, and unanimously carried to abate $232.57 (penalty and interest accumulation at the point of
bankruptcy proceedings to the point of payment offering) for tax years 1992 through 1994 on parcel no.
10-000-26-0173-006 as recommended by the Auditor.
DEPOSITORY RESOLUTION
Otter Tail County Resolution No. 97-06
Upon a motion by Lee, seconded Nelson, and unanimously carried, the Otter Tail County Board of
Commissioners adopts the following resolution:
RESOLVED by the Board of County Commissioners of Otter Tail County, Minnesota, that
WHEREAS, all financial institutions in Otter Tail County, including state and federal banks and savings and
loan associations, be and are hereby designated as depositories of County funds.

INVESTMENTS RESOLUTION

Upon motion by Lee, seconded Stone, and unanimously carried, the Otter Tail County Board of
Commissioners adopts the following resolution:
RESOLVED by the Board of Commissioners of Otter Tail County, Minnesota, that
WHEREAS, Otter Tail County Treasurer, Steve Andrews, be and is hereby given authority to invest County
funds as available.

Otter Trail Riders Snowmobile Club Permit Resolution
Otter Tail County Resolution No. 97-08
Upon a motion by Stone, seconded Nelson, and unanimously carried, the Otter Tail County Board of
Commissioners adopts the following resolution:
WHEREAS, the Commissioner of Transportation of the State of Minnesota has made available certain
Trunk Highway right-of-way as shown in red on exhibit "A" in Limited Use Permit, attached hereto, and
make part thereof, for the purpose of constructing, maintaining and supervising a snowmobile trail, and
WHEREAS, the County of Otter Tail desires to make available to its citizens and visitors, such an area for
the aforementioned purposes, in harmony and keeping with its recreational plan, and,
WHEREAS, the County of Otter Tail is willing to operate, maintain, and safeguard the facility as set forth in
the Limited Use Permit, attached hereto, and make a part thereof,
NOW THEREFORE, BE IT RESOLVED, that the Chairperson of the Board 9{_ County Commissioners
execute the aforesaid Limited Use Permit. / )

Weather Policy
Chairman Lindquist introduced discussion regarding the existing Otter Tail County Weather Closing Policy.
Lengthy discussion followed relating to clarification of the existing Weather Closing Policy with one
proposed addition. Further discussion of this matter will be discussed at 2:00 p.m. this afternoon.
Emergency Closing of County Offices
Otter Tail County Resolution No. 97-09
Upon motion by Lee, seconded Stone, and unanimously carried, the Otter Tail County Board of
Commissioners adopts the following resolution:
WHEREAS, Minnesota Statutes 373.052 allows the County Board to close offices in an emergency
situation, to be retroactively approved by resolution of the County Board; and
WHEREAS, the Otter Tail County Storm Closing Policy provides the Chairperson of the County Board the
authority to close the Courthouse due to storm conditions; and
WHEREAS, blizzard conditions and dangerous travel caused the Chairperson of the County Board to close 0
the Courthouse to public business on December 17, 1996, January 10, 1997, and January 16, 1997.

'NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners hereby
approves the emergency closing of the Otter Tail County Courthouse on December 17, 1996,
January 10, 1997, and January 16, 1997.

Recess
At 10:53 a.m., Chair Lindquist declared the meeting of the Otter Tail County Board of Commissioners
recessed for the morning session.
Reconvene
At 1 :24 p.m., Chairman Lindquist declared the meeting of the Otter Tail County Board of Commissioners
reconvened.
Approval of Data Verification Contract
Motion by Lee, seconded Nelson, and unanimously carried to authorize the Chair's signature to execute a
• DVC contract agreement between Otter Tail County and Maynard Jerry Johnson for 911/addressing
verification services.
Approval to Pay Bills
Motion by Stone, seconded Lee, and unanimously carried to approve the bills per Attachment A of these
minutes subject to removal of the $1,589.24 charge, payable to WACCO, and a corresponding explanation
of the purpose for the payment.
West Central MN Housing Partnership
West Central Minnesota Housing Partnership Executive Director, Don Schneider, provided a brochure and
a membership fee schedule for the partnership. Mr. Schneider reported that new bylaws and articles have
been passed and requested a $50 membership fee from Otter Tail County. Chairman Lindquist stated that
the MN Housing Partnership is not in the budget. No action taken.
Food Service Contract -Best, INC
Board members discussed the potential of opening for bids the Food Service Contract for the jail kitchen.
The current contract is held by Best, INC and is effective until July 1, 1997. The County Attorney and
County Coordinator will provide additional information and return to the Board with this matter.
Recess
At 1 :45 p.m., Chair Lindquist declared the Otter Tail County Commissioners' meeting recessed for a short
break until 2:00 p.m.
Storm Closing Policy Discussion
At 2:00 p.m., lengthy discussion continued regarding clarification of the storm closing policy. No action
taken.
E/911 Addressing Update
County Coordinator, Larry Krohn, reported that Addressing Coordinator, Bob Block has been continuously
updating the Board regarding the progress of the county wide Addressing Program. Mr. Block and the

County Board requested an overall project progress report with Department Heads to provide a firm, basic
understanding of where the project currently is and where it is headed.

Mr. Block provided a short overview of the program. He stressed that currently the county is working on
addressing and E/911 services. The GIS portion of the project will begin after the addressing project is
completed and is entered as layer(s) on the addressing system. Dispatcher, Brian Armstrong spoke
regarding the reasons E-911 mapping is needed. A dispatcher's largest problem is receiving adequate
directions during an emergency situation. Land & Resource Director, Bill Kalar, spoke about the benefits
GIS could provide his department. Sherry Leabo of MIS addressed the issues of preparing the computer

data base and the consistencies required in entering data. Mr. Block invited all department heads to
become involved in the various committees working with the Addressing Project. Public Health Director,
Diane Thorson, briefed the group on a way for the county to be notified to update addresses for the Q
Addressing System. Several questions and continued discussion followed. Chairman Lindquist thanked
the employees for their participation.
