Call to Order
The Otter Tail County Board of Commissioners convened Monday, December 23, 1996 at 9:30 a.m. at the
Otter Tail County Courthouse with Commissioners Malcolm Lee, Chair; Andy Lindquist, Harley Windels,
and Virginia Portmann present. Commissioner Bill Stone was present at 9:38 a.m.
Approval of Agenda
Motion by Portmann, seconded Windels, and unanimously carried to approve the Human Services agenda
of December 23, 1996 as presented.
Approval of Minutes
Motion by Lindquist, seconded Portmann, and unanimously carried to approve the Human Services
minutes of December 10, 1996 as submitted.
Child Care Services . .
Val Lalonde, representing dual licensed child care providers, together with Tom Fawcett, Social Services
Director, discussed goals and some common ground regarding dual licensure, etc. They pledged to work
through their differences and bring a recommendat_ipri.on dual licensure to the Board in the future.
Court Services: Youth Service Center Grant
Chuck Kitzman, Court Services Director, requested Board approval to extend the Youth Service Center
Grant four additional months. A motion was offered by Portmann, seconded Stone, and unanimously
carried to approve the extension and authorize signatures by Commissioners Lindquist and Windels to
execute the extension amendment.
Public Health: Family Services Collaborative Update & Other
Diane Thorson, Public Health Director, and Frances Eggen, Family Services Collaborative Coordinator,
updated the Board on work in Pelican Rapids as well as throughout Otter Tail County. Chair Portmann
stressed the focus of the grant to avoid duplication of services for children.
The Public Health Director also discussed possibility of using building site permits through appropriate
ordinance for E /9-1-1 information. The County Attorney will respond to same at a later date.
Commissioner Portmann inquired about the Park Davis flu shot issue. Thorson assured the Board that the
Otter Tail County Public Health Department used vaccine from Wyeth for their inoculations.
Bills & Claims
Motion by Portmann, seconded Lindquist, and unanimously carried to approve the bills and claims as
presented.

1995 Human Services Cost Report
Summary of Long Term Rate Changes 0-
Tom Fawcett went over details of the November 30th Fiscal Report as well as the 1995 Human Services · -
Cost Report and a Summary of Long Term Rate Changes with Board members.
Contract Approvals
Motion by Lindquist, seconded Stone, and unanimously carried to renew the following contracts as
recommended by the Social Services Director and subject to the County Attorney's review/approval:
1. FFRTC for Day Training and Habilitation Services through North Country Options
2. Productive Alternatives, Inc. for Day Training & Habilitation Services
3. Lakes Homes and Program Development, Inc. for Community based Services
4. St. Williams Annex for Adult Residential Treatment. Also one for Rule 14 -Community Support
Program Services
5. Lake Region Home Health Care for health related services
6. Vergas Assisted Living for Residential Services to eligible persons under Alternative Care, Elderly
Waiver or CADI programs
7. Lutheran Social Services for:
a. Home Delivered Meals to AC/EW or CADI eligibles
b. Family Resources Services
c. Family Based Services including Intensive In-home, Crisis, Brief & home based Mental Health
d. Structured Visitation
Appointment
Motion by Portmann, seconded Lindquist, and unanimously carried to appoint Fonda L. Knutson to serve as
a consumer representative for the Local Adult Mental Health Advisory Council as recommended by Robert Q
Dungay, Co-chair of this Committee.
Adjournment
At 10:50 a.m., Chairman Lee declared the meeting of the Otter Tail
adjourned until Tuesday, January 14, 1997 at 9:30 a.m.

Approval of Minutes
Motion by Windels, seconded Lee, and unanimously carried to approve the County Board minutes of
December 17, 1996 as submitted.
Approval of Bills
Motion by Windels, seconded Lindquist, and unanimously carried to approve the bills per Attachment A of
these minutes.
Otter Tail County Employees' Chorus
A number of Otter Tail County employees', under the direction of Sheldon "Tiny" Holm, sang a few
selections from the Employees' Christmas Party program.
Forgiveness of Penalty & Interest Request
Steve Andrews, Treasurer, presented a request for forgiveness of penalty and interest by Marcia S.
Kierscht. After consideration, a motion was entertained by Lee, seconded Windels, and unanimously
carried to deny the request because the matter did not establish error on the part of Otter Tail County.
First Bank Building
Motion by Lee, seconded Windels, and unanimously carried to authorize the Treasurer to make
arrangements for a $395,000 wire transfer for the First Bank acquisition.
E/9-1-1 Staffing
Bob Block, GIS Coordinator, indicated to the Board he would return with a staffing recommendation during
the month of January for the GIS program.
Planning Commission
Motion by Lee, seconded Stone, and unanimously carried to reappoint Carl Johnson to the Planning
Commission effective January 1, 1997 to December 31, 1999.
Bid Opening Date Set
Motion by Lindquist, seconded Lee, and unanimously carried to set the bid opening date for 1 :00 p.m. on
February 4, 1997 for the 1997 Yearly Material Purchases as requested by Rick West, Highway Engineer.

Highway Sign Materials
Transportation Enhancement Project Grant
Commissioner Lee announced the Transportation Enhancement Project Grant (bike/pedestrian path) from
Pelican Rapids to Maplewood State Park in the total amount of $828,000 has been approved. He indicated
the grant was an 80/20 match between the State and Pelican Rapids. Otter Tail County has agreed to
serve as fiscal agent.
Final Plat
Motion by Lee, seconded Lindquist, .and unanimously carried to approve the final plat of "Kvare's Beauty
Beach" on Pelican Lake as presented by Tim Griep, Assistant Land & Resource Administrator.
County Drainage Ditch No. 21
Motion by Stone, seconded Lindquist, and unanimously carried to establish a $500 per year assessment to
be used for beaver control and other ditch maintenance on County Drainage Ditch No. 21. This
assessment will be divided based on the redetermination of benefited land owners.

County Drainage Ditch No. 23
Motion by Lee, seconded Stone, and unanimously carried to accept payment of $1,000 by the Star Lake (
Association for engineering services with the balance of $3,000 to be paid, plus current interest rate, which o·
will accrue commencing February 1, 1997. Final payment is expected in June. The County Attorney will ·'
contact the Association.
Closed to the Public
At 2:00 p.m., Chair Partmann declared the open session of the Otter Tail County Board meeting closed to
the public for the purpose of continued discussion of labor negotiation strategies with the County's four
collective bargaining units. Those units are AFSCME, Local Union No. 1830, Highway Maintenance Unit;
Minnesota Teamsters Public and Law Enforcement, Local ·Union No. 320; Human Services Professional
Unit; Sheriff's Department -Essential Unit; and the Social Services Support Specialists Unit. All
commissioners were present including Larry Krohn, Board Clerk; Wally Senyk, County Attorney; and Karen
Lundin, Recording Secretary.
Open to the Public
At 3:45 p.m. the Board reconvened in open session with all Board members present.
New County Compensation Schedule Implementation
Motion by Stone, seconded Lee, and unanimously carried to begin implementation of the new County
Compensation Schedule based on the new and improved Job Classification System. Effective January 1,
1997, all non-collective bargaining unit employees will be paid a 2% cost of living increase over their 1996
salary, including longevity. Those remaining below the minimum of their new job classification range will be
paid the Step 1 salary. All other employees will move to the next higher step of their range at a time and in
a manner to be determined following the conclusion of labor negotiation with the collective bargaining units.
As part of the implementation process, all longevity pay will be replaced by regular compensation in the Q
range. In order to allow equitable implementation of the new compensation schedule, no County ....
employees will receive step increases under their 1996 compensation schedules until the conclusion of
collective bargaining.
COMMISSIONERS' SALARY RESOLUTION
Otter Tail County Resolution No. 96-45
Upon a motion by Stone, seconded Windels, and carried with Lindquist abstaining, adopted the following
resolution:
WHEREAS, Minnesota Statutes 375.055 provides that County Commissioners shall receive a
compensation annual salaries and, in addition, may receive per diem payments and reimbursements for
necessary expenses incurred in performance of the duties of the office, as set by resolution of the County
Board; and
WHEREAS, the annual salary of those County Commissioners who did no elect to participate in the Public
Employees Retirement Association, was $15,825.00 in 1996; and
WHEREAS, the County Board of Commissioners approved a two percent cost-of-living increase for all
employees not subject to a collective bargaining agreement, effective January 1, 1997.
NOW, THEREFORE, BE IT RESOLVED that the annual salary for Otter Tail County Commissioners shall
also be increased two percent and shall be set at $16,142.00, effective January 1, 1997.
BE IT FURTHER RESOLVED, that the per diem and expense reimbursements for County Commissioners Q
shall remain unchanged for 1997.

Chair Partmann spoke on behalf of the County and the Board of Commissioners when she presented
Harley Windels an appreciation plaque for his service to Otter Tail County while he served as First District
Commissioner. Commissioner Windels expressed his mutual thanks and appreciation.

At 3:59 p.m., Chair Partmann declared the meeting of the Otter Tail County Board of Commissioners
adjourned until 9:30 a.m., Tuesday, January 7, 1997.
