Home My WebLink AboutBoard of Commissioners - Minutes - 07/02/1996Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-8 Otter Tail County Courthouse Tuesday, July 2, 1996 9:30 a.m. Call To Order The Otter Tail County Board of Commissioners convened Tuesday, July 2, 1996, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Virginia Partmann, Chair; Malcolm Lee, Harley Windels, Andy Lindquist, and Bill Stone present. Approval of Agenda Motion by Lindquist, seconded Windels and unanimously carried to approve the agenda of July 2, 1996, with the following additions: 10:15 a.m. --County-Wide Addressing Rick West: Update Health Related Issue Approval of Minutes Motion by Lee, seconded Stone and unanimously carried to approve the minutes of June 25, 1996, as submitted. 0 ' Housing Survey Update Jeff Gaffaney, Housing & Redevelopment Authority Executive Director, updated the board on a proposed county wide housing needs analysis survey. Mr. Gaffaney informed the board that the HRA has received a $10,000 grant for the housing analysis from the West Central Initiative Fund. An additional grant request through the Minnesota Housing Finance Agency is pending. General Consensus of the board directed Mr. Gaffaney to proceed by meeting with the HRA Housing Committee established at the May 7, 1996, meeting and return to the board with a recommendation. · Approval of Assessment Contracts Motion by Windels, seconded Lee and unanimously carried to authorize the Chair's signature on a 1997 Assessment Contract with the City of Dent, in the amount of $888.50, and Edna Township, in the amount of $5,842. Board of Equalization --Correspondence Acknowledged Bob Moe, Assessor, read a letter from John Weller. By this written correspondence, Mr. Weller expressed his concerns with the present tax system. Motion by Windels, seconded Lee and unanimously carried to acknowledge receipt of the aforementioned letter and that the letter was read for the record, however, although empathy was expressed for Mr. Weller's concerns, because of state rules and regulations, the County Board upheld the original decision of the Board of Equalization. Payment Approval Motion by Lee, seconded Windels and carried, with Lindquist absent, to approve payment to Moody's Investor Service, in the amount of $5,300, for professional services provided for the issuance of the Q" $1,500,000 General Obligation Veterans' Home Bonds. :;_ · Liquor Licenses · Motion by Stone, seconded Lee and carried, with Lindquist absent, to approve the following application for licenses: Ethel Beach Resort Allen Chase Battle Lake, MN Oakwood Supper Club Kalk-Young, Inc. Battle Lake, MN Pelican Beach Resort Voyages Supper Club Richard Stoderal Richville, MN Otter Tail County Board of Commissioners July 2, 1996 Page2 On/Off Sale Non-Intoxicating Malt Liquor License On-Sale Intoxicating Liquor License and Sunday Liquor Off-Sale Non-Intoxicating Malt Liquor License Off-Sale Non-Intoxicating Malt Liquor License County Wide Addressing Rural Addressing Coordinator, Bob Block, provided several handouts including an Addressing/E-911 Overview. Mr. Block reviewed the recent External Committee meeting and informed the board of plans to distribute brochures regarding addressing/911 to the public. Chair Partmann requested that the brochures include the concept that this is the first step of the GIS program. Motion by Lee, seconded Windels and unanimously carried to approve the following Addressing/E-911 Organizational Structure: ADDRESSING/E-911 OVERVIEW County Board/County Coordinator -Approve/oversee process/project PROJECT COORDINATION SMG (VECTOR VISION, CORP.) Addressing/E-911 Coordinator -Reviews/writes contracts and Bob Block specifications -Coordinates project overall -Advises/assist County Addr. Coard. -Organizes Citizen input -Represents County during contract -Supervises all contractors negotiations -Evaluates contract compliance / ~ ADDRESSING SYSTEM COMMUNICATION E-911 DATA BASE Pro-West and Assoc., Inc. DESIGN Independent Emergency JOHN DUBOIS Services -Gather or supervise gathering of raw addressing data -Design E-911 comm. -Physically install and system maintain E-911 data base -Design addressing system -Equip. Specs. -Assist with contract -Ongoing coordination of -Create MSAG, geocoded map drafting/review updates with county and em. serv. handbook (See Pro-West flow chart for -E-911 network more details) responsibility Note. This 1s a tentative overview since contracts have not been reviewed or approved. , I 0 0 0 r 0 0 Transportation Planning Update Otter Tail County Board of Commissioners July 2, 1996 Page 3 Rick West, Highway Engineer, appeared to discuss the concept of Regional Transportation Planning. Lengthy discussion took place regarding a proposed Joint Powers arrangement to accomplish regional planning efforts. General consensus of the board was not in favor of developing another "layer of government". The board expressed satisfaction in the transportation planning currently directed by MnDOT and had concern about the need for the proposed effort to enlist the services of an organization with transportation planning experience. Chair Partmann directed Commissioner Lindquist to send a letter conveying the consensus of the board regarding this issue to Bob Stevenson. Request for Proposal --Home Health Services Motion by Lee, seconded Lindquist and unanimously carried to delay the return date of the RFP for Home Health Care Services from July 8, 1996, to July 16, 1996. All proposers will be notified of the return date change. Recess Closed to the Public At 10:57 a.m., Chair Partmann declared the meeting of the Otter Tail County Board of Commissioners recessed until 11 :00 a.m., at which time, the meeting was closed to the public for the purpose of evaluating the performance of Tom Fawcett, Social Services Director, pursuant to M.S. 471.705 Subd. 1d(d). A summary report of performance conclusions will be provided at the next regular board meeting. The closed session concluded at 11 :50 a.m. Approval to Pay Bills At 1:01 p.m., the Chair reconvened the meeting of the Otter Tail County Board of Commissioners. Motion by Lindquist, seconded Windels and unanimously carried to approve the bills per Attachment A of these minutes which includes lodging payments as follows: Cragun's Lodge and Conference Recorder, Wendy Metcalf Grand View Lodge Veterans Service Officers, Chester Toso & Jourdan Sullivan Holiday Inn Hotel & Suites Treasurer, Steve Andrews Computer Operators, Sherry Leabo & Patty Larum Recycling Equipment Request Solid Waste Director, Mike Hanan, updated the board on the near-completion of the Recycling Center construction project. Mr. Hanan requested a replacement trailer and a grain box for the new recycling center trucks. This equipment was budgeted along with the original recycling center equipment. Motion by Lindquist, seconded Lee and unanimously carried to proceed with quotations for the replacement trailer and grain box as recommended by the Solid Waste Director. Closed to the Public Adjournment At 1 :23 p.m., Chair Partmann recessed the meeting of the Otter Tail County Board of Commissioners for a short break. At 1 :32 p.m., Chair Partmann declared the meeting closed to the public for purposes of discussing labor negotiation strategies relative to the Human Services Support Specialists Unit (Teamsters Local 320) regarding compensation issues for the Case Aid position and the new position of Support Enforcement Aid. All Commissioners were present during the closed session. At 1:50 p.m., the Chair declared the meeting adjourned until 1 :00 p.m. Tuesda y 9, 1996.
