OTTER TAIL COUNTY BOARD OF EQUALIZATION
June 17th, 1996
The Otter Tail County Board of Equalization met Monday, June 17th, 1996, at 9:00 a.m., with Commissioners, Malcolm
Lee, Andy Lindquist, Virginia Partmann, William (Bill) Stone, Harley Windels, and County Auditor Wayne Stein present.
Members of the Board were administered an oath, by the Honorable Judge David Battey, to support the Constitution of
the United States and the Constitution of the State of Minnesota and to faithfully execute and discharge the duties of the
County Board of Equalization according to law and to the best of their knowledge, ability and understanding. In addition,
each member of the board signed an oath stating the same as above.

The County Board of Equalization, having heard and discussed the concerns of all individuals in attendance at the
meeting and having read and reviewed all written correspondence submitted prior to the meeting, referred all requests for
consideration to the County Assessor's office for their review, rechecking and recommendations, except for the following:
Phyllis Andersland (Parcel 02-000-99-0331-001 )·
After discussion and consideration, motion was made by Commissioner Bill Stone, seconded by Commissioner Harley
Windels and unanimously carried, to recommend no change in the amount of footage being assessed for the 1996
assessment year.
Robert J. Lafond (Parcel 10-000-11-0076-002)-
After discussion and consideration, motion was made by Commissioner Andy Lindquist, seconded by Commissioner
Malcolm Lee and unanimously carried, to correct the amount of tillable acres as recommended by Bob Moe, County
Assessor. The correction in the classification of the tillable acreage resulted in a land value reduction of $700.00.
Orris Shulstad (Parcel 17-000-02-0016-004 and 17-000-99-01526-000)-
After discussion and consideration, motion was made by Commissioner Malcolm Lee, seconded by Commissioner Andy
Lindquist and unanimously carried, to recommend no additional change in the valuation being assessed for these parcels
for the 1996 assessment year.
Herman Lee (Parcels 17-000-99-0881-000 and 17-000-99-0888-000)-
After discussion and consideration, motion was made by Commissioner Andy Lindquist, seconded by Commissioner Bill
Stone and unanimously carried, to recommend no change in the valuation being assessed for these parcels for the 1996
assessment year.
Helen Wolfe (Parcel 38-000-99-0326-000)-
After discussion and consideration, motion was made by Commissioner Andy Lindquist, seconded by Commissioner Bill
Stone and unanimously carried, to recommend no change in the valuation being assessed for this parcel for the 1996
assessment year.
Irene Markegard (Parcel 38-000-99-0415-000)-
After discussion and consideration, motion was made by Commissioner Bill Stone, seconded by Commissioner Harley
Windels and unanimously carried, to accept the recommendation of Bob Moe, County Assessor, for a reduction in the
valuation of the building, in the amount of $400.00, for the 1996 assessment year.
John A. Snowberg, Jr. (Parcels 56-000-11-0077-000 and 56-000-14-0098-000)·
After discussion and consideration, motion was made by Commissioner Malcolm Lee, seconded by Commissioner Andy
Lindquist and unanimously carried, to reduce the valuation of the land by $7,100.00 for the 1996 assessment year.
Hamilton G. Vasey (Parcel 74-000-99-0192-000)-
After discussion and consideration, motion was made by Commissioner Bill Stone, seconded by Commissioner Andy
Lindquist and carried with Commissioner Malcolm Lee voting no, to recommend no change in the valuation being
assessed for this parcel for the 1996 assessment year.
Woodside Township -
The County Board of Equalization also discussed and considered a 5 percent reduction in the ag land valuation of
Woodside Township. It was noted that a reduction is necessary to bring the valuation of the ag land in Woodside
Township in line with the valuation of ag land in the surrounding townships, as well as, with the valuation of ag land in the
adjacent County. Bob Moe, County Assessor, indicated that he would calculate the amount of the reduction and provide
that information to the Board at its June 25th, 1996, meeting.
After general discussion, Virginia Partmann, Chair, adjourned the County Board of Equalization meeting until June 25th,
1996, at 2 p.m., at which time the County Assessor will make his recommendations and the Board will take final action on
the pending requests.
The County Board of Equalization reconvened at 2:15 p.m. on Tuesday, June 25th, 1996, with Commissioners Andy
Lindquist, Malcolm Lee, Virginia Partmann, Bill Stone, Harley Windels and County Auditor Wayne Stein present. Having
reviewed and given consideration to both the written requests that had been received and to the individual request
presented to the Board of Equalization on June 17th, 1996, the County Assessor made the following recommendations to
the Board:

Bob Moe, County Assessor also recommended a 5 percent reduction in the value of the Ag Land in Woodside Township.
A 5 percent reduction would reduce the total valuation by $258,400.
It should be noted that the County Assessor's recommendations to the Board included changes to the following
individuals who did not request consideration or review of either their valuation or classification, but were the result of the
Assessor's review of other properties requesting consideration:

It should also be noted that where "No Change" is indicated above a determination has been made that the valuation is
comparable to the valuation of other properties within the general area and that the classification is comparable to the
classification of other properties within the general area having the same use and/or soil types.
After review, consideration, and discussion by the Otter Tail County Board of Equalization, a motion was made by
Commissioner Harley Windels, seconded by Commissioner Bill Stone and unanimously carried to instruct the County cilf3
Assessor to contact each of the individuals requesting consideration form the County Board of Equalization regarding the ,4,,,n.
Board's actions and to accept and approve the recommendation of the County Assessor, as individually listed above.
With no further business Virginia Partmann, Chair declared the meeting of the Otter Tail County Board of Equalization
adjourned.
