CALL TO ORDER
The Otter Tail County Board of Commissioners convened Tuesday, December 26, 1995 at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Bill Stone, Chairman;
Harley Windels, Malcolm Lee, Virginia Partmann and Andy Lindquist present.
APPROVAL OF MINUTES
Motion by Partmann, seconded Windels and unanimously carried to approve the minutes of
December 19, 1995, as submitted.
REAPPOINTMENTS -BOARD OF ADJUSTMENT
Motion by Lindquist, seconded Lee and unanimously carried to reappoint the following
members to the Board of Adjustment for a one year term effective January 1, 1996:

FLEXIBLE SPENDING ACCOUNT FEE SCHEDULE

Motion by Lindquist, seconded Lee and unanimously carried to approve the 1996 Flexible
Spending Account Fee Schedule for Administrative Services agreement with DCA, Inc. at
$5.60 per month per participant and to authorize the Chair to sign the agreement on
behalf of Otter Tail County.
REQUEST FOR FORGIVENESS OF PENALTY AND INTEREST
Wayne Stein, Auditor, requested forgiveness of penalty and interest for parcel no.
77-000-99-0164-000, Lakeland Apartments, in the amount of $1,206.98. General consensus
of the board is that the solid waste assessment was accurate, therefore, no action was
taken.
CARRYOVER OF FUNDS -COUNTY EXTENSION
Motion by Windels, seconded Lindquist and unanimously carried to approve a carryover of
the 1995 County Extension budget, in the amount of $11,500, for the purchase of computer
equipment in 1996 as requested by Extension Leader, Denzil Cooper.
CARRYOVER OF FUNDS -COUNTY ATTORNEY
Motion by Partmann, seconded Windels and unanimously carried
the 1995 County Attorney budget, in the amount of $25,000, for
software in 1996 as requested by County Attorney, Wally Senyk.

E-911 ASSESSMENT CERTIFICATION
Motion by Lee, seconded Partmann and unanimously carried to authorize the
County Auditor's signature to execute the E-911 Assessment Certification for Otter Tail
County for 1996.
PAYMENT APPROVAL
Motion by Lee, seconded Lindquist and unanimously carried to approve payment to the
Breckenridge Police Department, in the amount of $4, for an accident report for
insurance purposes.
PAYMENT APPROVED -LONG TERM DISABILITY
Motion by Partmann, seconded Windels and unanimously carried to approve payment, in the
amount of $3,000, to Canada Life Assurance Company to put the Long Term Disability and
Voluntary/Supplemental Life insurance 11 in-force 11 effective January 1, 1996.
FUND TRANSFER -DITCH 21
Motion by Lee, seconded Stone and unanimously carried to transfer $6,000 from the
General Revenue Fund to the Ditch 21 Fund in order to keep the Ditch 21 Fund in the
black at year-end 1995 as recommended by the Auditor.
BID OPENING SET -RECYCLING TRUCKS
Motion by Partmann, seconded Lindquist and unanimously carried to set the bid opening
date for Recycling Trucks on January 23, 1996, at 1:00 p.m.
STIPULATION FOR ENTRY OF JUDGMENT
Motion by Lee, seconded Partmann and unanimously carried to authorize the Chair's
signature to execute a Stipulation for Entry of Judgment in a tax appeal matter between
Nicoloff and Otter Tail County.
FMLA PAYMENTS APPROVED
Motion by Partmann, seconded Lee and unanimously carried to approve total payment of
$2,183.72 to nine employees due to the acceptance and revision of the Otter Tail County
Family and Medical Leave Act policy.
PAYMENT APPROVED -ROTARY BROOM
Motion by Lee 1 seconded Lindquist and unanimously carried to approve payment, in the
amount of $26,448.21, payable to Swanston Equipment Corporation for one Rotary Broom,
Self-Propelled per Purchase Order #56043.
COMMUNICATION -LOCAL LEGISLATORS
Commissioner Lee discussed the need to correspond with legislators regarding the
elimination of costly, unproductive mandates by the state such as mailing Truth In
Taxation notices. The County Coordinator and County Attorney will draft a resolution
~)· and organize a meeting with local legislators.

APPROVAL TO PAY BILLS
Motion by Lee, seconded Partmann and unanimously carried to approve the following bills
per Attachment A of these minutes which includes a lodging payment as follows:

COMMISSIONER PAY INCREASE RESOLUTION
OTTER TAIL COUNTY RESOLUTION NO. 95-69
Upon a motion by Windels, seconded by Lindquist, the Otter Tail County Board of
Commissioners adopts the following resolution:
WHEREAS, Minnesota Statutes 375.055 provides that County Commissioners shall receive as
compensation annual salaries and, in addition, may receive per diem payments and
reimbursements for necessary expenses incurred in performance of the duties of their
office, as set by resolution of the County Board; and
WHEREAS, the current base annual salary of the County Board of Commissioners is
$14,705.00, as set by a resolution adopted in December of 1989, which took effect on
January 1 1 1990, and has been in effect for six years; and
WHEREAS, three percent cost-of-living increase in the County Commissioners' base salary
for 1996, which is the same cost-of-living increase that will be provided to all county
employees, will be a modest and justifiable change in their compensation.
NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Commissioners shall receive a
three percent increase in their annual base salary for 1996, to a new amount of
$15,146.00.
BE IT FURTHER RESOLVED, that the per diem and expense reimbursements for County
Commissioners shall remain unchanged for 1996.

Steve Andrews, Treasurer, requested forgiveness of penalty, in the amount of $68.88, for
Douglas Etten, Tordenskjold Township. Motion by Lindquist, seconded Lee and unanimously
carried to deny penalty and interest of $68.88 for parcel no. 58-000-99-0334-000 based
on county policy.
