CALL TO ORDER
The Otter Tail County Board of Commissioners convened Tuesday, December 12, 1995 at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Bill Stone, Chairmani
Harley Windels, Malcolm Lee, Virginia Partmann and Andy Lindquist present.
APPROVAL OF MINUTES
Motion by Partmann, seconded Lindquist and unanimously carried to approve the minutes of
December 6, 1995, as submitted.
SOURCE REDUCTION RESOLUTION
OTTER TAIL COUNTY RESOLUTION NO. 95-66
Upon motion by Lindquist, seconded Partmann and unanimously carriedr the following
resolution was adopted:
WHEREAS, Otter Tail County recognizes that source reduction is an activity that prevents
waste from being generated, and
WHEREAS, Otter Tail County employees can practice source reduction by:
1. reducing the amount of materials used,
2. using a product with lesser toxicity,
3. reusing a product or material,
4. using products and materials that are repairable, refillable and/or durable, and
WHEREAS, Otter Tail County employees will use County facilities, equipment and other
resources in an environmentally responsible manner so that energy is conserved and
resources are sustained, for example:
1. Employees will car-pool to other county facilities and/or cities for county
business and job related appointments.
2. Employees will maintain and service county vehicles on a regular basis to achieve
fuel efficiency, conservation and extended durability.
3. Whenever possible, employees will strive to conserve paper, electricity and water.
4. When making purchases, employees will choose items with lesser packaging,
recyclable packaging and products and packaging with recycled content.
WHEREAS, Otter Tail County employees will observe and execute Federal and State laws and
mandates while making strides toward source reduction and environmental stewardship:
(MN Statute l.6B.121) Purchase of Recycled, Repairable, Durable Materials ... 11 When the
price of recycled materials does not exceed the price of nonrecycled materials by more
than 10 percent ... a public entity shall purchase recycled rnaterials.11
0 (MN Statute 16B.122, Subd. 2) Purchases, Printing
(a) Whenever practical, a public entity shall:
(1) purchase uncoated office paper and printing paper;
(2) purchase recycled content paper with at least ten percent post-consumer
material by weight;

(b)
(3) purchase paper that has not been dyed with colors, excluding pastel colors;
(4) purchase recycled content paper that is manufactured using little or no
chlorine bleach or chlorine derivatives;
(5) use no more than two colored inks, standard or processed, except in formats
used to convey meaningi
(6) use reusable binding materials or staples and bind documents by methods that do
not use glue;
(7) use soy-based inksi
(8) produce report publications and periodicals that are readily recyclable.
Paragraph (a), clause (1), Does not apply to coated paper that is made with at
least 50 percent postconsumer material.
(c) A public entity shall print documents on both sides of the paper where commonly
accepted publishing practices allow.
NOW, THEREFORE, BE IT RESOLVED, that all Otter Tail County Departments and employees
will practice source reduction to set an example in a leadership role to other public
entities, businesses and individuals in Otter Tail County.

CERTIFICATION OF THE COUNTY BOARD OF COMMISSIONERS
U.S. FISH & WILDLIFE SERVICE -EASEMENT
Upon a motion by Lee, seconded Lindquist and unanimously carried the Board approved the
following:
In accordance with a Procedural Agreement between the Minnesota Department of Natural
Resources and the U.S. Fish and Wildlife Service, dated May 23, 1962, certification by
the County Board of Commissioners for acquisition of lands by the U.S. Fish and Wildlife
Service is requested.
Representatives of the U.S. Fish and Wildlife Service met with the Board of
Commissioners of Otter Tail County, State of Minnesota, an December 12, 1995, and
informed the Commissioners that a waterfowl easement has been secured from Edgar L. Boen
on the following described lands:
T. 133 N., R. 42 W., 5th P.M.
Section 14, SE1/4SE1/4.
The County Board of Commissioners considered the above request for acquisition by the
U.S. Fish and Wildlife Service and the Board certified the land for acquisition.

BUDGET/CAPITAL IMPROVEMENT REQUEST POLICY
Motion by Windels, seconded Lee and unanimously carried to adopt the policy of referring
budget requests and/or capital improvement requests directly to the Budget and/or
capital Improvement Committees prior to hearing the request before the full Board.
WETLAND CONSERVATION ACT
Motion by Lee, seconded Windels and unanimously carried to direct the County Attorney to
draft a letter to Bob Stevenson, Chairman of AMC Region IV, stating that the county is
considering rescinding their action adopting the Wetland Conservation Act.
FERBER NOMINATION RESOLUTION
OTTER TAIL COUNTY RESOLUTION NO. 95-65
Upon motion by Lindquist, seconded Partmann and unanimously carried, the following
resolution was adopted:
WHEREAS, Kelly Ferber served for 21 years with the U.S. Army and the Minnesota National
Guard, and
WHEREAS, Kelly Ferber has been extremely active in veterans organizations at the local,
state and national level, and
WHEREAS, Kelly Ferber has given of his time and talent to work on various veterans
issues, and
WHEREAS, the Otter Tail County Board would like to have someone from West Central or
Northwestern Minnesota appointed to serve on the Minnesota Veterans Home Board and Kelly
Ferber meets this requirement.
NOW, THEREFORE, BE IT RESOLVED, by the Otter Tail County Board, Otter Tail County,
Minnesota, to offer this resolution of support for the nomination of Kelly Ferber to
serve on the Minnesota Veterans Home Board.
Adopted this 12th day of December, 1995.

PLANNING COMMISSION RECOMMENDATIONS
Motion by Lee, seconded Lindquist and unanimously carried to approve the following
Conditional Use Applications as recommended by the Planning Commission subject to any
conditions noted by the Commission or indicated herein:
Mavis Frazier, Frazier's Campground -Lake Lida
Jefferry Gaudette -Rush Lake
Tom Hansen -Pelican Lake
Daniel & Linda Larson -Unnamed Lake: with clarification that drain field cited is not
the sewage system for the house.
RIDGEWOOD COUNTRY ESTATES
Motion by Lee, seconded Partmann and unanimously carried to direct the Land & Resource
Administrator to send a letter to the developers of Ridgewood Country Estates indicating
that the proposed road design is inconsistent with the county's ordinance.
CHARLIE'S BEACH
Motion by Windels, seconded Partmann and unanimously carried to approve the final plat
of Charlie's Beach, Charles/Sandra Kirchenwitz -Carol Gardner, on Tenter Lake.

RECESS/RECONVENED
Chairman Stone called for a five minute recess. The Board reconvened at
PELICAN RAPIDS TAX INCREMENT HOUSING DISTRICT NO. 4
Motion by Lee, seconded Lindquist and unanimously carried to acknowledge receipt of a
notice of the proposed adoption of Pelican Rapids Tax Increment Housing District No. 4
with a public hearing to be held at 7:30 p.m. on January 8, l996 at the Pelican Rapids
Public Library meeting room, 25 West Mill Avenue ..
TRUTH IN TAXATION MEETING OUTLINE
Auditor, Wayne Stein, along with Accountant, Mitzi Pederson, outlined the informational
handout materials being provided for the evening's Truth In Taxation Public Hearing.
APPROVAL FOR PAYMENT
Motion by Windels, seconded Partmann and unanimously carried to approve payment of
$329,053 payable to C.I. Construction, Alexandria, MN, for structural materials for the
new recycling facility.
DRUG & ALCOHOL ABUSE & TESTING POLICY
Safety Director, Tim Hunt, provided copies of the Otter Tail County Operational Policies
regarding Drug and Alcohol Abuse & Testing for approval. A motion was offered by
Partmann, seconded Lindquist and unanimously carried to approve the policies subject to
meeting and conferring with the affected bargaining units to the terms and conditions of
employment stated in the policies.
RECESS
At 2:40 p.m., Chairman Stone declared the meeting of the Otter Tail County Board of
Commissioners in recess until the 7:30 p.m. Truth In Taxation Public Hearing.

RECONVENED
The Otter Tail County Board of Commissioners was reconvened by Commissioner Bill Stone,
Chairman, at 7:30 p.m. on December 12, 1995, for the purpose of conducting the Truth In
Taxation Public Hearing.
PUBLIC HEARING -TRUTH IN TAXATION
In addition to Commissioner *Bill Stone, Chairman, Commissioners Malcolm Lee, Andy
Lindquist, Virginia Partmann and *Harley Windels, the following County staff were in
attendance:

Chairman Stone provided a brief statement regarding the order of the business for the
hearing and the topics for consideration. Chairman Stone then called upon Larry Dorn,
Dorn Company Inc.
Larry Dorn addressed the following topics:
1. the integrity of Otter Tail County's current financial position;
2. the outstanding debt level and interest expense of Otter Tail County; and
3. the level of interest income.
Chairman Stone then called upon Wayne Stein, County Auditor, for the presentation of the
proposed 1996 budget and tax levy.
Wayne Stein, County Auditor, asked those in attendance if they had any specific
questions that could be addressed prior to the presentation of the proposed 1996 budget
and tax levy. Questions were raised concerning the calculation of the information

presented on the proposed statement and the percentage of increase on a specific
statement.
Wayne Stein, Auditor, briefly explained the materials in the Truth In Taxation Public
hearing handout and answered additional questions. An overview of the the Truth in
Taxation process, the factors involved in the tax calculations, the proposed 1996 budget
and the proposed 1996 gross and net tax levies was provided to those in attendance. A
proposed budget of $39,305,870, a proposed gross tax levy of $13,298,831 and a proposed
net tax levy of $11,255,025 was presented for consideration by the Otter Tail County
Board of Commissioners (detailed handout provided and on file for review).
Chairman Stone then asked for additional public comments and/or questions. Vic Horne,
President of the Pelican Lake Association, complemented the County Board and the Budget
Committee for their efforts in reviewing and preparing the County's 1996 budget and tax
levy.
With no further discussion and/or comments from the public regarding the proposed 1996
budget and tax levy, Chairman Stone declared the hearing closed for public comment.
Motion was offered by Commissioner Lee, seconded by Commissioner Partmann and
unanimously carried to schedule the subsequent hearing, for the adoption of the final
budget and tax levy, on Tuesday, December 19, 1995, at 9:30 a.m.
ADJOURNMENT
Hearing no further business, at 8:20 p.m. Chairman Stone declared the meeting of the
Otter Tail County Board of Commissioners adjourned until 9:30 a.m. on Tuesday,
December 19, 1995.
