HomeMy WebLinkAboutBoard of Commissioners - Minutes - 11/28/19950 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Tuesday, November 28, 1995 l:00 p.m. CALL TO ORDER The Otter Tail County Board of Commissioners convened Tuesday, November 28, 1995, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Bill Stone, Chairman; Harley Windels, Malcolm Lee, Andy Lindquist and Virgin,ia Partmann present. APPROVAL OF MINUTES Motion by Lee, seconded Lindquist and unanimously carried to approve the minutes of November 21, 1995, as submitted. APPROVAL OF PERFORMANCE SUMMARY Motion by Partmann, seconded Lee and unanimously carried to approve a very favorable performance review summary as presented for Rick West, Highway Engineer. TRUTH IN TAXATION STATEMENTS Wayne Stein, Auditor, discussed with board members, the truth in taxation statements issued through the use of the new computer system. Because of the calculation order of ag parcels, in situations of property owners with multiple parcels, the statement may show some parcels with large percentage increases and others with large decreases, however, the total percentage falls within an acceptable range. FINAL PLAT -11 LITTLE ELBOW 11 Motion by Lee, seconded Windels and unanimously carried to approve the final plat of "Little Elbow11 , Section 26 & 27, Dora Township, Little & Shallow Lakes. CENTRAL LAKES TRAIL Bill Kalar, Land & Resource Director, provided a 11 Central Lakes Trail 11 brochure issued by the Fergus Falls Chamber of Commerce. Discussion followed. The board directed the County Attorney to write a letter to the Fergus Falls Chamb_er relative to the Central Lakes Trail and directed Mr. Kalar to request representation from OCTA at the next regular board meeting. NEW SEWAGE SYSTEM RULES Bill Kalar, Land & Resource Director, reported that the proposed State of Minnesota Rules, Chapter 7080, pertaining to sewage systems will apparently become effective April 1, 1996. State specialty licensing, enforcement of rules, and rural inspection was discussed. (j Q Otter Tail County Board of Commissioners November 28, 1995 Page 2 FORGIVENESS OF PENALTY Motion by Windels, seconded Lindquist and unanimously carried to forgive penalty, in the amount of $25.50, for Gerald R./JoAnn M. Hamans for the following parcels for payable 1995 tax: 05-000-04-0021-000, 04-000-32-0233-002, 04-000-33-0238-001 The payment for these parcels was mailed locally and proof of postmark from California was submitted. ADJOURNMENT At 2:23 p.m., Chair Stone declared the Otter Tail County Board of Commissioners' meeting adjourned until 9:30 a.m. Wednesday, December 6, 1995.
