HomeMy WebLinkAboutBoard of Commissioners - Minutes - 07/25/19950 0 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Tuesday, July 25, 1995 l:00 p.m. CALL TO ORDER The Otter Tail County Board of Commissioners convened Tuesday, July 25, 1995, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Bill Stone, Chairman; Harley Windels, Virginia Partmann, Andy Lindquist and Malcolm Lee present. APPROVAL OF MINUTES Motion by Lindquist, seconded Lee and unanimously carried to approve the minutes of July 18, 1995, with clarification on Page 2 under 11Milling Equipment II as presented in the official copy of the minutes. BID OPENING: FOUR HEAVY DUTY TANDEM AXLE SNOWPLOWING DUMP TRUCKS At 1:00 p.m., after having previously advertised for bids, the Highway Engineer opened the following bids for Four (4) Heavy Duty Tandem Axle Snowplowing Dump Trucks: Alexandria Diesel, Inc. $183,232.00 Alexandria, MN Boyer Ford Trucks 151,239.60 Mpls., MN Fargo Freightliner 178,080.00 Fargo, ND Hall GMC, Inc. 214,039.00 Fargo, ND Lakeland Ford Truck Sales 167,600.00 South St. Paul, MN Wallwork's Truck & Trailer Center 193,224.00 Fargo, ND The Highway Engineer will review the bids and report back to the board with a recommendation for award. RECYCLING DISCUSSION Wadena County Chairman, Orville Meyer, along with other Wadena County Board members, and Solid Waste Officer, Greg Kempf, appeared before the Board to discuss Wadena County's recycling situation. Chairman Meyer stated Wadena County's interest, if there is a possibility, to have Otter Tail County process some or all of Wadena County's recyclables. Solid Waste Officer, Greg Kempf, explained Wadena County's present situation contracting with Hubbard County at approximately $SB/ton to dispose/market recyclables. Otter Tail County Solid Waste Director, Mike Hanan, explained that presently, Otter Tail County's recycling facility is above capacity and could not assist Wadena County, however, when Otter Tail County's new facility is complete, a market dependant contract to process and market Wadena County's recyclables would be possible. Otter Tail County Board of Commissioners July 25, 1995 Page 2 Transportation and separation issues were discussed. Recycling Center Manager, Bob Williams, recommended meeting with Mr. Kempf to discuss concerns and a potential U agreement. 0 CJ DMG POSITION DESCRIPTIONS AND CLASSIFICATIONS Reclassification Committee Members, Diane Thorson, Chuck Kitzman and Kevin Newborg updated the board regarding the job classification process currently underway with David M. Griffith and Associates. Ms. Thorson reported that job descriptions and overall ranking data had been distributed to Department Heads 1 thus, completing the equity portion of the project. Discussion followed. CAPITAL IMPROVEMENT BUDGET Commissioner Lee introduced the Capital Improvement Budget discussion and questioned what dollar amount is considered a capital improvement for budget purposes. Accountant, Mitzi Pederson, presented a proposal to establish a Special Revenue Fund for Capital Outlay. Lengthy discussion took place. Board members directed Accountant, Mitzi Pederson, and Auditor, Wayne Stein, to write a Capital Improvement Plan and submit the plan to the board. FERGUS FALLS REGIONAL TREATMENT CENTER COALITION Accountant, Mitzi Pederson, presented a budget proposal from the Fergus Falls Regional Treatment Center Coalition designating $10,000 (1995 budget) and $5,000 (1996 budget) from Otter Tail County on a 2:1 match with RTC employees. Board members directed that that the previous 1994 motion allocating $17,000 in this regard applies. $8,384 was paid out in 1994. If the Regional Treatment Center shows employee contribution, Otter Tail County will contribute the remainder of $8,616 as the previous motion stated. LIQUOR LICENSE Motion by Windels, seconded Lee and unanimously carried to approve the following application for license: Perham Oasis Perham Coop Creamery Assoc. Perham, MN Off-Sale Non-Intoxicating Malt Liquor License. JOINT OTTER TAIL/WILKIN DITCH #2 Auditor, Wayne Stein, reported that Tom Richels, Wilkin County Highway Engineer, indicated that Wilkin County is planning to spray the joint Otter Tail/Wilkin ditch system for cattails. The estimated cost for spraying the system is between $4,000 and $5,000. Board members expressed agreement with this plan. THIRTY DAY NOTICE REQUIREMENT -TIF DISTRICT County Auditor, Wayne Stein, reported that M.S. 469.175 Subd. 2 provides that before formation of a tax increment financing district, the authority shall provide the members of the County Board of Commissioners, at least thirty days prior to the scheduled public hearing, its estimate of the fiscal and economic implication of the proposed tax increment financing district. The thirty day requirement is waived if the County Board submits written comments to the authority after receipt of the information. The hearing was scheduled for June 30, 1995. The County received notice June 20, 1995. The County did not submit written comments after receipt of this notice and prior to the public hearing, therefore, the thirty day notice requirement was not waived. The City of Vergas requests that the County Board adopt a motion waving the thirty day notice requirement. Otter Tail County Board of Commissioners July 25, 1995 Page 3 Motion by Lee, seconded Lindquist and unanimously carried to waive the thirty day notice requirement that the authority is to provide to the County as per M.S. 469.175 Subd. 2. BUSINESS RECORDS CORPORATION (BRC) CONTRACT MIS Director, Tim Brand, updated the board on the computer project including progress in cabling, word processing training and future tax system education. Concern regarding a time schedule to purchase and install equipment was expressed. County Attorney, Wally Senyk, recommended that Otter Tail County negotiate an addendum to the BRC agreement that requires a timeline for performance by BRC. Board members directed that a meeting be set-up with Tim Brand, Wally Senyk, and Kevin Delaney of BRC with a proposed deadline for performance prepared by Brand. SEWER & WATER PROJECT -BATTLE LAKE GARAGE Highway Engineer, Rick West, reported that the low bidder, Delzer Construction, will provide city sewer and water to the west portion of the City of Battle Lake which includes Highway Garage #8. Otter Tail County's approximate cost of this project is $20,000. Motion by Lindquist, seconded Windels and unanimously carried to proceed with the Battle Lake sewer and water project to service Otter Tail County's property as recommended by West. BID OPENING DATE SET -S.P. 56-590-02 Motion by Windels, seconded Partmann and unanimously carried to set the bid opening date for the Perham Bike Path project (S.P. 56-590-02) for August 22, 1995, at 1:00 p.m. PROPOSED VETERANS HOME Fergus Falls City Administrator, Jim Nitchals, reported on the proposed Veterans Home project. Nitchals stated that the formal grant offer from the Federal Government has not been received by the State of Minnesota. Project planners are waiting for the formal offer. The process of selling the county bonds for this project was discussed. Treasurer, Steve Andrews and Nitchals will report to the board with specific dates for a plan to sell the bonds for the project. The County Attorney will contact bond counsel for further details. Treasurer, Steve Andrews, discussed financing and up-front bond costs. PERFORMANCE EVALUATION SUMMARIES Motion by Windels, seconded Lee and unanimously carried to approve favorable performance review summaries for Social Services Director, Tom Fawcett, and Building Maintenance Supervisor, Rick Sytsma, and further, to direct that these summaries are placed in their personnel files, ADJOURNMENT At 3:40 p.m., Chairman Stone declared the meeting of the Otter Tail County Board of Commissioners adjourned until 9:30 a.m. on Tuesday, August 1, 1995.
