HomeMy WebLinkAboutBoard of Commissioners - Minutes - 07/11/1995J :t-✓---, , , ·t' t 0 9 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Tuesday, July 11, 1995 1:00 p.m. CALL TO ORDER The Otter Tail County Board of Commissioners convened Tuesday, July 11, 1995, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Bill Stone, Chairman; Harley Windels, Virginia Partmann, Andy Lindquist and Malcolm Lee present. MINUTES APPROVED Motion by Lee, seconded Partmann, and unanimously carried to approve the July 5, 1995, minutes of the County Board as submitted. HISTORICAL SOCIETY Chris Schuelke, Director of the Otter Tail County Historical Society, discussed the issue of the milling equipment having been placed, and subsequently removed, in the mill at Phelps. Rick West, Highway Engineer, was present to discuss safety and liability issues as well as structural concerns with such equipment should it have remained in the mill. He stressed that the State Electrical Inspector has indicated specific requirements essential for compliance with the regulations which would require a substantial investment. The Board was supportive of the interpretive efforts and agreed that the display was well done. Schuelke assured the Board they would be kept informed. FEDERAL ANTI-DRUG ABUSE ACT FUNDS RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT OTTER TAIL COUNTY RESOLUTION NO. 95-39 Motion by Lindquist, seconded Lee, and unanimously carried to adopt the following resolution: WHEREAS, the Minnesota Department of Public Safety has been designated to administer law enforcement funds available through the Federal Anti-Drug Abuse Act of 1986; and WHEREAS, the County is eligible to receive funds for services set forth in its grant application: NOW, THEREFORE, IT IS RESOLVED THAT the County of Otter Tail enter into a cooperative agreement with the Office of Drug Policy in the Minnesota Department of Public Safety for the project entitled the West Central Minnesota Task Force during the period from January 1, 1996 through December 31, 1996. BE IT FURTHER RESOLVED THAT the Sheriff and County Treasurer be and hereby are authorized to execute such agreements as are necessary to implement the project on behalf of Otter Tail County. PLANNING COMMISSION RECOMMENDATIONS Motion by Lee, seconded Partmann, and unanimously carried to approve the following Conditional Use Applications as recommended by the Planning Commission with conditions1 if any, as outlined by the Commission: Camp of the Master, Sheldon Tornquist -East Leaf Lake Frank & Zelda Lachowitzer -Big Pine Lake Hollis Quamme -Little Pine Lake Ron Jordan, Leonard Rheault -Lake Lizzie Virginia Miller -Lake Lizzie Craig Schweer, Floyd Schweer -Lake Lida Terry & Catherine Wilde -Jewett Lake Daniel & Debbie Ament -Boedigheimer Lake Motion by Lee, seconded Partmann, and unanimously carried to approve the Preliminary Plat of 11 Sullivan Addition" -Wesley Madson -Pickerel Lake 1 with the condition that future lots do not contain any wetlands. CONDITIONAL USE APPLICATION: LEE ROBERTS -BIG PINE LAKE After discussion with Commissioner Partmann who had also viewed the property of Lee Roberts regarding a Conditional Use Application on Big Pine Lake, a motion was offered by Windels, seconded Lee and unanimously carried to give Lee Roberts the option to contact the Land & Resource Director to look at the property to determine what resolution, if any, can be made or Roberts may apply for another Conditional Use Application with a changed plan. In other entitled, business, &ill Kalar, Land & Resource Director, provided copies of a handout 1'Feedlot Rule Update" to commissioners for their information. APPROVAL OF MINUTES Motion by Windels, seconded Lee, and unanimously carried to approve the minutes of the June 20, 1995, meeting as submitted. 0 w Otter Tail County Board of Commissioners July 11, 1995 Page 3 LICENSES Motion by Partmann, seconded Windels, and unanimously carried to approve the following application for license: Kern, Inc. Oakwood Golf Course Ottertail, MN On/Off-Sale Non-Intoxicating Malt License LAW ENFORCEMENT VEHICLES Motion by Windels, seconded Lindquist, and unanimously carried to approve the payment of $103,302 to Superior Ford, Inc. for the purchase of six law enforcement vehicles as identified in invoices 7454 through 7459. OTTER TAIL COUNTY HRA BOARD APPOINTMENT Motion by Lindquist, seconded Partmann I and unanimously carried to reappoint Janice Palan to a five year term on the Otter Tail County Housing and Redevelopment Authority Board effective August 1, 1995 through August 1, 2000. TODD COUNTY COMPREHENSIVE LOCAL WATER PLAN UPDATE '95 The Todd County Soil and Water Conservation District has submitted for review and comment the Todd County Comprehensive Local Water Plan Update -95. Comments are to be submitted not later than September 8, 1995. A public hearing is scheduled for September 19, 1995. WEST OTTER TAIL SOIL & WATER CONSERVATION DISTRICT: REVIEW/UPDATE OF PROGRAMS A delegation of West Otter Tail Soil & Water Conservation District members who included .Norm Fjestad, District Chairman; Brad Mergens, District Technician; Kathy Truax, Office Administrator; Cliff Keller and Julian Sjostrom presented a review and update of the district's programs. STATE BOARD OF EQUALIZATION: '95 LAW CHANGES Bob Moe, Assessor, reviewed for discussion purposes the 1995 law changes with regard to the Minnesota State Board of Equalization. ASSESSMENT RATES FOR 1996 ASSESSMENTS After discussion with Bob Moe, Assessor, in support of using the same assessment rates in 1996 as was used in 1995, a motion was offered by Windels, seconded Partmann, and unanimously carried to use the assessment rates per parcel in 1996 as was used for 1995 assessments. BRC CONTRACT Motion by Portmann, seconded Lee, and unanimously carried to authorize the County Attorney to make recommended changes in the contract with Business Records Corporation (computer contract) as presented and, further., to authorize the designated Otter Tail County officials to execute said contract.
