HomeMy WebLinkAboutBoard of Commissioners - Minutes - 06/27/1995Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Tuesday, June 27, 1995 1:00 p.m. CALL TO ORDER The Otter Tail County Board of Commissioners convened Tuesday, June 27, 1995, at 1:05 p.m. at the Otter Tail County Courthouse with Commissioners Bill Stone, Chairman; Harley Windels, Malcolm Lee, and Andy Lindquist present. Commissioner Partmann was absent. LIQUOR LICENSES Motion by Lindquist, seconded Lee and unanimously carried to approve the following applications for license: Colonial Lounge On-Sale Liquor License, Sunday Liquor Suzanne Roble-Doom License and Off-Sale Perham, MN Non-Intoxicating Malt Liquor License Subject to the approval of the County Attorney's office and the County Sheriff's office. The letter outlined a procedure to be followed to ensure vacancy of personal property on the premises. Motion by Windels, seconded Lindquist and unanimously carried to approve the Auditor1 s outlined procedure and authorize the letter to be sent to the State Fire Marshall with an addition that Otter Tail County intends to pursue either collection of rent or clean-up in lieu of rent. POSTAL VERIFICATION CARD SERVICE REQUEST AGREEMENT Motion by Lindquist, seconded Windels and unanimously carried to authorize the County Auditor to sign the Postal Verification Card Service Request agreement with the InterTechnologies Group of the Department of Administration through the Office of the Secretary of State for the production and mailing of Postal Verification Cards, for the period of July 1, 1995, through June 30, 1996, at a cost of .24 per card. WORK STUDY PROGRAM Auditor, Wayne Stein, informed the Board of a Work Study Program whereby the Auditor's Office could benefit from a work study_ student currently attending Alexandria Technical College. Motion by Lee, seconded Lindquist and unanimously carried to approve the Work Study Program as presented and recommended by the Auditor. HOUSEHOLD HAZARDOUS WASTE MOBILE COLLECTION UNIT Solid Waste Director, Mike Hanan, Lyle Rosenow, presented a drawing mobile unit. The recommended mobile and Household Hazardous Waste Coordinator, of a Household Hazardous Waste Collection Vehicle unit is a gooseneck trailer 8' x 24' with an awning \_ -Otter Tail County Board of Com.missioners June 27, 1995 [ Page 3 8' x 20' to cover bulk items in case of inclement weather. The mobile unit would be used for collection of hazardous waste in Otter Tail, Wilkin, Traverse and Grant Counties. A 3/4 ton pickup would be required to pull the trailer. Three quotations were received by the Solid Waste Department for the mobile trailer unit. Hanan informed the Board of the need to include either a purchase order or receipt for a mobile unit with the grant agreement by July 1, 1995. Motion by Windels, seconded Lindquist and unanimously carried to approve Otter Tail County's intention to purchase a mobile Household Hazardous Waste vehicle, however, two different methods of transportation are being examined. COMPUTER PROJECT UPDATE Management Information Systems Director, Tim Brand, reported that the new AS400 has been installed and the new computer room is 80% complete. Brand is examining a different way of monitoring for heat and fire. Word processing training on the new software (Office Vision) is scheduled for July 25 and 26. Office space for the MIS Department is currently being remodeled. Motion by Lee, seconded Windels and unanimously carried to approve purchase of six cubicles which includes desks, workspace and shelving for the MIS Department, in the amount of $17,610, from Coopers Office supply in Fergus Falls. SEWAGE DISPOSAL INSTALLERS LICENSE Motion by Lee, seconded Lindquist and unanimously carried to approve the following application for Sewage Disposal Installers License: Bergstrom's Backhoe Service, Darryl Bergstrom, Detroit Lakes, MN EXTENSION OF FILING FINAL PLAT -SUNSET SHORES 0 Motion by Lee, seconded Windels and unanimously carried to approve the request of Jim & Anne Eidsvold for extension of filing for the final plat of Sunset Shores, Clitherall Lake, until October 31, 1995. 0 WETLAND TRAINING PROGRAM Motion by Windels seconded Lindquist and carried, with Lee opposed, to send one employee of the Land & Resource Office to a BWSR meeting/seminar to learn to identify wetland types of plants and vegetation at a cost of $186.50. APPROVAL TO PURCHASE TRUCK Land & Resource Director, Bill Kalar, reported that a 1988 Plymouth Horizon in Kalar's department needs to be replaced. A 1/2 ton pickup is included in the 1995 Land & Resource Department budget. several quotations were received. Motion by Lee, seconded Windels and carried, with Lindquist abstaining, to approve the purchase of a 1/2 ton, automatic (4.9L) pickup from Nelson Ford of Fergus Falls, in the amount of $13,200 plus $500 for a topper. CORRESPONDENCE ACKNOWLEDGED Chairman Stone acknowledged receipt of a final payment request from the West Central Initiative Fund. The letter will be forwarded to the Auditor for verification. CONVEYANCE OF EASEMENT FOR WETLAND RESTORATION Motion by Lee, seconded Lindquist and unanimously carried to authorize the Chair's signature on a Conveyance of Easement for Wetland Restoration agreement between James N. and Vonda L. Perrin and Otter Tail County. The permanent easement of 42 acres for the sum of $20,800 is on land described as follows: \, Otter Tail County Board of Commissioners -=-June 27, 1995 • Page 4 0 Q A tract of land located in the Southeast Quarter and East Half of the Southwest Quarter of Section Nine (9), Township One Hundred Thirty-five (135) North, Range Forty-three (43) West. 1995 COUNTY WIDE TRAFFIC MARKING CONTRACT -CP 95:TM Motion by Lee, seconded Lindquist and unanimously carried to authorize the Chair's signature on the 1995 County Wide Traffic Marking Contract with Traffic Marking Service, Inc. of Buffalo, MN, as previously awarded. STATE RAILBANK PROPERTY TRAIL PERMIT Motion by Lindquist, seconded Windels and unanimously carried to authorize the Chair's signature on the Trail Permit agreement with MnDOT for the State Railbank Property subject to the acceptance by Otter Country Trails Association (OCTA) of an addendum to the Trail Permit designating responsibility and liability for maintenance, signage, etc. of this recreational trail to OCTA. CENTRAL TRAILS PERMIT RESOLUTION OTTER TAIL COUNTY RESOLUTION #95-38 Upon a motion by Lindquist, seconded Windels and unanimously carried, the following resolution was adopted: WHEREAS, the Commissioner of Transportation of the State of Minnesota has made available certain State Railbank property from the northerly right-of-way line of Trunk Highway 210 to the southerly Otter Tail County line for the purpose of constructing, maintaining and supervising a recreation trail, and WHEREAS, the County of Otter Tail desires to make available to its citizens and visitors, such an area for the aforementioned purposes, in harmony and keeping with its recreational plan, and, WHEREAS, the County of Otter Tail is willing to operate, maintain, and safeguard the facility as set forth in the Trail Permit, attached hereto, and made a part thereof, NOW, THEREFORE, BE.IT RESOLVED, that the Chairperson of the Board of County Commissioners execute the aforesaid Trail Permit.
