OF THE
OTTER TAIL COUNTY BOARD OF EQUALIZATION
June 19th, 1995
The Otter Tail County Board of Equalization met Monday, June 19th, 199S, at 9:30 a.m.,
with Commissioners Malcolm Lee, Andy Lindquist, Virginia Portmann, William (Bill) Stone,
Harley Windels, and County Auditor Wayne Stein present. ftembers of the Board were
administered an oath, by the Honorable Judge Harland Nelson, to support the Constitution
of the United States and the Constitution of the State of Minnesota and to faithfully
execute and discharge the duties of the County Board of Equalization according to law and
to the best of their knowledge, ability and understanding. In addition, each member of
the board signed an oath stating the same as above.

The following individuals had made an appointment to meet with the County Board of
Equalization but did not appear:
Ron Hegerle -Audra! Township -03-000-30-0218-900
Mr. Hegerle called the Auditor's office on the morning of June 19th, 1995, stating
that he would be unable to keep his appointment with the Board of Equalization due to
a conflict with his work schedule. During our phone conservation Mr. Hegerle
expressed concerns regarding the increased valuation of his property.
Edward Moravec -Rush Lake Township -53-000-99-0283-000
Mr. Moravec appeared at the Auditor's office on the morning of June 19th, 1995. At
that time staff made an appointment for him to meet with the Board of Equalization at
the next available opening. The next available opening on the agenda was at 3 p.m.
When the Board of Equalization reached that point on the agenda the Chairman called
for ftr. Moravec who at that time was found to not be in attendance.
•After a discussion and a review of the request presented by ftr. Joey Brasel motion was
made by Andy Lindquist seconded by Harley Windels and unanimously carried, to deny
homestead classification for the assessment year 1993 payable 1994 as recommended by the
Township Board. At a previously held regular meeting of the Otter Tail County Board the
Commissioners asked the Township Board to review an earlier decision made by the Local
Board of Review regarding the classification of Mr. Brasel's property as non-homestead for
the assessment year 1993 payable 1994 and to make a recommendation to the County. After
the additional review and consideration, the Township Board recommended denying the
homestead classification for assessment year 1993, but apparently granted homestead
classification for assessment year 1994. ftr. Brasel was advised, by ftr. Moe, Otter Tail
County Assessor, that the Township Board did not have the authority to review the
classification of his property for the assessment year 1994 since the classification of
his property for assessment year 1994 had not been discussed at a local board of review.
The classification of ftr. Brasel's property for assessment year 1994 payable 1995 was
determined by the County Assessor's office and based on the information available a
determination had been made that Mr. Brasel's property was not eligible for homestead
classification for the assessment year 1994 payable 1995. In addition, Mr. Brasel was
informed that he needed to submit a homestead application for the assessment year 1995
payable 1996 to receive consideration for a homestead classification.
The County Board of Equalization, having heard and discussed the concerns of all
individuals in attendance at the meeting and having read and review all written
correspondence submitted prior to the meeting, referred all requests for consideration to
the County Assessor's office for their review, rechecking and recommendations.
After general discussion, motion was made by Malcolm Lee, seconded by Harley Windels and
unanimously carried, to adjourn the County Board of Equalization meeting until June 30th,
1995 at 9:30 a.m., at which time the County Assessor will make his recommendations and the
Board will take final action.
The County Board of Equalization reconvened at 9:30 a.m. on June 30th, 1995, with
Commissioners Andy Lindquist, Malcolm Lee, William (Bill) Stone, Harley Windels and County
Auditor Wayne Stein present. Having reviewed and given consideration to both the written
requests that had been received and to the individual requests presented to the Board of
Equalization on June 19th, 1995, the County Assessor made his recommendations to Board.

It should be noted that the County Assessor's recommendations to the Board include a
change to the following individual who did not request consideration or review of either
his valuation or classification, but was the result of the Assessor's review of other
properties requesting consideration:

It should also be noted that where •No Change• is indicated above a determination has been
made that the valuation is comparable to the valuation of other properties within the
general area and that the classification is comparable to the classification of other
properties within the general area having the same use and/or soil types.
Bob Moe, County Assessor, also recommend to the County Board of Equalization that they
consider approving the changes granted at the following Local Boards of Review where a
quorum of the Local Review Board membership was not present:
Amor Township,
Sverdrup Township,
Clitherall City, and
Deer Creek City.
After review, consideration and discussion by the Otter Tail County Board of Equalization,
a motion was made by Malcolm Lee, seconded by Harley Windels and unanimously carried to
instruct the County Assessor to contact each of the individuals requesting consideration
from the County Board of Equalization regarding the Board's actions and to accept and
approve the recommendation of the County Assessor, as individually listed above, and to
approve the changes granted at the following Local Boards of Review where a quorum of the
Local Review Board membership was not present:
Amor Township,
Sverdrup Township,
Clitherll City, and
Deer Creek City.
With no further business motion was made by Harley Windels, seconded by Malcolm Lee and
unanimously carried to adjourn the Otter Tail County Board of Equalization on June 30th,
1995, at 11:11 a.m.
