HomeMy WebLinkAboutBoard of Commissioners - Minutes - 04/04/1995(~ I / i : Q I\ ~ 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Tuesday, April 4, 1995 9:30 a.m. CALL TO ORDER The Otter Tail County Board of Commissioners convened Tuesday, April 4, 1995, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Bill Stone, Chairman; Harley Windels, Malcolm Lee, Andy Lindquist, and Virginia Partmann present. APPROVAL OF MINUTES Motion by Partmann, seconded Lee and unanimously carried to approve the minutes of March 28, 1995, as submitted. AS400 COMPUTER PROJECT Members of the Tax Conversion Group {Tim Brand and Sherri Leabo; MIS, Joyce Schmidt, Treasurer's Office; Bob Moe, Assessor} met with the Board to discuss the AS400 Computer Conversion Project. Brand presented and read an AS400 Computer Project report. The report outlined several areas such as Payroll/Personnel and Fish & Game that are currently running on the AS400 system using Business Records Corporation's (BRC) software. Several recommendations were made by the Tax Conversion Group as follows: 1) Purchase of a new 1,200 lines per minute printer. placed with the Social Services AS400 system. The current printer would be 2) The need to locate and design a computer operations area and efficient MIS offices. The Board directed Brand to sketch on paper what he believes to be a workable layout and bring the matter back to the Board. 3) To purchase hardware from IBM direct through State Contract rather than through BRC. 4) The positives for this recommendation were to avoid a third party when dealing with the operation of the hardware and $400 less per PC purchase price. In addition, purchasing from IBM direct would allow the county to keep the Social Services AS400 as a field upgrade. Motion by Partmann, seconded Lee and unanimously carried, with Lindquist abstaining, to authorize the Management Information Systems Director to purchase the AS400 system IBM direct through State Contract after analyzing any or all leasing options. Commissioner Partmann recommended that, in the future, Brand itemize costs for the proposed purchases. Brand stated that terminals are $1,200 and PCs, $2,000 each. Assessor, Bob Moe, discussed the number of PCs and notebook computers he would need in his department. Commissioner Partmann directed Brand to layout a plan for each department detailing the number of PCs required so the Board can look at total cost. Request for a Board member to attend the Tax Conversion Group weekly meetings. Commissioner Partmann directed the group to provide progress reports to a member of the Board and that member can act as a liaison between the Board and the Conversion Group. 0 0 Otter Tail County Board of Commissioners April 4, 1995 Page 2 LIQUOR LICENSES Motion by Lee, seconded Partmann and unanimously carried to approve the following application for licenses: Riverfront Lounge Walter and Deborah Schmidt Underwood, MN Hidden Acres Resort Craig G.Ronning Vergas, MN Hi-Way Park Ballroom Thomas W. Volberding Henning, MN Lenny's Cafe and Dance Barn Leonard A. Lund Thelma Ard Underwood, MN Application for Consumption and Display (Set-Up) Permit Application for Consumption and Display (Set-Up) Permit Application for Consumption and Display (Set-Up) Permit Application for Consumption and Display (Set-Up) Permit WORKSHOPS APPROVED Motion by Partmann, seconded Windels and unanimously carried, to approve payment to the Nicollet County Recorder, in the amount of $390, for a Legal Description Workshop that will be held July 10 -13, 1995. Two employees from the Recorder's Office and four employees from the Auditor's Office will attend these continuing education workshops. TAX FORFEITED PROPERTY, CITY OF PARKERS PRAIRIE Motion by Lee, seconded Partmann and unanimously carried to approve the demolition and removal of a structure, recently damaged by a gas explosion, on the following tax forfeited property at an approximate cost of $1,500: 75-000-99-0195-000 Lakeview Addn. Lot 14, Block 23 The Board directed the County Attorney to write to the City of Parkers Prairie and inform them of the Board's decision. Motion by Partmann, penalty, interest and New York Mills, for ABATEMENT REQUEST seconded Lee and unanimously carried to deny the abatement of cost in the amount of $87.84 as requested by Mr. David Hofland, Lot 4 1 Block 1, Kings Forest. It has been determined that all property tax statements were sent out as required. LAND SURVEYOR'S CERTIFICATE OF CORRECTION TO PLAT NAME OF PLAT: MADISON BEACH Motion by Lindquist, seconded Lee and unanimously carried to accept the following Land Surveyor's Certificate of Correction to the Plat of Madison Beach as prepared by David A. Anderson, Land Surveyor, Minnesota Registration No. 13620: 0 0 Otter Tail County Board of Commissioners April 4, 1995 Page 3 Pursuant to the provision of Chapter 505.175, Laws of Minnesota, 1957, David A. Anderson, Registration No. 13620, the undersigned, a Registered Land Surveyor in and for the State of Minnesota, declares as follows: 1. This process takes approximately twenty days. WETLAND RESTORATION PROJECT Motion by Lee, seconded Lindquist and unanimously carried to authorize the Highway Engineer to complete negotiations with Landowners, James and Vonda Perrin, to purchase 42 acres of land (S 1/2 of Section 9, Erhards Grove Township) for a Wetland Restoration project at a cost of $500 per acre. GEOGRAPHICAL INFORMATION SYSTEMS (GIS) UPDATE Dick Howe, Spatial Management Group, reported on a recent meeting with the GIS Technical Committee. Mr. Howe stressed the importance of the timing of aerial photography as spring is the ultimate time. Motion by Partmann, seconded Windels and unanimously carried to authorize the following engineering services, with Horizons, Inc., to proceed with the immediate photography of the central one-third (approximately 744 square miles) of Otter Tail County as recommended by the GIS Technical Committee: Aerial Photography Airborne GPS Control $6,500 $8,500 The Highway Engineer requested approximately three miles. REGIONAL TREATMENT CENTER SPACE County Attorney, Wally Senyk, reported that the 11 stand alone11 building on the grounds of the Regional Treatment Center is not available to be leased. COUNTY OFFICIALS INPUT IN ESTABLISHMENT OF LAWS OTTER TAIL COUNTY RESOLUTION NO. 95-24 Upon motion by Windels, seconded Lee and unanimously carried, Board of Commissioners adopts the following resolution: the Otter Tail County WHEREAS, the counties of the State of Minnesota are created by the legislature and granted powers of a body politic and corporate; and Otter Tail County Board of Commissioners April 4, 1995 Page 5 ·wHEREAS, the State Legislature utilizes counties to administer the vast majority of the o state's service programs; and ~HEREAS, counties are responsible for assessing and collecting property taxes established by the state, to be used to provide mandated services to the residents of the state, including law enforcement, a judicial system, social services, income maintenance, public health and highways; and WHEREAS, despite the integral role played by county government in the administration and delivery of state mandated services, the county officials and employees have very little input into the establishment of laws which so directly affect them. NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners hereby requests that the legislature of the State of Minnesota provide for increased participation on the part of county officials in the formulation and implementation of laws which directly influence the activities of county government. BE IT FURTHER RESOLVED that a copy of this resolution shall be provided to the Association of Minnesota Counties, the Senate Majority Leader1 Speaker of the House of Representatives and to each legislator representing residents of Otter Tail County. The memo explained the Tornado Awareness Promotion Campaign and the poster contest which encouraged employees to 11 take safety home 11 • County Attorney, Senyk, will contact the Employees' Committee to request the committees' assistance with the contest. HIGH SPEED PRINTER Motion by Partmann, seconded Lee and unanimously carried to authorize the MIS Director to proceed with the potential purchase of a high speed printer for the AS400 system after researching all lease options. OTTER TAIL COUNTY OFFICE BUILDING IN PERHAM Motion by Windels, seconded Partmann and unanimously carried to proceed with advertising for the sale of the Perham building by way of a sealed bid with a minimum price with Otter Tail County reserving the right to reject any or all bids.
