HomeMy WebLinkAboutBoard of Commissioners - Minutes - 03/14/1995• • u 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Tuesday, March 14, 1995 1:00 p.m. CALL TO ORDER The Otter Tail County Board of Commissioners convened Tuesday, March 14, 1995, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Bill Stone, Chairman; Harley Windels, Malcolm Lee, and Andy Lindquist present. Commissioner Virginia Partmann was absent. APPROVAL OF MINUTES Motion by Lindquist, seconded Windels and unanimously carried to approve the minutes of March 7, 1995, as submitted. PROPERTY CLASSIFICATION Citizen, Joe Brasel, appealed to the Board for a 1993 Homestead Property Classification on the farm he owns in Deer Creek. Assessor, Bob Moe, explained that this request had been denied at the Township Board of Review meeting. Motion by Lindquist, seconded Lee and unanimously carried to remand this appeal back to the Board of Equalization to start the process over again and give Mr. Brasel an opportunity to appear at that meeting. SOLID WASTE HAULER'S LICENSE Motion by Lindquist1 seconded Windels and unanimously carried to approve the following Solid Waste Hauler's License: Pope County Sanitation, Inc. Leroy Lanoue Alexandria, MN SPRINKLER SYSTEM -EXISTING RECYCLING BUILDING Solid Waste Director, Mike Hanan, and Recycling Center Manager, Bob Williams, discussed with Board members the sprinkler system to be installed in the remodeled portion of the existing Recycling Center Building. Hanan reported that the cost of installation of sprinklers in the rest of the building is estimated at $10,000 to $12,000. If the sprinklers are not installed in the old portion of the building, a fire door must be installed in the entry of the corridor in order to meet current fire code. The cost of the fire door is estimated at $4,000. Motion by Lee, seconded Lindquist and unanimously carried to approve installation of sprinklers throughout the existing Recycling Center Building at an estimated additional cost of $6,000 to $8,000. PHASE III ARCHEOLOGICAL STUDY Highway Engineer, Rick West 1 reported receipt of archeological consultant proposals for Phase III on CSAH 31. One proposal will provide for an1 alternate1 revised scope of work on the project. West explained the alternate work needs to be approved by the State Historical Society. ,.-. Otter Tail County Board of Commissioners March 14, 1995 0 Page 2 FINAL PAYMENT -S.A.P. 56-604-08 & S.A.P. 56-617-08 Motion by Lee, seconded Windels and unanimously carried to approve Purchase Order No. 554131 in the amount of $8,677.83 1 to the City of Vergas for completion of Projects S.A.P. 56-604-08 & S.A.P. 56-617-08. FINAL PAYMENT -COUNTY WIDE TRAFFIC MARKING Motion by Lee/ seconded Lindquist and unanimously carried to approve final payment 1 in the amount of $4,919.95, to AAA Striping Service Co. of Rogers, MN', for completion of Project 94:TM1 County Wide Traffic Marking. NEW YORK MILLS BUILDING -CHANGE ORDER NO. M-3 Motion by Windels, seconded Lee and unanimously carried to approve Change Order No. M-3 1 in the amount of $2,177.18, to Grant 1s Mechanical, Inc. of Fargo, ND for extra demolition of plumbing piping and fixtures at the New York Mills building. Commissioner Lindquist absent at 1:38 p.m. LIQUOR LICENSE Motion by Lee, seconded Windels and unanimously carried to approve the following application for licenses: Michael J. Hemquist Balmoral Golf Course Inc. Battle Lake, MN Gerald Schultz Ten Mile Lake Resort and Steakhouse Dalton, MN 56324 Application for Consumption and Display (Set-Up} Permit Application for Consumption and Display (Set-Up} Permit APPROVAL OF PAYMENT FOR CULVERT -DITCH #21 Motion by Lee, seconded Windels and unanimously carried to approve payment to Maine and Friberg Townships, in the amount of $5,557.37 and $5,863.87 respectively, for the reimbursement of installation of a culvert in County Drainage System #21 subject to receipt of documentation to validate expenses. TRANSFER OF FUNDS Motion by Lee, seconded Windels and unanimously carried to approve the transfer of $12,167.12 from the Otter Tail County General Fund to the Ditch 21 Fund. PREMISE PERMIT APPLICATION OTTER TAIL COUNTY RESOLUTION NO. 95-17 Upon a motion by Windels, seconded Lee and unanimously carried, the following resolution was adopted: WHEREAS, the responsibility for the regulation of lawful gambling and the issuance of licenses and permits for the conduct of lawful gambling lies with the Minnesota Gambling Control Board; and WHEREAS, the Ottertail Rod and Gun Club, Inc., Ottertail, MN has made an application to the Gambling Control Board for a premise permit to conduct lawful gambling at Voyages in Rush Lake Township of Otter Tail County; and 0 0 Otter Tail County Board of Commissioners March 14, 1995 Page 3 WHEREAS, Minnesota Statute 349.213 provides that the Gambling Control Board may not issue a permit unless they receive a resolution from the Otter Tail County Board of Commissioners approving the permit; and WHEREAS, the Otter Tail County Board of Commissioners is aware of no reason to oppose the conduct of lawful gambling by the Ottertail Rod and Gun Club, Inc., Ottertail, MN at Voyages in Rush Lake Township of Otter Tail County. NOW 1 THEREFORE BE IT RESOLVED, that the the Otter Tail County Board of Commissioners hereby approves the conduct of lawful gambling by the Ottertail Rod and Gun Club, Inc. Ottertail, MN at Voyages in Rush Lake Township of Otter Tail County, provided that the application meets all the necessary criteria for the licenses and permits required by the Gambling Control Board. IT IS FURTHER RESOLVED, that notice of this application and approval shall be provided to the Town Board of Rush Lake Township by sending them a copy of this resolution. ADJOURNMENT At 2:05 p.rn., Chairman Stone declared the meeting of the Otter Tail County Board of Commissioners adjourned until 9:30 a.m. Tuesday, March 21, 1995.
