HomeMy WebLinkAboutBoard of Commissioners - Minutes - 03/07/19950 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Tuesday, March 7, 1995 9:30 a.m. CALL TO ORDER The Otter Tail County Board of Commissioners convened Tuesday, March 7, 1995, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Bill Stone, Chairman; Harley Windels, Malcolm Lee, and Andy Lindquist present. APPROVAL OF MINUTES Motion by Lee, seconded Lindquist and unanimously carried to approve the minutes of February 28, 1995, with the following official facts to be placed forever in the Otter Tail County archives for historical purposes as follows: Whereas, on February 28, 1995, Virginia Partmann, Vice-Chair of the Otter Tail County Board of Commissioners did preside that day as chairperson due to the absence of Chairman Stone, and Whereby, Otter Tail County has existed as a legal Minnesota County for 137 years having been duly organized on March 18, 1858; Now, let this record show that Virginia Partmann is the first woman ever to serve as chairperson of the Otter Tail County, MN, Board of County Commissioners. Sheriff, Gary through 1994. Task Force and SHERIFF'S DEPARTMENT ANNUAL REPORT Nelson, provided a handout containing narcotics statistics from 1988 Sheriff Nelson reported on the activities of the West Central Minnesota Otter Tail County's involvement in the Task Force. Commissioner Partmann present at 9:37 a.m. Sheriff Nelson updated the board on several programs including the TIPLINE, 911, and Operation ID. Nelson reviewed statistics contained in the Sheriff's Department Annual Report. Detention Facility Administrator, John Halvorson, discussed future needs of the Detention Facility and Chief Deputy, Mark Morris, reviewed future communication and computer needs of the Sheriff's Department. BID AWARD -HIGHWAY SIGNING MATERIALS Motion by Lindquist, seconded Windels and unanimously carried to approve the following recommendation of the Highway Engineer to award the low, compliant bid for highway signing materials: Newman Signs Jamestown, ND $37,334.10 0 0 Otter Tail County Board of Commissioners March 7, 1995 Page 2 1995 BUDGET -EQUIPMENT Motion by Lee, seconded Lindquist and unanimously carried to approve the 1995 Highway Equipment estimated budget as follows and recommended by the Highway Engineer: 2 -Tandem Axle Trucks w/Snow Equipment 1 -Self Propelled Broom 2 -Pull-Type Asphalt Heaters (265 gal.) 1 -3/4 Ton Pickup 1 -Tractor/Loader/Mower 1 -Spray Injector Unit 1 -Motorgrader (lease) TOTAL Sales Tax TOTAL $190,000 25,000 18,000 14,000 60,000 9,000 10,000 326,000 20,000 346,000 SPEED ZONE STUDIES Rick West reported that the Minnesota Department of Transportation had completed two Speed Zone Studies; 1) CSAH #82 (Dalton, MN) and 2) CSAH #53 (approximately 1/2 mile north of the intersection of CSAH #53 and County Highway 137 -East of Big Pine Lake). Motion by Lindquist, seconded Lee and unanimously carried to reduce the speed limit for both of these areas to 45 miles per hour as recommended by MnDOT. BID OPENING SET Motion by Windels, seconded Partmann and unanimously carried to set the bid opening date for Improvements on CSAH #84 1 New York Mills, for April 11, 1995, at 1 p.m. OUTDOOR RECREATION GRANT The Highway Engineer reported that the monies for the Outdoor Recreation Grant are being disbursed to parks that are applying for main shelters as well as other improvements. West applied for this grant last year for improvements of the restrooms, well etc. at the Phelps Mill Park and was unsuccessful in obtaining grant monies. The board directed the Highway Engineer not to apply for the 50% grant this year citing the amount of personnel time it takes to put the grant together and the unlikelihood of receiving grant funds for the county's needs at the Phelps Mill park. LIQUOR LICENSE Motion by Lindquist, seconded Partmann and carried to approve the following application for license: Ye Olde Schoolhouse Gail E. Suko Erhard, MN 56534 Set-up Permit NATIONAL WILD TURKEY FEDERATION RESOLUTION OTTER TAIL COUNTY RESOLUTION NO. 95-16 Upon motion by Lindquist, seconded Windels and unanimously carried, the following resolution was adopted: 0 0 Otter Tail County Board of Commissioners March 7, 1995 Page 3 WHEREAS, the Ottertail Lake Chapter of the National Wild Turkey Federation has submitted an application for authorization for exemption from lawful gambling license for an event scheduled for March 23rd, 1995, at the Blue Horizon Ballroom in Perham Township. WHEREAS, the Otter Tail County Board of Commissioners has met on March 7th, 1995, and voted to waive the 30 day waiting period. NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners hereby waived the 30 day waiting period for the application for authorization for exemption from lawful gambling license submitted by the Ottertail Lake Chapter of the National Wild Turkey Federation and respectfully request that the Minnesota Gambling Control Board allow this application to become effective in time for the scheduled event on March 23rd, 1995. Dated, ""YYloM b "'1 I 11s· OF COMMISSIONERS mss,b,14!: By William Stone, Chairman Larry Krohn, Clerk DISBURSEMENT OF GRANT FUNDS Motion by Lindquist, seconded Partmann and carried, with Lee opposed, to direct the Auditor to accept grant funds for $5,000 from the Regional Headwaters Commission and potential grant funds from the Ag Utilization Research Institute for $2,500 for a recycling food/waste project for hogs and disburse accordingly. MINNESOTA BOARD OF GOVERNMENT INNOVATION AND COOPERATION Jim Gelbman, Executive Director of the Minnesota Board of Government Innovation and Cooperation provided Board members with several handouts explaining goals of the agency and the development of its programs. Mr. Gelbman explained the Waiver Program and cited examples of procedures that have been successfully waived. SEWAGE DISPOSAL INSTALLERS LICENSE Motion by Partmann, seconded Windels and unanimously carried to approve the following applications for Sewage Disposal Installers License renewals: Gene Payne Construction, Parkers Prairie, MN Schlueter Excavating, Hewitt, MN PLANNING COMMISSION RECOMMENDATIONS Motion by Lindquist, seconded Lee and unanimously carried to approve the following Conditional Use Applications/Preliminary Plats with conditions as recommended by the Planning Commission: Conditional Use Application/Preliminary Plat: 11 El Will Beach 1st Addition", Donald W. Luhning, Ethel Lake 0 0 0 Otter Tail County Board of Commissioners March 7, 1995 Page 4 Conditional Use Application: Kenneth V. Pream1 Star Lake Marvin Heisler, Loon Lake RECYCLING EQUIPMENT SYSTEM AND BUILDING CONSTRUCTION Solid Waste Director, Mike Hanan, Recycling Center Manager, Bob Williams, and OSM Engineer, Dave Bordson, appeared before the Board to review the final RFP for the recyclable equipment system and building construction proposal. Commissioner Lindquist directed that the RFP for the Equipment System allow proposers to bid screw conveyors or belt conveyors. Bid deadline date for the Recyclables Processing System is set for April 10 1 at 3 p.m. with bids to be opened at the April 11th County Board meeting at 2 p.m. Hanan reported that the Building Construction proposal will include an addendum to allow for different construction of the building other than steel as long as the substituted type of construction meets the specifications outlined in the proposal. The addendum allows for alternative to steel frame construction. Alternative bids would be required to provide engineering documentation along with the bid. Mr. Bordson explained several changes in the floor plan including the angle of the corridor which will connect the existing facility with the new facility and the staggered loading docks to provide extra space. Motion by Partmann, seconded Windels and unanimously carried to set bid deadline for Building Construction April 10, 1995 1 at 3 p.m. with bids to be opened at the April 11, 1995, County Board meeting at 2 p.m. APPROVAL TO PAY BILLS Motion by Windels, seconded Partmann and unanimously carried to approve payment of bills per Attachment A of these minutes. ADJOURNMENT At 12:05 p.m., Chairman Stone declared the meeting of the Otter Tail County Board of Commissioners adjourned until 1:00 p.m. Tuesday, March 14 1 1995.
