CALL TO ORDER
The Otter Tail County Board of Commissioners convened Tuesday, February 14, 1995, at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Bill Stone, Chairman;
Harley Windels, Virginia Partmann, Malcolm Lee and Andy Lindquist present.
APPROVAL OF MINUTES
Motion by Partmann, seconded Lee and unanimously carried to approve the minutes of
February 7 1 1995, as submitted.
BID OPENING: 1972 MOBILE SWEEPER
The Highway Engineer, after having previously advertised for bids, opened the following
bid for a 1972 Mobile Sweeper:
City of Battle Lake $2,175.75
Motion by Partmann, seconded Lee and unanimously carried to accept the bid of the City
of Battle Lake, in the amount of $2,175.75, for a 1972 Mobile Sweeper as recommended by
the Highway Engineer.
LIQUOR LICENSE
Motion by Lee, seconded Lindquist and unanimously carried to approve the following
application for licenses:
The Last Resort On/Off Sale Non-intoxicating
Erhard, MN Malt Liquor License
Thomas W. McDonald Set-Up License
SUPPORTING TOWNSHIP GOVERNMENT
OTTER TAIL COUNTY RESOLUTION NO. 95-11
Motion by Lee, seconded Portmann and unanimously carried to adopt the following
resolution:
WHEREAS, townships serve the people of Minnesota in an extremely cost effective manner;
and
WHEREAS, townships represent government close to the people; and
WHEREAS, the work done by townships could not be done as efficiently, economically, or
as timely by county or state government,
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board
opposes House File 372 which would eliminate township government.

STATE REVOLVING FUND
West Otter Tail Soil and Water Resources Chairman, Norm Fjestad, and District
Technician, Brad Mergens, appeared before the board to discuss the State Revolving Fund.
A handout explaining the program was provided and discussion followed regarding the
problem of guaranteeing the loan dollars. A Banker's Association Meeting will be held
February 16th to further discuss this program.
BLYBERG'S POINT: DETERMINATION OF THE NEED FOR ENVIRONMENTAL IMPACT STATEMENT
Land & Resource Director, Bill Kalar, provided board members with the Environmental
Assessment Worksheet Hearing procedures used during the EAW public hearing for Blyberg's
Point Subdivision held on February 9, 1995, at 1:00 p.m. County Attorney, Wally Senyk 1
reviewed the EAW process, and noted that the Planning Commission reviewed each item of
the EAW and comments received. A copy of the Environmental Assessment Worksheet and the
Findings of Fact and Recommendation of the Otter Tail County Planning Commission was
provided.
Upon recommendation of the Otter Tail County Planning Commission, motion by Lee,
seconded Partmann and unanimously carried to enter a negative declaration and a finding
that no Environmental Impact Statement is necessary in regard to the Blyberg Point
Subdivision Project (S1/2 NEl/4, Nl/2 SEl/4, SWl/4 SEl/4, Section 17, Twp. 137,
Range 42). There are adequate and appropriate state and local regulations governing the
activities of this project which will limit and control the environmental effects.
RAINBOW POINT RESORT -DETERMINATION OF NEED FOR ENVIRONMENTAL IMPACT STATEMENT
Land & Resource Director, Bill Kalar, provided board members with the Environmental
Assessment Worksheet and the Findings of Fact and Recommendation of the Otter Tail
County Planning Commission in the matter of the EAW on Rainbow Point Resort. The EAW
was reviewed by the Otter Tail County Planning Commission at a public hearing held on
February 9, 1995, at 4:45 p.m.
Upon recommendation of the Otter Tail County Planning Commission, motion by Windels,
seconded Lindquist and unanimously carried , noting that environmental impact is a
separate issue from permitting, enters a negative declaration and a finding that no
Environmental Impact Statement is necessary in regard to the Rainbow Point Resort
project (SWl/4 SEl/4, Section 7, Twp 135, Range 39, Rush Lake Township).

DITCH NO. 21
Ditch Inspector, Tiny Holm, requested the board's guidance regarding the need for a
Hydrological Report for Ditch No. 21. County Attorney, Wally Senyk, recommended that an
engineer complete a Hydrological Report to provide the kind of information required to
support the final benefit determinations.
1994 ANNUAL COUNTY AGRICULTURAL INSPECTOR'S REPORT
Motion by Lindquist, seconded Partmann and unanimously carried to approve the 1994
Annual County Agricultural Inspector's Report as prepared and submitted by County
Agricultural Inspector, Tiny Holm.
DITCH NO. 21
Motion by Lee, seconded Stone to assess the cost of the culvert replacement against
the Ditch 21 drainage system unless there is a determination that the repair was due to
an obstruction. Discussion followed regarding other ditches and the varying problems
that can occur.
Motion by Lee, seconded Partmann and unanimously carried to amend the above motion to
include that determination of proper assessment of cost of culvert replacement will
be made on a case-by-case basis.
FOLLOW-UP ON RFP PROCESS FOR RECYCLING EQUIPMENT
Solid Waste Director, Mike Hanan, and Recycling Center Manager, Bob Williams, reported
per the Board's request the comments and recommendations of other recycling vendors
using the turn key approach for their recycling equipment. The four vendors they spoke
with recommended the complete system approach made possible by the Request for Proposal
(RFP) process. The vendors cautioned that the RFP needs to have specific performance
standards. Further discussion took place regarding specific warranty issues for
equipment.
SOLID WASTE COUPON
Service Fee Systems Administrator, Michele Petterson, presented a coupon of 25% off (up
to $5.00) for disposal of solid waste at an Otter Tail County Landfill. The idea was
generated from a resident of Henning, MN.
Motion by Partmann, seconded Lee and unanimously carried to approve the Solid Waste
Coupon as presented and to include the coupon in the real estate tax statement.
Commissioner Partmann suggested that a letter of thanks be sent to Marvin Gordhammer for
his idea.

NEW YORK MILLS BUILDING -COMPUTER & PHONE WIRING
Motion by Lee, seconded Lindquist and unanimously carried to authorize installation of
data and voice cable, in the amount of $6,040.50, from Royale Comtronics, Perham, MN for
computer and phone wiring for the New York Mills building as recommended by the County
Coordinator.
NEW YORK MILLS BUILDING -TELEPHONE SYSTEM
County Coordinator, Larry Krohn, outlined two proposals for telephone equipment for the
New York Mills building.
1) Purchase of telephone equipment including phones, switches, etc. with
approximate cost of $13,141.85.
2} Lease the telephone equipment at an approximate cost of $479.70 per month with
an option to buy the equipment within two years and apply 50% of the rent
paid towards the purchase of the system.
Motion by Lee, seconded Partmann and unanimously carried to approve option #2
with option to buy) for $479.70 per month from Royale Comtronics, Perham,
telephone equipment at the New York Mills building.
