Courthouse with Commissioners Bill Stone, Chairman;
Malcolm Lee and Andy Lindquist present.
APPROVAL OF MINUTES
Motion by Lee, seconded Lindquist and unanimously carried to approve the minutes of
January 24, 19951 as submitted.
RIGHT-OF-WAY PLAT NO. l & 2, CSAH NO. 31
Motion by Lee, seconded Lindquist and unanimously carried to authorize the Chairman's
signature on Otter Tail County Right-Of-Way Plats No. 1 & 2, CSAH No. 31 subject to a
completed title opinion to verify the county1 s ownership of land.
FINAL PAYMENT
Motion by Partmann, seconded Windels and unanimously carried to approve final payment,
in the amount of $28,424.01, to ASTECH Corporation, St. Cloud, MN for Project C.P. 94:SS
(1994 County Wide Sand Seal) as recommended by the Highway Engineer.
PHELPS MILL PARK CLOSING TIME AND ELECTRICAL SERVICE
Motion by Lindquist, seconded Lee and unanimously carried to change the closing time of
the Phelps Mill Park from 11 p.m. to 10 p.m. as recommended by the Highway Engineer.
Highway Engineer, Rick West, reported that he is working with the Festival Committee
regarding the future needs of electrical service in the Phelps Mill Park.

Rick West, updated the board members on the CSAH No.

Motion by Windels, seconded Lee and unanimously carried to approve a 4' X 8' concrete
box culvert to replace the existing box in County Ditch No. 20, Richville Project CSAH
No. 14, as recommended by the Highway Engineer.
PRESENTATION OF EMPLOYEE YEARS OF SERVICE CERTIFICATES
Employee Committee President, Kevin Newborg, and member Peggy Meissner, presented
Otter Tail County employees with years of service certificates in appreciation of
individual employees service to the county.
LEGISLATIVE MEETING -PERHAM
Commissioner Windels reported on a legislative meeting held in Perham on Saturday,
February 3rd. Several issues were discussed including HACA and LGA.

LOCAL GOVERNMENT AID (LGA) HANDOUT
Auditor, Wayne Stein, provided a 1995 Minnesota Elected Officials pamphlet and a handout
of anticipated 1995 local government aid for counties, cities and towns for board
members information.
COUNTY AUDITORS' ASSOCIATION ANNUAL CONFERENCE
County Auditor, Wayne Stein, reported on the County Auditors' Association annual
conference and outlined proposed legislation.
MEETING RECESSED
At 11:37 a.m., Chairman Stone recessed the Otter Tail County Board of Commissioners'
meeting for lunch break.

Chairman Stone reconvened the Otter Tail County Board of Comrnissioners 1 meeting at
1:00 p.m. for the afternoon session.
Motion by Lindquist, seconded Windels and unanimously carried to approve the following

REVISED COST ESTIMATE -RECYCLING CENTER CONSTRUCTION
Solid Waste Director, Mike Hanan, and Recycling Center Manager, Bob Williams, updated
and reviewed with the Board a revised cost estimate for the Recycling Center
Construction received from Orr Schelen Mayeron & Associates, Inc. (OSM). The revised
estimate of $220,000 over the prior estimate is due to several site, mechanical,
electrical and equipment changes to the initial plan.

Motion by Windels, seconded Partmann and unanimously carried to proceed with the revised
plans for the Recycling Center as presented to ensure the letting of bids early in the
spring for the new facility.
REQUEST FOR PROPOSAL -MATERIALS HANDLING SYSTEM
Motion by Windels, seconded Partmann and unanimously carried to proceed with the RFP
(request for proposal) procedure for purchase of a materials handling system for the
Otter Tail County Recycling Center new facility. The Board directed Hanan and Williams
to contact other counties and/or vendors using a similar turn key system approach when
procurring recycling equipment.
VETERANS SERVICE OFFICER REAPPOINTMENT
Motion by Lindquist, seconded Lee and unanimously carried to reappoint Veterans Service
Officer, Chet Toso, for a four year term effective February 13, 1995.
NORTHEAST LANDFILL -UNDERGROUND TANK
Motion by Lee, seconded Partmann and unanimously carried to authorize reimbursement, in
the amount of $1,500, to Erstad and Riemer, P.A. for arbitration fees in the negotiation
of the tank problem at the Northeast Landfill.
STARRY CONSTRUCTION REQUEST FOR RETAINAGE
County Attorney, Wally Senyk, reported that the request of Starry Construction Co. to
retain construction money for an incomplete project in their own escrow account was
denied by the State of Minnesota. Mr. Senyk will send a letter to Starry Construction
to inform them of the denial by the State of Minnesota in this form of retainage.
SOLID WASTE TRANSFER SERVICES AGREEMENT
Motion by Lee, seconded Partmann and unanimously carried to authorize the Chairman's
signature on the Solid Waste Transfer Services Agreement with Steve's Sanitation of
Perham, MN.
DENTAL PLAN ADMINISTRATIVE FEE INCREASE
Motion by Lee, seconded Partmann and unanimously carried to approve an Amendment to
Administrative Services Agreement for the Otter Tail County Dental Plan with DCA, Inc.
The amendment increases the administrative fee per enrollee from $2.55 per month to
$2.65 per month effective February 1, 1995.
NEW YORK MILLS BUILDING -CHANGE ORDER NO. G-4
Motion by Windels, seconded Partmann and unanimously carried to approve Change Order
No. G-4 1 in the amount of $3,451, to Yeater, Hennings, Ruff, Shultz, Rokke, Welch
Architects & Planners, Moorhead, MN, for additional painting at the New York Mills
building.
BOILER & MACHINERY INSURANCE POLICY RENEWAL
Motion by Lee, seconded Windels and unanimously carried to approve payment, in the
amount of $1,980, to Meadowbrook Insurance Group for Otter Tail County's Boiler and
Machinery Insurance policy renewal.

0 Motion by Lee, seconded Windels and unanimously carried to reappoint Cecil Femling and
Hilbert Isaacson, both of Pelican Rapids, to the Solid Waste Advisory Board for a three
year term effective January 1, 1995.

ASSOCIATION OF MINNESOTA (AMC) MEETING
Commissioner Lee provided handouts and updated board members on an AMC General Rules and
Policy Committee meeting recently attended. Commissioner Lee reported on HACA, LGA,
Homestead Credits and the State budget as it affects Otter Tail County.
ADJOURNMENT
At 4:25 p.m., Chairman Stone declared the meeting of the Otter Tail County Board of
Commissioners adjourned until l:00 p.m. Tuesday, February 14 1 1995.
