HomeMy WebLinkAboutBoard of Commissioners - Minutes - 01/24/1995I 0 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Cornmissioner:s' Room, Floor 1-B Otter Tail County Courthouse Tuesday, January 24, 1995 1:00 p.m. CALL TO ORDER The Otter Tail County Board of Commissioners convened Tuesday, January 24, 1995, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Bill Stone, Chairman; Harley Windels, Virginia Partmann, Malcolm Lee and Andy Lindquist present. APPROVAL OF MINUTES Motion by Partmann, seconded Windels and unanimously carried to approve the minutes of January 17, 1995, as submitted. PROJECT STATUS UPDATE Highway Engineer, Rick West, discussed the CSAH #3, Schmidt Bridge Replacement, project with the board. West reported that the project is on schedule and that he has been looking for mitigation sites for the wetlands that are impacted by the project. Motion by Lee, seconded Partmann and unanimously carried to authorize the Highway Engineer to proceed with negotiations with Jim Perrin to purchase a wetland easement (section 9, Erhards Grove Township) for mitigation purposes for future reconstruction projects. SURVEY AGREEMENT -CSAH #3 Motion by Lindquist, seconded Lee and unanimously carried to authorize the Highway Engineer to enter into a survey agreement, not to exceed $10,000, with Interstate Engineering, Fergus Falls, for land surveying work on CSAH #3 reconstruction. PREPAYMENT AUTHORIZED Motion by Lindquist, seconded Fortmann and unanimously carried to approve prepayment, in the amount of $18,571.50, to Second Chance Body Armor, Inc. for purchase of twenty-three bullet proof vests as recommended by Chief Deputy, Mark Morris. SUPPORTING AN ADMINISTRATIVE FEE INCREASE FOR DEPUTY REGISTRARS OTTER TAIL cmmTY RESOLUTION 95-08 Upon a motion by Windels, seconded Lindquist and unanimously carried, the Otter Tail County Board of Commissioners adopts the following resolution: WHEREAS, the fifty cent (.50) administrative fee for processing Department of Natural Resources licenses such as boats and snowmobiles has not been increased since 1971; and, WHEREhS, the cost of living index (CPI) has increased more than 250% during the past twenty-four (24) years; and, WHEREAS, public and private deputy registrars which provide DNR license services to the public lose money on each transaction because the administrative fee has failed to keep pace with inflation; and, 0 0 0 Otter Tail County Board of Commissioners January 24, 1995 Page 2 WHEREAS, the administrative deputy registrars fee charge for handling motor vehicle transactions has increased from $.75 to $3.50 during the same twenty-four (24} year time period; and, WHEREAS, the membership of the Minnesota Deputy Registrars Association has passed a resolution at their annual meeting requesting the administrative fees for boats, snowmobiles and ATVs be increased to $3.50 for all services provided by Deputy Registrars in Minnesota. BE IT RESOLVED, that the Otter Tail County Board of Commissioners supports the fee increase if future license billings for boats, snowmobiles and ATVs include the $3.50 administrative fee in the total dollar amount due on the license renewal notice. BE IT FURTHER RESOLVED, that the Board of Commissioners of Otter Tail County encourage the Association of Minnesota Counties (AMC} to adopt a similar policy as part of their legislative program for 1995. J97S rohn, Clerk OTTER TAIL COUNTY BOARD OF COMMISSIONERS By fl:)4A&r, ~ William Stone, Chairman STATE WILDLIFE LAND ACQUISITION OTTER TAIL COUNTY RESOLUTION 95-09 Upon motion by Commissioner Malcolm Lee, seconded by Commissioner Virginia Partmann and unanimously carried, the following resolution was adopted: WHEREAS, in accordance with Minnesota Statutes 97A.145 Subd. 2, the Commissioner of the Department of Natural Resources on October 18, 1994, provided the county board and the appropriate town officers with a description of lands to be acquired by the State of Minnesota for water and wildlife conservation purposes. WHEREAS, lands to be acquired are described as follows: East Half of Government Lot 7; East Half of NEl/4 SEl/4, and the SEl/4 SEl/4; all in Section 4, Township 132N, Range 37W. NOW, THEREFORE, IT IS HEREBY RESOLVED, Otter Tail County on January 24, 1995, above described property be approved. EXPENDITURE POLICY OTTER TAIL COUNTY RESOLUTION 95-10 Upon motion by Partmann, seconded by Lee and unanimously carried, the Otter Tail County Board of Commissioners approved the following resolution: WHEREAS, the Otter Tail County Board of Commissioners annually reviews and approves the budget of each county department; and WHEREAS, the great majority of the county's accounts payable are processed on a voucher basis and not paid until specifically authorized by the County Board; and WHEREAS, on occasion it is necessary for a department to pre-pay for certain services or materials which are contemplated in the annual budget; and WHEREAS, the Otter Tail County Board wishes to encourage increased efficiency in procedures. NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners hereby authorizes any county department head to approve payments by check of amounts no greater than $500, without prior review by the County Board, provided that there are available funds, approved for that purpose, in the department's annual budget. OTTER TAIL COUNTY BOARD OF COMMISSIONERS By~~L William Stone, Chairman ~~ LarryK.ro~ Clerk FACILITIES MASTER PLAN STUDY -9408-3 Motion by Lee, seconded Lindquist and unanimously carried to authorize the signature of the Chairman and Clerk on an addendum to the standard agreement dated February 17, 1994, between Otter Tail County and Yeater Hennings Ruff Shultz Rokke Welch Architects & Planners for purposes of a comprehensive facilities and mechanical systems study not to exceed $23,900. TANGLEWOOD SHORES -LITTLE PELICAN LAKE Motion by Lee, seconded Partmann and unanimously carried to authorize the Chairman's signature on a quit claim deed from Otter Tail County to Concordia College Corporation releasing restrictions placed on the property in 1974. • 0 0 Otter Tail County Board of Commissioners January 24, 1995 Page 4 ADJOURNMENT At 3:05 p.m., Chairman Stone declared the meeting of the Otter Tail County Board of Commissioners adjourned until 9:30 a.m., Tuesday, February 7, 1995.
