HomeMy WebLinkAboutBoard of Commissioners - Minutes - 01/17/1995• ,, 0 0 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners 1 Room, Floor 1-B Otter Tail County Courthouse Tuesday, January 17, 1995 9:30 a.m. CALL TO ORDER The Otter Tail County Board of Commissioners convened Tuesday, January 17, 1995, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Bill Stone, Chairman; Harley Windels, Virginia Partmann and Andy Lindquist present. Commissioner Malcolm Lee was absent. APPROVAL OF MINUTES Motion by Lindquist, seconded Partmann and unanimously carried to approve the minutes of January 10, 1995, as submitted. BID OPENINGS SET Motion by Partmann, seconded Windels and unanimously carried to set the bid opening for Seasonal Supplies (culverts, herbicides, bituminous material, East Otter Tail hot mix bituminous, West Otter Tail hot mix bituminous, North Otter Tail hot mix bituminous, and highway signing) at 1:00 p.m. February 21, 1995, as recommended by the Highway Engineer. Motion by Fortmann, seconded Windels and unanimously carried to set the bid opening for the sale of a 1972 Mobile Sweeper at 1:00 p.m. February 14, 1995, as recommended by the Highway Engineer. DRAINAGE -CSAH 83 Highway Engineer, Rick West, discussed with the Board a drainage problem the City of Battle Lake is having west of Larry's Supervalu. West reported that approximately 50% of the drainage that contributes to this problem comes from the CSAH 83 area. The City of Battle Lake is pursuing retention of drainage in a storage basin. The approximate estimate for this project is $20,000. Motion by Lindquist, seconded Partmann and unanimously carried to allow the City of Battle Lake to resolve this drainage problem as they deem is most efficient and to approve Otter Tail County's contribution to the solution of the problem not to exceed $10,000. FINAL PAYMENT Motion by Lindquist, seconded Windels and unanimously carried to approve final payment, in the amount of $10,699, to Hall GMC Inc. of Fargo, ND for two (2) Heavy Duty Tandem Axle Snowplowing Dump Trucks. U. S. FISH & WILDLIFE SERVICE ACQUISITION Motion by Lindquist, seconded Windels and carried with Partmann absent during this motion, to approve Certification for Acquisition of the following described property as requested by Don Kleven, representative of the U. S. Fish & Wildlife Service: ,· 0 Otter Tail County Board of Commissioners January 17, 1995 Page 2 Roland L. Okerstrom and Eileen F. Okerstrom T. 133 N., R. 42 W., 5th P.M. Section 22, SW 1/4 NW 1/4 Section 21, SE 1/4 NE 1/4 and SW 1/4 NE 1/4 except that part of SW 1/4 NE 1/4 described as: Beginning at the center of said Section 21; th. on an assumed bearing of North along the West line of said SW 1/4 NE 1/4, a distance of 277.10 feet; th. South 89 degrees 14'55 11 East a distance of 236.93 feet; th. South 79 degrees 45•4511 East a distance of 311.90 feet; th. South 13 degrees 50'2911 West a distance of 216.85 feet to the South line of said SW 1/4 NE 1/4; thence South 89 degrees 03'28" West along said South line a distance of 492.05 feet to the point of beginning. Containing 117.9 acres more or less. EMPTY PESTICIDE CONTAINER COLLECTION Solid Waste Director, Mike Hanan, and Public Information Officer, Marie Tysdal, presented two draft letters to Mr. Steve Poncin of the Waste Pesticide/Container Disposal Unit, State of Minnesota, for the Commissioners' review. The Board directed Hanan to send the second letter to Mr. Poncin. Hanan and Tysdal presented two draft letters to chemical dealers in Otter Tail County regarding empty pesticide container collection. The Board directed Hanan and Tysdal to send the longer letter to the chemical dealers with a few specified changes and a different letter to the chemical applicators. Additionally, the Commissioners directed the Solid Waste Department to set the dates for the 1995 empty pesticide container collection. JOINT POWERS UPDATE Solid Waste Director, Mike Hanan, updated the Board regarding the recent Joint Powers meeting. HOUSE HUMAN SERVICES/TAX COMMITTEE HEARING Coordinator, Larry Krohn, informed the Board of a House Human Services/Tax Committee hearing which will be presented by interactive T.V. on Thursday, January 19, 1995, at 10 a.m. The hearing involves St. Louis, Washington, and Otter Tail counties. Lengthy discussion took place regarding the data received for this hearing and the differences in Human Services budgeting and funding from county to county. APPROVAL TO PAY BILLS Motion by Partmann, seconded Lindquist and unanimously carried to approve the bills for payment, per attachment A, with the exception of any bill for which an objection is made at 1:00 p.m., the time noted on the board's agenda for consideration of bills. APPROVAL TO TRANSFER FUNDS Motion by Lindquist, seconded Partmann and unanimously carried to transfer $25 per full time employee from the Insurance Reserve Account to the Safety Budget for training for Safety Committee members and other county safety programs. PLANNING COMMISSION REAPPOINTMENT Motion by Windels, seconded Lindquist and unanimously carried to reappoint Frank Lachowitzer, Perham, to the Planning Commission for a three year term effective January 1, 1995. 0 Q Otter Tail County Board of Commissioners January 17, 1995 Page 3 CLOSED TO THE PUBLIC At 11:49 a.m., Chairman Stone declared the meeting of the Otter Tail County Board of Commissioners closed to the public for purposes of discussing employee disciplinary proceedings pursuant to M.S. 471.705, Subd. ld. (c). ADJOURNMENT At 12:06 p.m., Chairman Stone declared the meeting of the Otter Tail County Board of Commissioners adjourned until 1:00 p.m., Tuesday, January 24, 1995.
