STATUTORY MEETING
Pursuant to Statutes, the Board of County Commissioners of otter Tail County, Minnesota,
convened Tuesday, January 3, 1995 at 9:30 a.m. with Commissioners Andy Lindquist,
Malcolm Lee, Harley Windels, Bill Stone and Virginia Partmann present.
CALL TO ORDER -CHAIR SELECTED
The 1994 Board Chairman, Harley Windels, called the meeting of the Otter Tail county
Board of Commissioners to order. The first order of business was the selection
of a Chairman of the Board for the year 1995. Motion by Partmann, seconded Lindquist
and carried to nominate Commissioner Bill Stone as Chairman of the otter Tail County
Board of Commissioners for the year 1995.
VICE-CHAIR SELECTED
Commissioner Stone assumed the chair and called for nominations for Vice-Chair. Motion
by Lindquist, seconded Lee and carried to nominate Commissioner Virginia Fortmann as
Vice-Chair of the Otter Tail County Board of Commissioners for the year 1995.
0 APPROVAL OF MINUTES

Motion by Windels, seconded Partmann and unanimously carried to approve the minutes of
December 27, 1994, as submitted.
DIRECTION FROM BOARD TO DRAFT RESOLUTIONS
Motion by Windels, seconded Lee and unanimously carried to direct the otter Tail County
Attorney to prepare a resolution requesting less state regulation of the manner in
which services are delivered by counties. The resolution shall encourage the state to
set broad goals for its programs and to allow counties to achieve these goals through
innovative efforts adapted to local needs.
Motion by Lindquist, seconded Lee and unanimously carried to direct the County Attorney
to prepare a resolution in support of the Association of Minnesota Counties'
proposals for amendment to the Wetland Conservation Act, as requested by the Chairman
of the Anoka County Board.
RESOLUTION
POCKET GOPHER BOUNTY
Upon motion made by Lindquist, seconded by Partmann and unanimously carried, the
following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County, Minnesota, that
the sum of thirty cents {$.30} be paid out of the Revenue Fund of the County for every
pocket gopher killed in said County during the year 1995 in cases where the township in
which the pocket gophers were so killed shall provide for the payment of at least an
additional bounty of forty cents($.40) for each pocket gopher so killed.

RESOLVED further that said payment of such county shall be made by the County Auditor
upon certificates executed by the Chairman and/or Clerk of the Town Board of said
Township setting forth that the pocket gophers were duly presented to the Chairman of
such Board and that the township had issued and delivered to each claimant a payment for
at least seventy cents ($.70) for each pocket gopher so killed.

RESOLUTION -TAX FORFEITED LAND SALE APPORTIONMENT
Upon motion made by Partmann, seconded by Lindquist and unanimously carried, the
following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County, Minnesota, that
WHEREAS, it is provided in Minnesota Statute 282.05 for the apportionment of proceeds
from the sale of tax forfeited lands, and
WHEREAS, the County Auditor shall apportion the tax sale proceeds to the taxing
districts pursuant to Minnesota Statute 282.08, and
WHEREAS, Minnesota Statute 282.08(4) (b) provides that the County Board may set aside 20%
of the proceeds remaining after the value of public improvements, special assessments
and bond issues levied on the property have been paid, for acquisition and maintenance
of county parks and recreational areas, and
WHEREAS, Otter Tail County has a park and recreational area which would benefit by such
an apportionment,
NOW, THEREFORE, BE IT RESOLVED, that the County Auditor retain 20% of the proceeds from
the sale of tax forfeited lands for acquisition and maintenance of parks and
recreational areas from the proceeds available after making the necessary statutory
disbursements, said proceeds to be disbursed according to law.

DELINQUENT REAL ESTATE TAX LIST
Motion by Lee, seconded by Lindquist and unanimously carried to set the cost assessed to
delinquent real estate parcels, published in the Delinquent Tax List, at $16.00 per
parcel per Minnesota Statute 279.092. In 1994 the cost to publish the Delinquent Tax
List was $13,238.91. There were approximately 745 parcels published for a per parcel
cost of $15.97.

9:30 a.m. and the afternoon meetings of the County Board commencing at 1:00 p.m:

COUNTY DRAINAGE SYSTEM #21
Motion by Lindquist, seconded Partmann and unanimously carried to approve a transfer
from the General Fund to the County Ditch Fund for engineering services for County
Drainage System #21, in the amount of $1,445.10, and to approve payment to Sioux
Engineering, Inc. in the amount of $1,445.10.
Motion by Lindquist, seconded Windels and unanimously carried, to approve a transfer
from the General Fund to the County Ditch Fund for County Drainage System #21, in the
amount of $1,653.50, to reimburse a payment made to Delzer Construction for the
installation of a culvert

PRINTING AND PUBLISHING BIDS
The Otter Tail County Board of Commissioners, having previously advertised for bids to
be received for printing and publishing of the county board minutes, legal notices,
delinquent tax list and county's annual financial statement, proceeded to open bids
which where found to be as follows:

SUMMARY -COUNTY BOARD MINUTES

Motion by Partmann, seconded Lindquist and unanimously carried to continue the practice
of publishing only a summary of the official proceedings of the County Board sessions in
the official newspaper of the county, which practice has in the past, adequately
informed the public of the substance of those proceedings. The summary of the official
proceedings shall conform to the requirements of the law.
AMENDMENT
FACILITIES ARCHITECTURAL CONSULTING AGREEMENT
Motion by Lindquist, seconded Partmann and unanimously carried to authorize the
Chairman's signature on an amendment to an Architectural Consulting Agreement
previously approved March 8, 1994, with Yeater, Hennings, Ruff, Shultz, Rokke & Welch
Architects & Planners of Moorhead, MN, subject to the approval of the County Attorney.

APPROVAL TO SELL EQUIPMENT
Motion by Windels, seconded Lindquist and unanimously carried to authorize the
Maintenance Supervisor to proceed with the sale of a floor scrubber and carpet extractor
on the open market rather than trading in the equipment when purchasing new equipment.
The trade-in value of the equipment is less than the value of selling on the open
market.
DONALD SEARLES -RETIREMENT
Chairman Stone presented retiree Donald Searles with a plaque of appreciation for his
past eight years of service.
AUTHORIZATION TO DUPLICATE MICROFICHE
Tom Morstad of the N. F. Field Abstract Co. and Recorder, Wendy Metcalf, appeared before
the board regarding the duplication of microfilm records. Morstad explained that his
company has plans to leave the courthouse location within the next year. Morstad
requested authorization to duplicate county microfilm records.
Motion by Partmann, seconded Lindquist and unanimously carried to authorize the
duplication of microfilm records by abstract companies at their expense and working in
conjunction with the County Recorder in the duplicating process.
RECESS
Chairman Stone recessed the meeting at 11:03 a.m.
RECONVENE AND APPROVAL OF BILLS
Chairman Stone reconvened the meeting at 1:00 p.m. Motion by Windels, seconded Lee and
unanimously carried to authorize the pa:ynient of bills per Attachment A of these minutes.
ADJOURNMENT
At 1:10 p.m. Chairman Stone declared the Otter Tail County Board of Commissioners
meeting adjourned until 1:00 p.m Tuesday, January 10, 1995.
