OTTER TAIL COUNTY BOARD OF COMMISSIONERS
Otter Tail County Courthouse
Tuesday, December 13, 1994

CALL TO ORDER
The Otter Tail County Board of Commissioners convened Tuesday, December 13, 1994, at
1:05 p.m. at the Otter Tail County Courthouse with Commissioners Harley Windels,
Chairman; Bill Stone, Malcolm Lee, Virginia Partmann and Andy Lindquist present.
APPROVAL OF MINUTES
Motion by Lee, seconded Stone and unanimously carried, to approve the minutes of
December 7, 1994, as submitted.
DEPARTMENT OF CORRECTIONS CONTRACT
Motion by Lindquist, seconded Lee and unanimously carried to approve a contract between
the State of Minnesota (Department of Corrections) and the Otter Tail County Sheriff's
Department for the care and custody of selected participants in the Work Release
Program.
Motion by Lee, seconded Partmann and unanimously carried to approve the compensation
rate of $50 per day per client relative to the Work Release Program for 1995.
Compensation for 1994 was $45 per day.
MINNESOTA DEPARTMENT OF CORRECTIONS
RESOLUTION AUTHORIZING EXECUTION OF CONTRACTS
Upon a motion by Stone, seconded Lee and unanimously carried the following resolution
was adopted:
Be it resolved that on November 15, 1994, Otter Tail County Sheriff's Department
approved a contract with the State of Minnesota for fiscal year 1995. The following
persons are hereby authorized to sign the contract and any amendments or supplements
that are necessary.
(1) Sheriff Gary Nelson (2) Jail Administrator, John Halvorson

AUTHORIZATION TO SELL VEHICLES
Captain Joseph Peloquin requested approval to sell five patrol vehicles with high
mileage. Motion by Lee, seconded Partmann and unanimously carried to authorize Captain
Peloquin to proceed with the sale of five vehicles at market rates with a minimum price
for each vehicle.
PURCHASE -PATROL VEHICLES
Chief Deputy, Mark Morris, requested replacement of five patrol vehicles and transfer of
a station wagon with high mileage to the county fleet for use by county employees. The
use of a county vehicle saves payment of .28 per mile when a personal vehicle is used
for county business purposes.
Motion by Lindquist, seconded Partmann and carried with Lee abstaining to authorize
Deputy Morris to purchase five patrol vehicles {Chevrolet Caprice) through the Minnesota
Cooperative Purchasing Venture at a total cost of $84,695. Purchase of a midsize
station wagon was also approved to replace the station wagon placed in the county fleet.
REAPPOINTMENTS -EXTENSION COMMITTEE
Motion by Lindquist, seconded Lee and unanimously carried to reappoint Willis Roehl to
the Extension Committee effective January 1 1 1995, for a three year term.
Motion by Stone, seconded Windels and unanimously carried to reappoint Sandy Dombeck to
the Extension Committee effective January l, 1995, for a three year term.
REAPPOINTMENTS -BOARD OF ADJUSTMENT
Motion by Lee, seconded Partmann and unanimously carried to reappoint the following
members of the Otter Tail County Board of Adjustment effective January l, 1995, for a
one year term:
Craig Anderson, John Everts, Cecil Femling, Randall Mann, and George Walter
FLEXIBLE SPENDING ACCOUNT FEE SCHEDULE
Motion by Partmann, seconded Lindquist and unanimously carried to authorize the Chairman
to sign the Flexible Spending Account Fee Schedule for Administrative Services with
DCA, Inc. for the period of January l, 1995 through December 31, 1995.
INDIRECT COST ALLOCATION AGREEMENT
Motion by Lee, seconded Partmann and unanimously carried to approve the Indirect Cost
Allocation Plan with the approval of the County Attorney.

CENTRAL LAKES TRAIL
Chamber of Commerce Representatives Duane Rose and Bruce Meyer shared information
regarding development of the '1 Central Lakes Trail 11 (snowmobile & recreational use
trail). Discussion involved possible grant and aid projects and a map of the proposed
trail was provided.
CENTRAL LAKES TRAIL RESOLUTION
Upon motion by Lindquist, seconded Partmann and unanimously carried the following
resolution was adopted:
BE IT RESOLVED that the County of Otter Tail, a municipal corporation and political
subdivision of the State of Minnesota, supports the effort of the Fergus Falls Area
Chamber of Commerce in the development of "Central Lakes Trail 11 and believes that it
would be in the public interest to have said trail developed within Otter Tail County.
Adopted this 13th day of December, 1994.

PLANNING COMMISSION RECOMMENDATIONS
Motion by Lee, seconded Lindquist and unanimously carried to uphold the approval of the
Planning Commission on the following:
Conditional Use Applications:
Fredric & Maxine Schuler, Star Lake
Berger, Inc., Big McDonald Lake
Kate & David Vanderveer, Rose Lake
Motion by Lindquist, seconded Lee and unanimously carried to deny the Conditional Use
Application of Thomas A. & Renee L. Worum, South Turtle Lake, as recommended by the
Planning Commission.
RECYCLING CENTER POSITIONS
Motion by Lee, seconded Partmann and unanimously carried to approve one (1) Recycling
Center Supervisor, two (2) Recycling Operator, ten (10) Recycling Worker and one and
one-fourth (1.25) Solid Waste Attendant positions at the Otter Tail County Recycling
Center in Fergus Falls while the existing facility is in operation.
APPROVAL TO ADVERTISE -SOLID WASTE ATTENDANT
Motion by Partmann, seconded Lee and unanimously carried to authorize the Solid Waste
Director to proceed with advertising for one (1) full time and one (1) part time {25%)
Solid Waste Attendant positions to work at the Otter Tail County Recycling Center.

Motion by Windels, seconded Stone and unanimously carried to approve a Recycling Haulers
License Application for Minnkota Recycling of Detroit Lakes, MN.
PAYMENT APPROVED
Motion by Partmann, seconded Lindquist and unanimously carried to approve payment of
deductible reimbursement to Minnesota Counties Insurance Trust, File No. 3849, in the
amount of $2,500.
RECESS
At 3:30 p.m., Chairman Windels declared the meeting of the Otter Tail County Board of
Commissioners recessed until 7:30 p.m.
RECONVENED
The Otter Tail County Board of Commissioners was reconvened by Commissioner Harley
Windels, Chairman, at 7:30 p.m., on December 13th, 1994, for the purpose of conducting
the Truth In Taxation Public Hearing.
PUBLIC HEARING -TRUTH IN LOCAL TAXATION
In addition to Commissioner Harley Windels, Chairman, Commissioners Malcolm Lee, Andy
Lindquist, Virginia Partmann and Bill Stone, the following County staff were in
attendance:

Chairman Windels provided a brief statement regarding the purpose of the Truth In
Taxation Public Hearing, the order of business for the hearing and the topics for
consideration. Chairman Windels then called upon Wayne Stein, Auditor, for the
presentation of the proposed 1995 budget and tax levy.
Wayne Stein, Auditor, briefly explained the materials in the Truth In Taxation Public
Hearing handout. An overview of the Truth In Taxation process, the factors involved in
the tax calculations, the proposed 1995 budget and the proposed 1995 levy was provided
to those in attendance. A proposed budget of $36,402,671 and a proposed net tax levy of
$10,719,071 was presented for consideration by the Otter Tail County Board of
Commissioners (detailed handout provided and on file for review).
After the presentation of the proposed budget and tax levy, Chairman Windels opened the
meeting for public input and comment.

How much sales tax is collected by Otter Tail County.
Could County get by without an increase.
Higher taxes making it impossible and less desirable to make improvements to
property.
What services are being provided.
ADJOURNMENT
At 9:05 p.m. with no further discussion or comments regarding the proposed 1995 budget
and tax levy being expressed by the public, motion was offered by Commissioner
Bill Stone, seconded by Commissioner Malcolm Lee and unanimously carried to adjourn the
Public Hearing until 9:30 a.m. on Tuesday, December 20th, 1994. At 2 p.m.,
December 20, 1994, the Otter Tail County Board of Commissioners will adopt the 1995
Budget and Net Tax Levy.
