CALL TO ORDER
The Otter Tail County Board of Commissioners convened Tuesday, November 8, 1994, at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Harley Windels,
Chairman; Bill Stone, Virginia Partmann, Malcolm Lee, and Andy Lindquist present.
APPROVAL OF MINUTES
Motion by Partmann, seconded Lee and unanimously carried to approve the minutes of
November 1, 1994, as submitted.
SOLID WASTE HAULERS LICENSE APPLICATIONS
Motion by Partmann, seconded Lindquist and unanimously carried to approve a prorated,
minimum fee of $25 for a period of less than three months for Applications for
Collection and Transportation of Solid Waste or Source Separated Materials. The motion
approved the following application for the remainder of 1994:
Region Waste Service (Rick Denzel) -Underwood, MN
Motion by Lindquist, seconded Lee and unanimously carried to authorize payment to McLeod
County in the amount of $25 for a one month's Solid Waste Haulers License for Steve's
Sanitation {new hauler) as part of the Joint Powers process. Monies are paid from the
Solid Waste Transportation Fund.
Motion by Lee, seconded Partmann and unanimously carried to authorize payment from the
Solid Waste Transportation Fund in the amount of $350, payable to Mccleod County, for
the Joint Powers County 1995 haulers license application ($100) and $25 per truck (ten
trucks -$250).
TRANSFER FACILITIES/EQUIPMENT
Motion by Lee, seconded Partmann and unanimously carried to accept negotiations with
Steve's Sanitation as outlined by the Solid Waste Director. The negotiations are that
Steve's Sanitation will provide the equipment as indicated in the bid specifications.
The total cost for the year will be equal to, or less than, the total bid amount stated
in the previous Board minutes. Hanan indicated the actual cost of site hauling will
change.
Motion by Partmann, seconded Lee and unanimously carried to authorize the Solid Waste
Director to continue negotiations with Northern Waste for the purchase of two hoppers
located at Battle Lake and Henning Transfer Sites.
OTTER TAIL COUNTY DRAINAGE DITCH NO. 55
Motion by Windels, seconded Lindquist and unanimously carried to authorize the Ditch
Inspector to work with the Highway Engineer to proceed with removal of a beaver dam
relative to Ditch No. 55 and CSAH 35 right-of-way. The water could impede CSAH 35
right-of-way.

DITCH INSPECTOR
Tiny Holm, Ditch Inspector, discussed the Board's preference with regard to his
inspection of the county's seventy-plus ditches. He indicated in addition to the
seventy county drainage ditches, not all are recorded as being approved--four are
abandoned and there are ten additional judicial ditches. His question to the Board was
whether he should begin reporting on each ditch. It was the consensus of the Board that
he should do so.
PERFORMANCE EVALUATION SUMMARY
Motion by Lee, seconded Portmann and unanimously carried to report the performance
evaluation of Virginia Rustad, Court Administrator, as positive. A written summary will
be placed in her personnel file.
FERGUS FALLS LANDFILL RATES
Cecil Femling, Pelican Rapids, MN, discussed with the Board his concern over what he
felt was excessive landfill rates. He compared the charges charged by Fergus Falls
($ll.25) vs Otter Tail County ($5.00) to dispose of a microwave oven.
PLANNING COMMISSION RECOMMENDATIONS
Motion by Lindquist, seconded Lee and unanimously carried to approve the following
Conditional Use Applications as recommended by the Planning Commission:
Calvin Leslie Walters, Loon Lake
Jesse A./Rita H. Erickson, Otter Tail River
Charles T. Bertelsen, Long Lake
Richard W. Huber, East Battle Lake
Mavis Frazier, Crystal Lake
John W. Wardale, Rush Lake
Waino F. Paavola, Rush Lake
William H. Carr, Scalp Lake
After discussion, a motion was offered by Partmann, seconded Lee and unanimously carried
to approve the following Conditional Use Application:
Dwane G. Nyhus, Star Lake
After discussion, a motion was offered by Stone, seconded Partmann and unanimously
carried to table action for two weeks on the following Conditional Use Application to
allow Commissioner Stone to inspect site:
Saundra Monahan, West Battle Lake
Motion by Lee, seconded Lindquist and unanimously carried to approve the following
Preliminary Plat as recommended by the Planning Commission:
Donald Luhning, First Addition to Bal-View Estates
Motion by Stone, seconded Lee and unanimously carried to approve the following
Preliminary Plat as recommended by the Planning Commission:
Pleasure Park Resort, Otter Tail Lake

FINAL PLAT EXTENSION
Motion by Lee, seconded Partmann and unanimously carried to grant an extension to the
Final Plat of Highland Vista, Terry Karkela, until July 1, 1995 as requested.
COMPREHENSIVE WATER PLAN
Bill Kalar, Land & Resource Director, provided handout materials relative to
comprehensive Water Plans. The County Attorney will assist in further research on the
matter of mandates mentioned in the literature.
EMPLOYEES' COMMITTEE
Chairman Terry Hoff and members of the Employees' Committee updated the Board on plans
to implement a "County Pride Day11 (Sweatshirt Day) . In conjunction with this theme, the
committee will sell sweaters/sweatshirts with 11Otter Tail County11 embroidered on the
front to be worn on the days to be announced. The Employees' Committee will provide
posters and further information.
CONTRACT APPROVAL
Motion by Lee, seconded Partmann and unanimously carried to authorize the Chairman's
signature on a contract between Riley Brothers Construction, Inc. of Morris, MN and
Otter Tail County for Project No. S.A.P. 56-631-04, Reconstruction from CSAH NO. 4,
North 1.162 miles as recommended by the Highway Engineer.
SPEED ZONE STUDY
Motion by Lee, seconded by Lindquist and unanimously carried to recommend no change in
the reduction of speed on CSAH 31, Leicks Resort area, based on the Commissioner of
Transportation's study and recommendation.
APPROVAL OF 4-WAY STOP
Motion by Stone, seconded Lee and unanimously carried to authorize the Highway Engineer
to proceed with placing 4-Way Stop signs at the intersection of CSAH 91 and 35 to avoid
further confusion at this intersection.
ROAD DITCH CLEAN OUT
Motion by Lindquist, seconded Lee and unanimously carried to approve property owner,
Dale Fronning, to clean out a portion of a road ditch along CSAH 25, 350 feet north
along the east ditch as staked by the Otter Tail County Highway Department. This clean
out must comply with original elevations.
GIS AGREEMENT
Motion by Partmann, seconded by Lee and unanimously carried to approve Spatial
Management Group to proceed with the following:
1) Preparation of hardware/software on baseline maps
2) Technical requirements to be specified for the GIS Manager position.

NEW YORK MILLS BUILDING
Motion by Lee, seconded Lindquist and unanimously carried to deny a request from Yeater,
Hennings, Ruff, Shultz, Rokke, Welch Architects and Planners for $1,500 of additional
compensation for services related to the exterior storage building at the New York Mills
location.
ADJOURNMENT
At 3:05 p.m., Chairman Windels declared the meeting of the Otter Tail County Board of
Commissioners adjourned until 9:30 a.m. on Tuesday, November 15, 1994.
