HomeMy WebLinkAboutBoard of Commissioners - Minutes - 10/25/19940 0 w Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Otter Tail County Courthouse Tuesday, October 25, 1994 l:00 p.m. CALL TO ORDER The Otter Tail County Board of Commissioners convened Tuesday, October 25, 1994, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Harley Windels, Chairman; Bill Stone, Virginia Partmann, Malcolm Lee, and Andy Lindquist present. APPROVAL OF MINUTES Motion by Lee, seconded Partmann and unanimously carried to approve the October 18, 1994, minutes as submitted. RECYCLING FACILITY -PHASE III Solid Waste Director, Mike Hanan1 reviewed the funding options for Phase III of the recycling facility construction project. Hanan recommended borrowing the money internally and requested Treasurer, Steve Andrews, explain this funding option. Andrews explained that Otter Tail County could use a Capital Expenditure Account to internally loan the Solid Waste Department the funds necessary for Phase III of the project. Payments plus interest to repay the loan would be made by the Solid Waste Department. Motion by Partmann, seconded Lindquist and unanimously carried to approve internal funding for Phase III of the recycling facility as recommended by the Solid Waste Director and Treasurer. HRA APPOINTMENT Nomination by Partmann, seconded by Lee and unanimously carried to appoint Oscar Sorlie to the Housing and Redevelopment Authority {HRA) Board to fill the unexpired term of Pete Hoff. VETERANS' DAY RESOLUTION Upon a motion by Windels, seconded by Stone and unanimously carried the following resolution was adopted: WHEREAS, Otter Tail County resident Anton Cichy has been recognized by the Minneapolis Star Tribune for his survival of an incredible ordeal as a member of the armed forces in the service of our country; and WHEREAS, it is fitting for the Otter Tail County Board of Commissioners to commend Anton Cichy for his dedication to service; and WHEREAS, with the approach of Veterans Day on November 11, it is fitting to recognize the contribution of all those who gave of themselves in the service of our country and for the protection of our freedoms; and WHEREAS, among the foremost of our freedoms is the right to vote for those who govern us. 0 Otter Tail County Board of Commissioners October 25, 1994 Page 2 NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners hereby commends Anton Cichy and all veterans who have so gallantly given of themselves for the protection of our free and democratic government. BE IT FURTHER RESOLVED that the Otter Tail County Board of Commissioners hereby encourages all citizens of Otter Tail County to honor the sacrifice of Anton Cichy and all veterans by exercising their free and democratic right to vote in the upcoming elections on November 8, 1994. OTTER T L COUNTY BOARD OF COMMISSIONERS ATTEST: CORRESPONDENCE ACKNOWLEDGED Chairman Windels acknowledged receipt of a letter regarding Marion's Point. The letter will be referred to the Planning Commission. MCCC MEMBERSHIP FEE Motion by Lindquist, seconded Partmann and unanimously carried to approve payment, in the amount of $500, to Minnesota Counties Computer Cooperative (MCCC) for a one time membership fee. WACCO REQUEST Motion by Lindquist, seconded Lee and unanimously carried to decline support of a resolution to be submitted with a grant application to the West Central Minnesota Initiative Fund by the Western Area Cities Cooperative. CLOSED TO THE PUBLIC At 2:02 p.m., Chairman Windels closed the meeting of the Otter Tail County Board of Commissioners for the purpose of discussing pending litigation per Attorney-Client Privilege pursuant to MS 471.705 Subd 1 d. Pending litigation discussed was that of Alan Frank vs Otter Tail County, Stephen and Jo Ann Kantrud vs Otter Tail County and Dale Pierce vs Otter Tail County. ADJOURNMENT At 2:38 p.m., Chairman Windels declared the meeting of the Otter Tail County Board of Commissioners adjourned until 9:30 a.m. Tuesday, November 1, 1994.
