OTTER TAIL'CO!lNTY BOARD or COIIMISSIONBRS Otter Tail County Offices, Courtroom, Parham, MN Tuesday, October 4. 1994 9:30 a.m. CALL TO ORDER The Otter Tail County Board of Commissioners convened Tuesday, October 4, 1994, at 9:40 a.m. at the Otter Tail County Offices, Perham, MN with commissioners Harley Windels, Chairman; Bill Stone, Virginia Portmann, and Malcolm Lee present. Commissioner Lindquist was absent. APPROVAL or MINUTES Motion by Portmann, seconded Lee and unanimously carried to approve the September 27, 1994, minutes as submitted. DITCH 23 RBPAIR PBTITION Tiny Holm, Ag & Ditch Inspector, and Star Lake Association representatives, Pierre duCharrme and Bob Williams, discussed the Ditch 23 repair petition with the Board. Discussion included clarification of the meaning of an EAW (Environmental Assessment Worksheet) and approval from the DNR to use the cookie cutter to open and/or improve the natural waterway. The Ag & Ditch Inspector reported that Terry Lejcher, DNR, was expecting a decision on the use of the cookie cutter sometime next week. The Chairman requested the representatives of the Star Lake Association to write a letter asking for a delay of the Ditch 23 repair petition until after the results of the cookie cutter can·be evaluated. A motion was offered by Lee, seconded Portmann and unanimously carried to delay a decision on the Ditch 23 repair petition for one week. WORRBRS' COMPBNSATION TRUST I RBPORT Minnesota Counties Insurance Trust Director, Michael Rhyner, distributed an Otter Tail County Workers' Compensation handout to Board members. Mr. Rhyner along with Jeff Bowlby of Meadowbrook Insurance Group provided an update on the history of the workers' Compensation division and Otter Tail County's dividend situation. Mr. Rhyner stated that MCIT declared the Workers' Compensation division fully funded and is able to retire their previous debt. Board members thanked Mr. Rhyner for his diligence and hard work in this area in past years. APPROVAL TO PAY BILLS Motion by Stone, seconded Lee and unanimously carried to approve payment of bills per Attachment A of these minutes. TRUB CO!lNTY ASSBSSOR SURVEY otter Tail county Assessor, Bob Moe, shared the results of a True County Assessor Survey mailed.to town boards and city councils within the county. 0 w Ot,ter Tail county Board of Commissionefg October 4, J.994 Page 2 l.995 INCOMB PRODUCING ASSBSSMl!NT CONTRACTS Motion by Stone, seconded by Partmann and unanimously carried to authorize the Chairman's signature on the l.995 Income Producing Assessment Contracts as requested by the County Assessor. Upon a motion by Lee, seconded by Windels and unanimously carried, the original motion to authorize the Chairman's signature on the Income PrOducing Assessment Contracts was amended to include a $50 minimum charge on all contracts. 1995 ASSESSMENT CONTRACTS -BLOWIIRS AND STAR LAltB TOWNSHIPS Motion by Lee, seconded by Partmann and unanimously carried to authorize the chairman's signature on l.995 Assessment Agreements with Blowers and Star Lake Townships. GIS/BNHANCBD 911 COIIMIT'l'BB Coordinator, Larry Krohn, updated the Board on a GIS/Enhanced 911 meeting with Dick Howe of Spatial Management Group and the county GIS/Enhanced 911 Committee. The following recommendations were made by the committee: 1. Establishment of an Addressing Task Force to include a representative from the post office, fire department, ambulance service, local utility company, two townships, one county commissioner and two open positions. Motion by Stone, seconded Partmann and unanimously carried to establish an Addressing Task Force to include the above mentioned positions as recommended by the GIS/Enhanced 911 Committee. 2. Recommend hiring a GIS/911 Enhanced Program Manager with emphasis in public relations, organizational skills, GIS/911 applications, and basic technical skills. Motion by Partmann, seconded Lee and unanimously carried to begin the process for establishing a job description and classification for a·ors/9ll. Addressing Program Manager. 3. set of skeletal quad county maps currently on computer discs need to be put into the proper computer system including annotation, labeling, etc. Motion by Partmann, seconded Lee and unanimously carried to authorize the skeletal quadrangle maps up and running in the proper computer system with appropriate labeling and adjustments. 4. To proceed with the 48 mile test area near Ottertail City. Motion by Lee, seconded Stone and unanimously carried to authorize the flying, aerial photography, digitalization and mapping for surveyors' use with longitude and latitude for a 48 mile GIS/911 pilot project. 0 0 O~ter Tail County Board of Commissioners October 4, 1994 Page 3 ADJOURNMBNT At 12:10 p.m. Chairman Windels declared the meeting of the Otter Tail County Board of commissioners adjourned to tour the Northeast Landfill and the New York Mills building. The next regularly scheduled Board meeting will convene at 1:00 p.m. on Tuesday, October ll, 1994 in the Commissioners' room at the Otter Tail County Courthouse.
