APPROVAL OF MINUTES Motion by Partmann, seconded Lee and unanimously carried to approve the September 20 1 1994, minutes as submitted. BID OPENING: S.A.P. 56-600-14 -GLENDALOUGH STATE PARK ACCESS ROAD After having previously advertised for bids, the Highway Engineer opened the following bids for S.A.P. 56-600-14, Glendalough State Park Access Road: Central Specialties, Inc. RURAL INITIATIVES COALITION Pat Conroy appeared on behalf of the Rural Initiatives Coalition. Mr. Conroy distributed informational handouts and answered questions regarding the history and objectives of the organization and appealed to the Commissioners for Otter Tail County's support in the form of membership. No formal action was taken at this time. WASTE EDUCATION VIDEO Public Information Officer, Marie Tysdal, provided a Waste Education Video for the Commissioners to view. This video was funded through a waste education grant from the Minnesota Office of Environmental Assistance and the Otter Tail County Solid Waste Department. The video will be used for recycling education in area schools, civic organizations and as an educational resource in the libraries throughout the county. Part two of the video which focuses on waste disposal will be distributed to each Joint Powers county. 911 ADDRESSING Sebeka Postmaster, Shirley Paxton, discussed with the Board the county's goal for completion of the 911 enhanced addressing system. Commissioner Partmann stated that money has been put in the budget for this project and Otter Tail County should complete the project in three to five years. LAND SURVEYOR'S CERTIFICATE OF CORRECTION TO PLAT Name of Plat: FAWN OAKS DEVELOPMENT Motion by Portrnann, seconded by Lindquist and unanimously carried to accept the following Land Surveyor's Certificate of Correction to the plat of Fawn Oaks Development as prepared by Terry Lee Anderson, Land Surveyor, Minnesota Registration Number 14676: Pursuant to provisions of Chapter 472, Law of Minnesota, 1955, and Chapter 505.173 through 505.177, Laws of Minnesota, Terry Lee Anderson, the undersigned, a Registered Land Surveyor in the State of Minnesota declared as follows: (1) (2) (3) The subdivision plat of FAWN OAKS DEVELOPMENT was prepared by Kermit T. Bjorgum, a Registered Land Surveyor of whom is deceased. 't;: /99'( OTTER TAIL COUNTY BOARD OF COMMISSIONERS Larry Krohn, Clerk EXTENSION FOR REPURCHASE -DEER CREEK SOULE'S ADDN, Motion by Stone, seconded by Lee and unanimously carried to extend the repurchase date, for the West 64' of Lot 4, Block 1 and the East 10' of Lot 4, Block 1, Deer Creek Soule's Addn., from October 15, 1994, until November 30, 1994 to permit the applicant additional time to arrange the required financing. DEMOLITION BIDS Motion by Lee, seconded by Partmann and unanimously carried to authorize the advertising for bids for the demolition of a structure located on a parcel of tax forfeited property legally described as: City of Pelican Rapids Blyberg's 1st Addition Lot 18 Block 5 Bids will be received until 1 p.m. on Tuesday, October 18th, 1994, with bid opening set for 2:00 p.m. October 18, 1994. PELICAN RAPIDS FIRE DEPARTMENT TRAINING Motion by Lee, seconded by Lindquist and unanimously carried, to authorize the use of a tax forfeited structure, located at the corner of Fourth Ave S.E. and First Street S.E. in the City of Pelican Rapids by the Pelican Rapids Fire Department for conducting training sessions. 0 Q Otter Tail County Board of Commissioners September 27, 1994 Page 4 SOIL SURVEY AGREEMENT -PAYMENT APPROVED Motion by Lee, seconded by Lindquist and unanimously carried to approve payment, in the amount of $19,528.30, to the Soil Conservation Service for costs incurred in furnishing technical assistance in accordance with Soil Survey Agreement during the period of July 1, 1994 through September 30, 1994. PETITION -COUNTY DITCH #70 County Auditor, Wayne Stein, presented a petition for repair of Otter Tail county Drainage Ditch No. 70. The signatures on the petition represent 52\ of the total benefited acres of 445.8 or a total of 228 acres. Presently, the Ditch #70 account has a balance $501.83. Landowner, Brian Fronning, expressed his concern that Ditch #70 is not flowing properly. Landowner, Glen Risbrudt, expressed concerns of not being able to monitor the flow because of location of the ditch system on private property. Ditch Inspector, Tiny Holm, reported that he has been monitoring Ditch #70 and reported that it has been flowing. The Commissioners stressed that the property owners benefitting from the ditch will be assessed all costs for work completed on the ditch system. Motion by Lindquist, seconded by Lee and unanimously carried to accept the petition for repair of County Ditch #70. A public hearing was set for Tuesday, October 18, 1994, at 7:00 p.m. in the Otter Tail County Commissioners room. MENTAL ILLNESS AWARENESS WEEK RESOLUTION Upon a motion by Lee, seconded by Lindquist and unanimously carried, the following resolution was offered: WHEREAS, Mental Illness is a problem of grave concern and consequence in American society and is widely, but unnecessarily, feared and misunderstood; and WHEREAS, more than 10,000,000 people in the United States are disabled for long periods of time by schizophrenia, manic depressive disorders and major depression; and WHEREAS, over 250,000 Minnesotans suffer from these serious and disabling mental illnesses; and WHEREAS, approximately 400 people in Otter Tail County experience severe and persistent mental illness; and WHEREAS, Minnesota is in the process of developing a comprehensive system for the delivery of mental health services statewide; and WHEREAS, Mental disorders result in staggering economic costs to society, which are estimated to be in excess of $40 billion annually and include direct treatment and support cost, as well as indirect costs, such as lost productivity; and WHEREAS, Mental Illness is an increasingly treatable disability with excellent prospects for remedy and recovery when properly recognized; and WHEREAS, appropriate treatment of mental illness is cost effective because it restores productivity, reduces utilization of other health services and lessens social dependence; and WHEREAS, unprecedented major research developments in recent years have added new methods and technology to the sophisticated and objective study of the functioning of the brain and its linkages to normal and abnormal behavior; and • 0 0 Otter Tail County Board of Commissioners September 27, 1994 Page 5 WHEREAS, research in recent decades has led to a wide array of new and more effective somatic and psychosocial methods of treatment for some of the most incapacitating forms of mental illness, including schizophrenia, major affective disorders, phobias and phobic disorders; and WHEREAS, in Otter Tail County, there is a need to reduce stigma and promote understanding of the mentally ill and their families, and encourage County residents to share their support and concern for individuals and families experiencing mental illness; NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners proclaims October 2-8, 1994, to be MENTAL ILLNESS AWARENESS WEEK. The evaluation summary was reported as satisfactory. CANDLELIGHT VIGIL Motion by Partmann, seconded Stone and unanimously carried to authorize the women's Crisis Center to display signs and conduct an evening vigil on October 12, 1994 on the Courthouse grounds and to authorize use of the first floor of the Courthouse in case of inclement weather. SAFETY VIDEOS AND TRAINING Motion by Lee, seconded by Partmann and unanimously carried to authorize the purchase of safety videos and the training of Safety Committee members through the Minnesota Safety Council with a total approximate cost of $3,500 to be paid from the Workers Compensation Reserve account. ADJOURNMENT At 3:31 p.m., Chairman Windels declared the meeting of the Otter Tail County Board of Commissioners adjourned until 9:30 a.m.1 Tuesday, October 4 1 1994.
