APPROVAL OF MINUTES Motion by Stone, seconded Lee and unanimously carried to approve the August 9, 1994, minutes with correction as follows: PLANNING COMMISSION RECOMMENDATIONS Motion by Lee, seconded Partmann and unanimously carried to approve the following recommendations of the Planning Commission: Conditional Use/Preliminary Plat: Dorothy Bylander, 11Bylanders Resort11 , Lake Sybil James Howe, et al, Pelican Lake James B. Presl, "Otter Tail Beach Club" Deer Creek Township, Leaf River Otter Tail County Highway Dept., Molly Stark Lake, Sunset Lake, NE, & Annie Battle Lake Otter Tail County Highway Dept., Crystal Lake & Lake Lizzie Fergus Falls Twnp., Pelican River Richard L. Skugrud, Crystal Lake Eugene Hanson, et al, Star Lake Bruce & Vicki Riedinger, Pelican Lake Taylor Investment Corp./Eugene G. Beirne, nGreenwood Lake Aire Villas11 FINAL PLAT EXTENSION Motion by Lee, seconded Partmann and unanimously carried, to grant a 90-day extension for submitting the following final plats: Robert Wilson, Leek Lake Heights John & Douglas Marquart, Marquart Villa OTTER TAIL COUNTY SAFETY NIGHT AT THE FAIR Otter Tail County Safety Night at the Fair Planning Committee Chairman, Vic Petterson and the Otter Tail County Safety Director, Tim Hunt, discussed plans for the August 26, 7:30 p.m., "Safety Night" at the fairgrounds. The focus of discussion centered around the number and types of demonstrations being presented as well as the variety of prizes donated. A motion was offered by Lindquist, seconded Partmann and unanimously carried to authorize the formation of a permanent 11Health & Safety Committee11 • Membership on the committee will also include individuals from East Otter Tail County. 0 0 u Otter Tail County Board of Commissioners August 16, 1994 Page 2 TELIDENT'S Mn/E9-l-l SEMINAR Mark Morris, Chief Deputy, discussed an upcoming free E9-l-l seminar planned for September 23, 1994, in Alexandria. Chairman Windels requested Commissioners Partmann and Lee to attend along with other county staff. The seminar will address Minnesota's new 9-1-1 funding law and what these funds can be spent on, etc. STRAY ANIMALS The Chief Deputy discussed animal complaints with regard to the responsibilities imposed upon the Sheriff's Department. Morris pointed out that neither the Sheriff's office nor the Humane Society has the resources to pick up stray animals. Additional information was provided to the Commissioners for their information. ELECTION JUDGES Motion by Partmann, seconded Stone and unanimously carried, to approve the appointment of the following individuals as election judges for the State Primary Election and for the State General Election (September 13 and November 8, 1994, respectively): Adele Johnson (DFL) Gary Lee (DFL) Barbara Molter (IR) Carlton Mortenson (IR) Arleen Nycklemoe (DFL) Mary Trana (IR) TRUTH IN TAXATION Motion by Partmann, seconded Lee and unanimously carried to set the time for the December 13, 1994, initial Truth in Taxation public hearing at 7:30 p.m. and to set the time for the December 20, 1994 1 continuation hearing at 7:30 p.m. MOTOR VEHICLE OFFICE REMODELING Motion by Lee 1 seconded Lindquist and unanimously carried to approve the remodeling of the Motor Vehicle office at a total cost of $8,888.50 (sales tax not included). This amount includes a $500 increase over the original amount requested August 9 1 1994. RESOLUTION BY THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS APPROPRIATING FOR COUNTY EXTENSION WORK A motion was offered by Partmann, seconded Stone and unanimously carried to adopt the following resolution for appropriating for county extension work: Year Beginning January 1, 1994 BE IT RESOLVED: That the sum of $186,252 be set apart from the General Revenue Fund an appropriated subject to the order of the Dean and Director of the Minnesota Extension Service of the University of Minnesota for the support of County Extension work in Otter Tail County for the year beginning January 1 1 1994, in accordance with Minnesota Statute, Section 38.33-38.38, 1990. 0 Q Otter Tail County Board of Commissioners August 16, 1994 Page 3 Adopted this 16th day of August, 1994. Dated: 4V.,e# ,ff}, lf4'i OTTER TAIL COUNTY BOARD OF COMMISSIONERS J~ By dels, Chairman ··z; 1/£ Larry Zhn, Clerk AMOR TOWNSHIP CABARET DANCING ORDINANCE Mike Holstrom, Amor Township Supervisor, discussed a proposed Amor Township Cabaret Dancing Ordinance with Board members with regard to ordinance violations impacting county-approved liquor licensure. The matter was referred to the County Attorney for review and recommendation. SNOWMOBILE TRAILS Tiny Holm, Ag & Ditch Inspector, provided an update with regard to the OCTA Snowmobile Trails proposal for several culverts along portions of Otter Tail County's Drainage Ditch No. 21. He indicated proposed culverts would be placed off the county road right- of-way1 there would be written permission given by the affected landowners and approved by the Department of Natural Resources. Motion by Stone, seconded Lindquist and unanimously carried to allow the culvert installations provided such installations by OCTA are in accordance with the landowners, the Department of Waters/DNR. Further, the motion went on, that such culverts do not affect the functioning of the drainage ditch and that there is no cost or liability to the county. LAW LIBRARY RENT Motion by Lee, seconded Partmann and carried, with Stone opposed, to return the office rental monies collected from the Law Library based on an opinion of the Attorney General with regard to the County's request of the Library to pay rent for the library facility. Both parties previously agreed to abide by the Attorney General's opinion of the statute. LABOR AGREEMENT: LAW ENFORCEMENT EMPLOYEES UNION Motion by Lee, seconded Partmann and unanimously carried to authorize the Chairman's signature on the Labor Agreement between Otter Tail County and Minnesota Teamsters Public and Law Enforcement Employees Union, Local No. 320 {Sheriff's Department - Essential Unit) for January 1, 1994 through December 31, 1996. PAYMENT AUTHORIZED Motion by Lee, seconded Lindquist and unanimously carried to approve payment in the amount of $188.52 to Minnesota Counties Insurance Trust for deductible reimbursements of File Nos. 1506 and 1535. 0 Otter Tail County Board of Commissioners August 16, 1994 Page 4 APPROVAL TO PAY BILLS Motion by Partmann, seconded Lee and unanimously carried to authorize the payment of bills and claims per Attachment A of these minutes. BID OPENING: S.A.P. 56-599-43 Rick West, Highway Engineer, after having previously advertised for the opening of bids, opened the following bids on S.A.P. 56-599-43, Bridge Replacement -Elizabeth Township: Landwehr Heavy Moving St. Cloud, MN Midwest Contracting, Inc. Marshall, MN $130,025.70 $148,223.50 A summary and recommendation for award will take place at the August 23, 1994, meeting. GREATER MINNESOTA PARTNERSHIP Motion by Lee, seconded Partmann and unanimously carried to approve the annual membership of $200 to the Greater Minnesota Partnership.
