HomeMy WebLinkAboutBoard of Commissioners - Minutes - 08/09/19940 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Tuesday, August 9, 1994 1:00 p.m. CALL TO ORDER The Otter Tail County Board of Commissioners convened Tuesday, August 9, 1994, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Harley Windels, Chairman; Bill Stone, Virginia Partmann, Andy Lindquist, and Malcolm Lee present. APPROVAL OF MINUTES Motion by Portmann1 seconded Lee and carried, with Lindquist abstaining, to approve the August 2, 1994 minutes as submitted. SNOW REMOVAL EQUIPMENT BID AWARD Motion by Lindquist, seconded Stone and unanimously carried to award the August 2, 1994, bid for snow removal equipment to the low bidder, J. Craft, Inc. of Kimball, MN, in the amount of $55,155.60, as recommended by Rick West,~Otter Tail County Highway Engineer. BITUMINOUS OVERLAY/AGGREGATE BID AWARD C)otion by Lee, seconded Partmann and unanimously carried to award the bid for S.A.P. 56-653-05, etc. for bituminous overlay and aggregate shouldering from CSAH 8 on CR 53, to the north county line (5.077 miles); and S.A.P. 56-662-07 for bituminous overlay and aggregate shoulders from CSAH 67 to CSAH 19 (4.871 miles) on CR 62 to Tri-City Paving, Little Falls, MN, for the low bid of $442,972.18 as presented by the Highway Engineer. PUBLIC INFORMATION MEETING The County Engineer has scheduled a public information meeting for the CSAH 88 project (old TH 59) on August 11, 1994, at 7:00 p.m., at the Otter Tail County Courthouse, courtroom #1. This first, of possibly three meetings, will allow for property owner input and provide preliminary plans and cost estimates. BID OPENINGS: S.A.P. 56-599-25 & Cutting Edges Motion by Lindquist, seconded Partmann and unanimously carried to approve the County Engineer's request to advertise for bids to be opened September 13, 1994, at 1:00 p.m. on: 1) S.A.P. 56-599-25, Fergus Falls Township bridge replacement project, and 2); the purchase of cutting edges. DITCH #21 PAYMENT Motion by Lee, seconded Lindquist and unanimously carried, to approve payment to Qugler Gravel, in the amount of $43.45, for 11 yards of.,gravel used to cover a culvert that was replaced in County Drainage System #21. · I -. I Otter Tail County Board of Commissioners August 9, 1994 Page 2 MOTOR VEHICLE OFFICE REMODELING ()otion by Lindquist, seconded Stone and unanimously carried, to approve the remodeling of the Motor Vehicle Office at a total cost of $8,388.50 (excluding sales tax), provided the Auditor requests written comments and approval of the proposed floor plan from the office staff. ELECTION JUDGES county Auditor Wayne Stein presented a slate of names as possible election judges and requested additional suggestions from County Board members. He will bring a final list of candidates to the Board for approval at a later date. TAX FORFEITED LAND SALE Auditor Stein reported total revenue generated by the August 3, 1994 sale of 28 of the available 39 tax forfeited parcels of land as $35,521.03. All revenue, except state fees and deed taxes, will remain in Otter Tail County. TAX ABATEMENT REQUEST Motion by Lindquist, seconded Lee and unanimously carried to deny the request of John Eidsmoe for further consideration of abatement of property tax and fees as acted upon by the County Board on May 10, 1994. The County Auditor will so respond. RECYCLING CENTER r~1ike Hanan, Solid Waste Director and Bob Williams, Recycling Center Manager responded to ~eports by Commissioner Lindquist of calls from the public about poor housekeeping around the Recycling Center, by acknowledging that the problem does exist. However, there have been recent equipment breakdowns as well as a 13% increase over 1993 in recycling tonnage. It is expected that within a week and a half all refuse will be removed from outside and processed. Beirne, "Greenwood Lake Aire Villas" 0 INWOOD BEACH Motion by Lee, seconded Portmann and unanimously carried to refer the failed motion for a conditional Use Application (Sl7; R42; Dunn Township) by Kevin L. Christianson back to the Planning Commission. • ·•l Otter Tail County Board of Commissioners August 9, 1994 Page 3 FINAL PLAT EXTENSION ~tion by Lee, G. seconded Partmann and unanimously carried, the following final plats: to grant a 90-day extension or submitting Robert Wilson, Leek Lake Heights John & Douglas Marquart, Marquart Villa EQT WEED INSPECTOR Motion Lee, seconded Lindquist and unanimously carried that henceforth the East Otter Tail County Weed Inspector shall report to the Land & Resource Director. INSTALLER'S LICENSE APPLICATION Motion by Stone, seconded Lindquist and unanimously carried to approve the Installer's License renewal application of Wilbur Wegscheid Plumbing & Heating, RR #3, Box 149, Wadena, MN. CULVERT INSTALLATION REQUEST Motion by Stone, seconded Lindquist and unanimously carried to approve, pending review by county Engineer and County Attorney of current ditch laws, the request by Tiny Holm, West Otter Tail County Weed & Ditch Inspector to have three culverts installed along Ditch #21 for the benefit of the Otter Country Trail Association snowmobiles and grooming equipment. Location of the 3611 , 12' wide concrete culverts would be: Q 1) 2) 3) Expense of Section One Aurdal Township just south of CR #1 where Ditch #21 flows under CR #1 Section One Aurdal Township just west of the township road where Ditch #21 flows from Pleasant Lake to Fish Lake Section Seven Sverdrup Township at the south end of Pleasant Lake where water flows from the slough to Pleasant Lake. installation and maintenance would be the responsibility of OCTA. DITCH #21 Motion by Partmann, seconded Lindquist and unanimously carried to approve the request of Tiny Holm to retain the services of Ron Ringquist of Sioux Engineering, Inc. for up to two days to assist in the redetermination process and procedures for Ditch #21, based on the proposal submitted by Ringquist. SPATIAL MANAGEMENT GROUP, INC. Dick Howe and Tom Reddick of Spatial Management Group, Inc. presented the Board of Commissioners with copies of their completed Background Assessment of Enhanced 911, Rural Addressing, Soils Review and Geographic Information System report. The Board commended them for a job well done and will move toward implementation of the plan according to the recommendations.
