Home My WebLink AboutBoard of Commissioners - Minutes - 08/02/19940 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Tuesday, August 2, 1994 9:30 a.m. CALL TO ORDER The Otter Tail County Board of Commissioners convened Tuesday, August 2, 1994, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Harley Windels, Chairman; Bill Stone; and Malcolm Lee present. Commissioners Andy Lindquist and Virginia Partmann were absent. APPROVAL OF MINUTES Motion by Stone, seconded Lee and unanimously carried to approve __ the July 26, 1994 minutes as submitted. U.S. FISH & WILDLIFE EASEMENTS Motion by Lee, seconded Stone and unanimously carried to approve easements for wat~rfowl management rights from the following individuals as presented by Don Kleven of the U.S. Fish & Wildlife Service: Adella Herrmann Stephen H. Roehl Joseph P. Rassat LeeAnn K. Jensen, et al Lee Ann Jensen Mary Miller Note: Exact property descriptions are available upon request from the Clerk of the Otter Tail County Board of Commissioners or the U.S. Fish & Wildlife Service. DEEDS EXECUTED Motion by Lee, seconded Stone and unanimously carried to authorize the Chairman's signature on two Quit Claim Deeds to relinquish Otter Tail County's interest in two gravel pit sites in Section 19 of Aurdal Township. Land is former gravel pit sites representing 1 and 1.25 acres and is conveyed to Bert and Dolly J. Lovelace. PERSONNEL POLICIES Larry Krohn, County Coordinator, and Diane Thorson, Public Health Director, requested discussion and clarification of policies as related to benefits for part-time employees of Otter Tail County. Thorson explained that the present policy greatly complicates her ability to meet required staff needs as many Home Health Aides, though hired intermittent part-time, often work more than 30 hours per week for several weeks, and sometimes months, consecutively. Chairman Windels referred the matter to representatives of the Personnel Committee and the Budget Committee for a recommendation. .• Otter Tail County Board of Commissioners August 2, 1994 0 Page 2 COUNTY RECYCLING Mike Hanan, Solid Waste Director, and Marie Tysdal, Public Information Officer, discussed how to further promote recycling/waste reduction at a county level. The Board expressed concern and indicated that individual county offices should strive to set a good example. BID OPENINGS: SAP 56-653-05 & ETC. SNOW REMOVAL EQUIPMENT & SPINNER SANDERS Rick West, Highway Engineer, having previously advertised for bids, opened the following bids for Project SAP 56-653-05 & Etc. -Bituminous Overlay and Aggregate Shouldering: Bauerly Bros., Companies Sauk Rapids, MN Duininck Bros., Inc. Prinsburg, MN Mark Sand & Gravel Co. Fergus Falls, MN Starry Construction Co., Inc. Alexandria, MN Tri-City Paving, Inc. APPROVAL TO PAY BILLS Motion by Stone, seconded Lee and unanimously carried to approve the payment of bills per Attachment A of these minutes. GRAVEL PIT SALE The Auditor, after having previously advertised for bids for the sale of a gravel pit in Effington Township, opened and read the following bid for the record: 0 Otter Tail County Board of Commissioners August 2, 1994 Page 3 Lonnie Benzinger -$30 A motion was made by Lee, seconded Stone and unanimously carried to accept the bid Lonnie Benzinger, in the amount of $30, for the gravel pit located as follows: Township 131 N. Range 38 W. Section 11 (Effington Township) of Beginning at point 233' West and 16.5' South of the East Quarter corner of Section 11 Township 131 N. Range 38 w., thence West 200', thence South 300', thence East 200' thence North 300' to point of beginning, containing 1.38 acres more or less. RESOLUTION: FOR DEPUTY REGISTRAR ACCESS TO DEPARTMENT OF PUBLIC SAFETY DRIVER LICENSE & MOTOR VEHICLE COMPUTER Motion by Lee, seconded Stone and unanimously carried the following resolution was adopted: BE IT RESOLVED that the County of Otter Tail enter into an agreement with the State of Minnesota, Department of Public Safety, for the purpose of receiving from the State of Minnesota, Department of Public Safety's Driver and Vehicle Services Division, direct computer access to driver license and motor vehicle records maintained by the Driver and Vehicle Services Division for use by the County's Deputy Registrar. BE IT FURTHER RESOLVED that Wayne Stein and Harley Windels be and they hereby are authorized to execute such agreement.
