CALL TO ORDER
The Otter Tail County Board of Commissioners convened Tuesday, July 26, 1994, at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Harley Windels,
Chairman; Bill Stone; Virginia Partmann; and Malcolm Lee present. Commissioner
Andy Lindquist was absent.
APPROVAL OF MINUTES
Motion by Stone, seconded Partmann and unanimously carried to approve the July 19, 1994,
minutes as submitted.
SOLID WASTE SERVICE FEE LETTER
Mike Hanan, Michele Petterson and Marie Tysdal (Solid Waste Director, Service Fee System
Administrator and Public Information Officer respectively) updated the Board on the
response to the Solid Waste Service Fee Letter which was recently mailed to businesses.
Petterson indicated the letter had generated about sixty calls from businesses with a o large number of them interested in recycling measures to reduce amount of waste.
CONDITIONAL USE APPLICATIONS
Motion by Lee, seconded Partmann and unanimously carried to approve the following
Conditional Use Applications as recommended by the Planning Commission:
Robert & Mary Meyers, Rush Lake
James D. Heisler, East Silent Lake
Norwegian Grove Township, Grove Lake
Lida Township, Lake Lida
Matt D. Butler, Pelican Lake
Note: For additional information regarding any of the above listed Conditional Use
Applications, contact the Land & Resource Management Office.
SNOWMOBILE TRAILS ASSISTANCE MAINTENANCE AGREEMENTS
Motion by Lee, seconded Stone and unanimously carried to authorize the Chairman to sign
the Minnesota Trails Assistance Agreements between Otter Tail County and the State of
Minnesota for Lake Runners and OCTA. By this motion, the county authorized renewal of
snowmobile trail agreements with Lake Runners and OCTA wherein the county acts as fiscal
agent. (Previous agreements were authorized September 16, 1992, and October 10, 1992.)
DITCH VIEWER TECHNICAL SUPPORT
Ron Ringquist, Ditch Viewer Educator, presented a proposal to provide technical
assistance to the Ditch Viewers with regard to the redetermination of benefits along
Otter Tail County Drainage Ditch No. 21. Ringquist was asked to put his proposal in
written format for further consideration.

BID OPENING: S.P. 56-614-09 & S.P. 56-614-10
After having previously advertised for bids to be opened on S.P. 56-614-09 and
S.P. 56-614-10, Tallack Johnson, Disrict State Aid Engineer from Detroit Lakes, and
Rick West, County Highway Engineer, opened the following bids:
Kern & Tabery, Inc. $867,473.03
Wadena, MN
Mark Sand & Gravel Co. $798,781.98
Fergus Falls, MN
Minnerath Construction Co., Inc. $788,594.71
Cold Spring, MN
Starry Construction, Inc. $883,207.80
Alexandria, MN
After reviewing the above listed bids, Johnson and West returned with the recommendation
to award the S.P. 56-614-09 & S.P. 56-614-10 to the lowest bidder.
Motion by Lee, seconded Stone and unanimously carried to award S.P. 56-614-09 &
S.P. 56-614-10 to Minnerath Construction Co., Inc. of Cold Spring, MN, in the amount of
$788,594.71 as recommended.
TEMPORARY CLOSURE OF COUNTY ROADS
The Highway Engineer acknowledged receipt of two requests for temporary closure of o county roads during local festivities as follows:

8/20/94 New York Mills Regional Cultural Center Music Festival, CSAH 67 & 84.
8/27/94 Clitherall Sportsmens Club, CSAH 5.
Motion by Stone, seconded Partmann and unanimously carried to approve the requests
contingent upon approval by the Sheriff and that Otter Tail County is held harmless.
FINAL PAYMENT
Motion by Lee, seconded Partmann and unanimously carried to approve final payment in the
amount of $11,964.55, payable to Dennis Drewes, Inc., Frazee, MN, for Grading &
Aggregate Surfacing as awarded on August 17, 1993.
1993 ANNUAL REPORT
OF OTTER TAIL COUNTY HIGHWAY DEPARTMENT
Copies of the 1993 Annual Report of Otter Tail County Highway Department were provided
to Board members by the Highway Engineer.
EAST OTTER TAIL COUNTY OFFICE REMODELING: NEW YORK MILLS
On July 19, 1994, bids were received for the East Otter Tail County Office Remodeling at
New York Mills and a summary was provided by David Shultz, Architect of the firm Yeater,
Hennings, Ruff, Shultz, Rokke & Welch Architects & Planners of Moorhead, MN.
After discussion, a motion was offered by Partmann, seconded Stone and unanimously
carried to accept the recommendation of David Shultz, Architect 1 and award as follows:

The following Alternate prices for additional work were also recommended and approved:

Alternate G-3: Exterior Brick Repair $2,500.00
Alternate G-4: Vinyl Wall Covering (Meeting/Waiting) $3,475.00
Alternate G-5: Exterior Building Sign $ 400.00
Alternate E-J.: Parabolic Light Fixtures $6,300.00
Alternate G-1: Site Landscaping was not approved.
A motion was offered by Lee, seconded Partmann and carried with Windels abstaining, to
authorize the Board Chairman and County Coordinator to negotiate remodeling change
orders not to exceed expenditures of $5,000.
DETENTION FACILITY: FOOD SERVICES CONTRACT
Motion by Partmann, seconded Lee and unanimously carried to authorize the Chairman to
sign an amendment to the food services contract with Best, Inc. dated July 11, 1991.
The amendment provides for an extention of one year to the initial agreement and is for
fixed rate pricing of meals effective July 1, 1994 through June 30, 1995.
EQUIPMENT PURCHASE AUTHORIZED
Motion by Partmann, seconded Lee and unanimously carried to authorize the purchase of
the following equipment from the Management Information Systems Department's budget:
Forms Burster
Microsoft Office Professional Edition Software
Two IBM Thinkpad Notebook Computers
PERSONNEL POLICY CLARIFICATION

Motion by Partmann, seconded Stone and unanimously carried to clarify the existing
Personnel Policy, LEAVING COUNTY EMPLOYMENT (8.00), dated December 1988, which reads:
"B. Upon resignation in good standing, payment of 75 percent of accumulated sick leave
will be made towards medical coverage, subject to approval by the insurance
carrier. 11
The clarification is that the term "medical coverage11 will also mean dental coverage.
PERFORMANCE EVALUATION SUMMARY
Motion by Partmann, seconded Lee and unanimously carried to place a written copy of the
performance evaluation of the Management Information Systems Director in his personnel
file. The Board concluded that the performance of Tim Brand was satisfactory.

ADJOURNMENT
At 3:37 p.m., Chairman Windels declared the meeting of the Otter Tail County Board of
Commissioners adjourned until 9:30 a.m. on Tuesday, August 2, 1994.
