CALL TO ORDER
The Otter Tail County Board of Commissioners convened Tuesday, May 3, 1994, at 9:30 a.m.
at the Otter Tail County Courthouse with Commissioners Harley Windels, Chairman;
Bill Stone; Virginia Partmann; Andy Lindquist; and Malcolm Lee present.
APPROVAL OF MINUTES
Motion by Stone, seconded Lee and unanimously carried to approve the April 26, 1994,
minutes as submitted.
EMPLOYEES' COMMITTEE: NEW EMPLOYEE FORM
Terry Hoff, President of the Employees' Committee, introduced for Board comment a form
entitled 11 0tter Tail County Employees' Committee -Meet Your Neighbors". The form would
be used only by the Employees' Committee to introduce new employees to fellow workers
and completion of the form would be at the discretion of the new employee. After review
of the form by Board members, Commissioner Partmann commended the committee for the new
11Meet Your Neighbors II form.
DITCH VIEWER TRAINING
Chairman Windels announced training sessions for the fourteen appointed Ditch Viewers is
scheduled for May 10 and May 20 from 9-2:30 p.m. at the Otter Tail Power Community Rooms
(South Dakota Room).
LAKE REGION COMMUNITY PARTNERS, INC.
Motion by Lindquist, seconded Lee and unanimously carried to authorize disbursement of
$500 to the Lake Region Community Partners, Inc. to be used for operation of the
organization.
TAX FORFEITED PROPERTY
Wayne Stein, Auditor, discussed hypothetical circumstances with regard to Repurchase of
Tax Forfeited Property. After discussion, a motion was offered by Lindquist, seconded
Fortmann and unanimously carried to uphold the current policy with regard to the
collection of all delinquent taxes, taxes that would have accrued, penalties, interest,
etc. as defined in the statute.
Motion by Lee, seconded Lindquist and unanimously carried to authorize the Chairman and
Clerk to execute an Access Agreement with the Minnesota Pollution Control Agency (MPCA}
with regard to investigation of a petroleum tank release on property which has been tax
forfeited.

SP 56-614-09 & 10
Motion by Lee, seconded Portmann and unanimously carried to approve payment for
Right-of-Way acquisition with regard to SP 56-614-09 & 10.
BID OPENING
Rick West, Highway Engineer, announced the bid opening date for Two Truck Boxes,
Hydraulic Systems & Underbody Blades to be set for 1:00 p.m. on June 7, 1994, as
authorized on April 19, 1994.
BRAUN INTERTEC CORPORATION
Motion by Windels, seconded Lee and unanimously carried to authorize the Highway
Engineer to proceed with soil borings and soils information work with Braun Intertec
Corporation at a cost-not-to-exceed as listed below:

Motion by Lindquist, seconded Lee and unanimously carried to authorize final payment of
$12,995 to Minnesota Motor Company, Fergus Falls, for a 1994 Chevrolet S-10 Blazer as
requested by the Highway Engineer.
WASTE EDUCATION GRANT
Motion by Partmann, seconded Stone and unanimously carried to authorize the Chairman to
sign the Waste Education Grant Application ($7,040.63) with the Office of Waste
Management as presented by the County Attorney.
CLOSED TO PUBLIC
At 10:45 a.m., Chairman Windels declared the meeting of the Otter Tail County Board of
Commissioners closed to the public until 1:00 p.m. He indicated the reason for closing
the meeting was continued discussion of labor negotiation strategies with regard to the
Local 320 Teamsters Union.
APPROVAL TO PAY BILLS
Motion by Stone, seconded Lee and unanimously carried to approve payment of bills per
Attachment A of these minutes.
OTTER TAIL COUNTY HISTORICAL SOCIETY
Chris Schuelke, Executive Director of the Otter Tail County Historical Society, reported
the Historical Society's Board of Directors, at their April 27, 1994, meeting indicated
they would spearhead the project presented at the April 26, 1994, Board meeting by the
Friends of Phelps Mill.
AG/DITCH INSPECTOR
Bill Kalar, Land & Resource Management Director, introduced Sheldon "Tiny11 Holm as the
new Agricultural/Ditch Inspector effective May 2, 1994.

SUBDIVISION ORDINANCE
After considerable discussion with Board members and the Auditor, the Land & Resource
Director indicated he would request a recommendation from the Planning Commission with
regard to the conformity of the Subdivision and Shoreland Ordinances.
COMMISSIONER ABSENT
At 1:47 p.m. Commissioner Lindquist was absent.
COURT SECURITY OFFICER
Motion by Lee, seconded Partmann and unanimously carried to approve a Court Security
Officer position, not to exceed sixteen hours per week, as requested by the judges.
ADJOURNMENT
At 2:08 p.m. Chairman Windels declared the meeting of the Otter Tail County Board of
Commissioners adjourned until 1:00 p.m. on Tuesday, May 10, 1994.
