OTTER TAIL COUNTY BOARD OF COMMISSIONERS

CALL TO ORDER
The Otter Tail County Board of Commissioners convened Tuesday, April 19, 1994, at
9:30 a.m. at the Otter Tail County Courthouse with Commissioners Harley Windels,
Chairman; Bill Stone; Virginia Partmann; and Malcolm Lee present.
Commissioner Andy Lindquist was absent.
APPROVAL OF MINUTES
Motion by Lee, seconded Partmann and unanimously carried to approve the April 12, 1994,
minutes as submitted.
WEST CENTRAL MN HOUSING PARTNERSHIP
Joe Merz, Executive Director of the West Central Minnesota Housing Partnership,
discussed this non-profit organization with Board members.
After discussion, a motion was offered by Partmann, seconded Lee and unanimously carried
to direct the Budget Committee to determine the funding source for a $2,000 membership
contribution to the West Central Minnesota Housing Partnership. Also included in the
motion was the request for this organization to address the 1995 Budget Committee.
PART TIME TEMPORARY DISPATCHER
Motion by Lee, seconded Partmann and unanimously carried to approve the hire of a part
time temporary dispatcher to work through the summer months for vacations, etc. at no
additional cost to the department.
PREMISE PERMIT
Motion by Stone, seconded Lee and unanimously carried to adopt the following resolution:
WHEREAS, the responsibility for the regulation of lawful gambling and the issuance of
licenses and permits for the conduct of lawful gambling lies with the Minnesota Gambling
Control Board; and
WHEREAS, the Wadena Hockey Club, Wadena, MN, has made an application to the Gambling
Control Board for a premise permit to conduct lawful gambling at the Country Manor
Motel, Restaurant and Lounge in Compton Township of Otter Tail County; and
WHEREAS, Minnesota Statute 349.213 provides that the Gambling Control Board may not
issue a premise permit unless they receive a resolution from the Otter Tail County Board
of Commissioners approving the permit; and
WHEREAS, the Otter Tail County Board of Commissioners is aware of no reason to oppose
the conduct of lawful gambling by the Wadena Hockey Club, Wadena, MN, at the Country
Manor Motel, Restaurant and Lounge in Compton Township of Otter Tail County.

NOW, THEREFORE, BE IT FURTHER RESOLVED that the Otter Tail County Board of Commissioners
hereby approves the conduct of lawful gambling by the Wadena Hockey Club, Wadena, MN, at
the Country Manor Motel, Restaurant and Lounge in Compton Township of Otter Tail County,
provided that the applicant meets all the necessary criteria for the licenses and
permits required by the Gambling Control Board.
IT IS FURTHER RESOLVED, that notice of this application and approval shall be provided
to the Town Board of Compton Township by sending them a copy of this resolution.

SIXTY DAY WAIVER
OF WAITING PERIOD FOR GAMBLING LICENSES
WADENA HOCKEY CLUB
Upon a motion by Stone, seconded Lee and unanimously carried the following resolution
was offered:
WHEREAS, the Wadena Hockey Club has applied for a gambling license to be used at the
Country Manor Motel located at Highway 10 West in Compton Township of Otter Tail County.
WHEREAS, the Otter Tail County Board of Commissioners has met on April 19th, 1994 1 and
voted to waive the 60 day waiting period.
NOW THEREFORE BE IT RESOLVED, that the Otter Tail County Board of Commissioners has
waived the 60 day waiting period for review of the gambling licenses for the Wadena
Hockey Club at the Country Manor Motel, Restaurant and Lounge in Compton Township of
Otter Tail County.

TEMPORARY WINE/BEER LICENSE
Motion by Portmann1 seconded Stone and unanimously carried to approve a policy to
establish a $25 fee for a temporary wine/beer license for 501-C organizations requesting
a license for an event of two to three days duration.
PRIVATE SALE OF TAX FORFEITED PROPERTY TO A GOVERNMENTAL SUBDIVISION
A motion was offered by Stone1 seconded Lee and unanimously carried to convey to the
City of Parkers Prairie/ for a total purchase price of $50.00, which includes the
required fees, the following described parcel of tax forfeited property:
75-000-99-0079-000
Amended Plat
Lot 6 and West 15' of Lot 7
Block 4
Otter Tail County assumes no liability connected with the demolition or disposal of
building(s) on the above described property.
TEMPORARY COMMITTEE APPOINTMENT
Chairman Windels announced he will temporarily serve on all Board appointed committees
in place of Commissioner Lindquist with the exception of the Budget Committee.
Chairman Windels requested Commissioner Lee to serve in place of Commissioner Lindquist
on the Budget Committee.
DCA, INC.
Motion by Lee 1 seconded Partmann and unanimously carried to authorize the Chairman to
execute the Dental Plan Agreement between Otter Tail County and DCA, Inc. for
administration of the county1s employee dental insurance plan.
COMMITTEE REPORTS
Commissioner Lee reported on a recent Community Partners meeting he had attended and
Commissioner Partmann provided an overview of an M.C.I.T. Employee Benefits seminar she
recently attended.
EMERGENCY MEDICAL DISPATCH CARDS/TRAINING
Diane Thorson, Public Health Director1 introduced Emergency Medical Dispatch Card
Refresher Course trainer Derek Hanson to Board members. Also present were Mark Morris,
Chief Deputyi Joseph Peloquin, Captain; and the following Sheriff's Department
Dispatchers: Brian Armstrong; Dave Cossette; Chet Maleckii and Cheryl Ness. Mr. Hanson
explained how the Emergency Medical Dispatch Cards would assist the 911 emergency
callers and identified potential areas of concern for the Board to consider.
ROADSIDE MOWING -AREA "J"
Rick West1 Highway Engineer, discussed negotiations with regard to the Roadside Mowing,
specifically, Area "J 11 • The Highway Engineer will report outcome of negotiations at an
upcoming meeting.
AUTHORIZATION FOR BIDS
Motion by Partmann, seconded Stone and unanimously carried to authorize the Highway
Engineer to set a bid time and date for two truck boxes, hydraulic systems and underbody
blades.

DRAINAGE DITCH NO. 21
Harold Doty, Maine Township Supervisor, discussed his point of view with the Board
relative to the culvert obstruction on Otter Tail County's Drainage Ditch No. 21.
APPROVAL TO PAY BILLS
Motion by Partmann, seconded Stone and unanimously carried to approve payment of bills
per Attachment A of these minutes.
PUBLIC HEALTH RELOCATION
The Board discussed with Robert and Guy Olson the prospect of leasing property owned by
the Olsons on Junius Avenue, across from the courthouse. Commissioner Lee, representing
the Building Committee, informed the Board and the Olsons that the committee had
concluded that the use of this property for the Public Health Department was not
advisable because of the far lower cost in obtaining space from the Fergus Falls
Regional Treatment Center. The only use of the property that the Board would consider
was for vehicle parking at an annual cost not to exceed $175 per vehicle parking space
which the county is currently paying for use of parking from the First Lutheran Church.
COURT SECURITY OFFICER
After discussion with Chief Deputy Mark Morris, the Board indicated they would like to
see a job description prior to approval of a requested Court Security Officer.
CLOSED TO PUBLIC
At 3:00 p.m. Chairman Windels declared the meeting of the Otter Tail County Board of
Commissioners closed to the public for the purpose of evaluating the performance of
Larry Krohn, County Coordinator, subject to its authority pursuant to M.S. 471.705,
Subd. ld (d). A summary report of conclusions regarding the evaluation will be provided
at the next regular Board meeting.
ADJOURNMENT
At 4:30 p.m. Chairman Windels declared the meeting of the Otter Tail County Board of
Commissioners adjourned until 1:00 p.m. on Tuesday, April 26, 1994.
