HomeMy WebLinkAboutBoard of Commissioners - Minutes - 03/08/1994Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Tuesday, March 8, 1994 1:00 p.m. CALL TO ORDER The Otter Tail County Board of Commissioners convened Tuesday, March a, 1994, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Harley Windels, Chairman; Bill Stone; Virginia Partmann and Andy Lindquist present and Commissioner Malcolm Lee absent to attend the West Otter Tail Township Officers' meeting. APPROVAL OF MINUTES Motion by Stone, seconded Lindquist and unanimously carried to approve the March 1, 1994, minutes with correction on page three to include the addition of Paul Nelson, Pelican Rapids, MN, to the Ditch Viewer Pool List. LIQUOR LICENSE APPLICATION Motion by Stone, seconded Windels and unanimously carried to approve the following liquor license application: 0 Blue Horizon Set-Up Licenses 0 Diane Wanner New York Mills, MN PUBLIC HEARING: TAX INCREMENT FINANCING DISTRICT l, 1-7 Chairman Windels requested Commissioner Partmann attend an upcoming public hearing on March 21, 1994, at 7:30 p.m. in the Fergus Falls City Council Chambers regarding the establishment of Tax Increment Financing District 1 1-7. The focus of the plan is to promote industrial development and public improvement as well as designate tax increment as a means to finance a portion of development activities. M.C.I.T.: PAYMENT OF DEDUCTIBLE Motion by Lindquist, seconded Stone and unanimously carried to approve payment in the amount of $1,000 to the Minnesota Counties Insurance Trust for the deductible amount related to their file #4722. BOILER & MACHINERY COVERAGE Motion by Partmann, seconded Lindquist and unanimously carried to approve payment in the amount of $1,980 to Meadowbrook Insurance Group for the renewal of Boiler & Machinery Policy No. 430K8467. BID AWARD: TWO TANDEM AXLE TRUCKS Rick West, Highway Engineer, announced the bid award for two tandem axle trucks would be delayed until the next Board meeting on March 15, 1994. O~ter Tail County Board of Commissioners March 8, 1994 Page 2 CSAH #8, PERHAM: S.A.P. 56-608-19 a A motion was offered by Partmann, seconded Stone and unanimously carried to award the CSAH #8, Perham, S.A.P. 56-608-19 bid to the lowest bidder as recommended by the Highway Engineer and contingent upon approval by the City of Perham. The bid was awarded to: 0 0 Sherbrooke Asphalt, Inc. $135,723.67 Pelican Rapids, MN The Highway Engineer indicated a correction in the bid amount read at the March 1, 1994, bid opening regarding the following bidder: Driveway Service, Inc. $152,168.10 Detroit Lakes, MN The correct amount is: $152,258.10 FINAL PAYMENTS Motion by Lindquist, seconded Partmann and unanimously carried to approve payment of $33,665.06 to Mark Sand & Gravel Co. for Bituminous Overlay and Aggregate Shouldering, S.A.P. 56-618-07 & Etc., as awarded on June 8, 1993. Motion by Lindquist, seconded Partmann and unanimously carried to approve payment in the amount of $18,225.16 to Mark Sand & Gravel Co. for Grade Widening, Bituminous Overlay & Aggregate Shouldering, S.A.P. 56-615-13 & Etc., as awarded on June 8, 1993. RETAINAGE REDUCTION Motion by Stone, seconded Partmann and unanimously carried to approve the reduction of retainage monies on S.A.P. 56-659-09 & Etc., Mark Sand & Gravel Co., from 5% to 1% since only minor repairs remain. ROADSIDE MOWING Motion by Partmann, seconded Lindquist and unanimously carried to specify the Roadside Mowing specifications for a two year contract and include rollbar and flashing lights required on contractor equipment. Other specifications included a $100 bid bond, a performance bond equal to the value of bid, and insurance compliance to statutory requirements as recommended by the Highway Engineer. West indicated Areas E, F and H be mowed by the Otter Tail County Highway Department. BOARD MEMBER ABSENT At 1:45 p.m. Commissioner Lindquist was absent to attend the West Otter Tail Township Officers' meeting. CONDITIONAL USE APPLICATIONS Motion by Partmann, seconded Stone and unanimously carried to table action on the Conditional Use Application of Madsen's Resort, Blanche Lake, until the March 22, 1994, meeting. Motion by Stone, seconded Partmann and unanimously carried to approve the Preliminary Plat/Conditional Use Application of Johnsons Point, Agnes M. Johnson, Pelican Township, as recommended by the Planning Commission. ·otter Tail County Board of Commissioners March B, 1994 Page 3 DITCH VIEWER POOL U Motion by Stone, seconded Portmann and unanimously carried to name the following individuals to the Otter Tail County Ditch Viewer Pool List: 0 0 David Lindig, Fergus Falls, MN Dale Ruehle, Fergus Falls, MN Rodney Brause, Fergus Falls, MN Arlo Hanson, Dalton, MN Richard Partmann, Fergus Falls, MN Richard Bergquist, Parkers Prairie, MN Milton Paulson, Clitherall, MN 1994 SEWAGE DISPOSAL SYSTEM CLEANERS LICENSES Motion by Fortmann, seconded Stone and unanimously carried to approve the following 1994 Sewage Disposal System Cleaners Licenses renewals: Super Sucker Septic Service, Pelican Rapids, MN The Pumper, Pelican Rapids, MN Leonard Balken, Fergus Falls, MN BOARD OF WATER & SOIL RESOURCES NATURAL RESOURCES BLOCK GRANT Bill Kalar, Land & Resource Director, reported he had received notice that the Board of Water & Soil Resources Natural Resources Block Grant in the amount of $67,445.72 had been approved. The Board reaffirmed that these monies were already committed that $10,000 would be split between the two SWCDs and that the major amount would be designated to GIS with a small portion going for water testing. CLOSED LANDFILL CLEAN-UP BILL Mike Hanan, Solid Waste Director, provided highlights and issues with regard to legislation on a closed landfill clean-up bill. Hanan outlined eligible and excluded facilities in Otter Tail County, timing and specific issues of the Northeast Landfill. NORTHEAST LANDFILL CONSTRUCTION UPDATE The Solid Waste Director provided an update on the Northeast Landfill construction. MCLEOD COUNTY LANDFILL AGREEMENT Motion by Partmann, seconded Stone and unanimously carried to support approval of the proposed landfill disposal agreement between McLeod County and the eight-county Joint Powers Board. The motion recommended that the agreement be forwarded to the Joint Powers Board for it1 s approval and execution. NEW YORK MILLS BUILDING Motion by Stone, seconded Partmann and unanimously carried to authorize the Treasurer to issue payment of $67,000 to the City of New York Mills for the initial payment of the lease/purchase of school property pursuant to the terms of the New York Mills Building Agreement. 0 oeter Tail County Board of Commissioners March 8, 1994 P/'ge 4 CLOSED TO PUBLIC ADJOURNMENT At 4:17 p.m. Chairman Windels declared the meeting of the Otter Tail County Board of Commissioners closed to the public for purpose of discussing labor negotiation strategies with the County's three Teamster unions. At 5:13 p.m. the meeting of the Otter Tail County Board of Commissioners adjourned until 9:30 a.rn. on Tuesday, March 15, 1994.
